Other functions of PNP Under NAPOLCOM Directions and Memorandum

1. To immediately undertake an all-out campaign to stop and eradicate jueteng and other illegal
gambling activities NAPOLCOM Memorandum order No. 2002 005
2. To undertake an intensified and unrelenting campaign against carnapping NAPOLCOM
Memorandum Order No. 2003-006.
3. To undertake an intensified and continuous campaign against kidnapping NAPOLCOM
Memorandum Circular No. 2003-008.
4. To undertake an intensified and continuous campaign against drugs NAPOLCOM Memorandum
Circular No. 2003-006
5. To conduct a relentless and all-out campaign against co-members of PNP who are engaged in
illegal activities especially those involve in KOTONG or HULIDAP operations NAPOLCOM
Memorandum Circular No. 2004-007.

Organization of Officers and the Different Offices of the PNP

1. First Officer in Command THE PNP CHIEF


 With the Rank of Police General or Director General
 The PNP Chief is appointed by the President from
among the senior officers down to the rank of Police Brigadier General (Chief Supt), subject
to confirmation by the Commission on Appointments to serve a term of office not to exceed
four years.
 However, in times of war or other national emergency declared by the Congress, the
President may extend such term of office.
2. Second Officer in Command THE FOR DEPUTY CHIEF ADMINISTRATION
 a With the Rank of Police Lieutenant General or Deputy Director General
3. Third Officer in Command THE DEPUTY CHIEF FOR OPERATION
 With the Rank of Police Lieutenant General or Deputy Director General

Different Offices in the National Office of the Philippine National Police

1. Office of the Directorial Staff

 Headed by the Chief of the Directorial Staff with the rank of Police Lieutenant General.
 a Supervise the following:

1. Directorate for Personnel and Records Management

2. Directorate for Intelligence


3. Directorate for Operations
4. Directorate for integrated Operations
5. Directorate for logistics
6.Directorate for Plans;
7. Directorate for Comptrollership;
8. Directorate for Police Community Relations;
9. Directorate for Investigation and Detective Management;
10. Directorate for Human Resource and Doctrines Development
11. Directorate for research and Development;
12. Directorate for information and communication technology development

Take Note: The office of various staff divisions in the Directorial Staff to be headed by Directors
with the ranks of Police Major General or Police Director

2. The Office of the Administrative and Operational Support Units.

 Administrative Support Units- shall be headed by Director with the Rank of Police Brig. General
 Training Service:

 Headquarters Support Service:
 Legal Service
 Chaplain Service
 Logistic Support Service
 Information Technology Management Service
 Finance Service
 Health Service
 Communications and Electronic Service

3. The Office of the Operational Support Units.

 Operational Support Units - shall be headed by Director with the Rank of Police Brig. General

5. Crime Laboratory
6. Special Action Group
7. Criminal Investigation and Detection Group
8. Intelligence Group
9. Maritime Group.

4. The National Capital Region Police Office Headed by NCRPO Chief with the rank of Police Major
General or Police Director
5. Regional Offices shall be headed by Regional Director with the rank of Police Brigadier General
or Chief Superintendent.
6. Provincial Offices headed by a Provincial Director with the rank of police colonel or police senior
superintendent
7. City of Municipal Offices headed by a Chief of police with a rank from police lieutenant colonel
down to police major
