gicos para o desenvolvimento
social e econmico nacional
mereceram 58.5% do bolo.
Os nmeros actuais revelam
que os esforos do Governo
em alocar cada vez mais recursos
no sentido de erradicar a misria
prosseguem este ano, o ltimo do
ciclo de implementao do Programa
Quinquenal do Governo (2010-2014)
e do Plano de Aco para a Reduo
da Pobreza (PARP 2011-2014).
Em conjunto, os sectores estratgicos
iro absorver 135.716,2 milhes de
meticais, o que equivale a 68,3%
das despesas totais excluindo as
operaes fnanceiras e os encargos
da dvida. Em relao a 2013, o valor
alocado a estes sectores aumenta
em 18.098,9 milhes de meticais, ou
9,8%.
De acordo com o Oramento do Esta-
do (OE) aprovado pela Assembleia da
Repblica em Dezembro do ano pas-
sado, a Educao, Sade, Infraestru-
turas e Agricultura vo consumir uma
proporo signifcativa do bolo, e
as despesas relativas criao de
postos de trabalho tero apenas
0,3% do que ser alocado s priori-
dades (690 milhes de meticais).
Entre as diversas realizaes previs-
tas, o sector da Sade destaca o in-
cio da construo de cinco hospitais
em distritos das provncias de Gaza,
Inhambane, Manica e dois na Zam-
bzia, alm da concluso do Hospital
Distrital de Mapai, em Gaza.
Na Educao, sero contratados
8.830 novos professores. No sector
das Infraestruturas o destaque vai
para a construo e reabilitao de
estradas e a produo de alimentos
a palavra de ordem na Agricultura.
Quanto ao emprego, iro entrar para
o mercado de trabalho mais 183
mil pessoas e, no que diz respeito
Energia, a rede de distribuio de
electricidade de Cahora Bassa pre-
tende chegar a todos os distritos.
Em termos globais, as despesas do
Estado devero atingir 229.721,5
milhes de meticais, o correspon-
dente a 42,9% do PIB, um aumento
em 2,7% do PIB face a 2013.

n 2013, the strategic sectors
for national social and eco-
nomic development deserve
58.5% of the cake. The
actual numbers reveal that
Government efforts to allocate
ever more resources in order to
eradicate poverty proceed this
year, the last cycle of the Govern-
ment 5-Year Program (2010-2014)
and the Action Plan for the Reduc-
tion of Poverty (PARP 2011-2014).
Together, the strategic sectors will
absorb 135.716,2 million meti-
cals, the equivalent of 68% of
total expenses- excluding finan-
cial operations and incurred debt.
In relation to 2013, the value allo-
cated for these sectors increased
by 18.098,9 million meticals or
9.8%.
According to the State Budget (SB)
approved by the Assembly of the
Republic last December, Educa-
tion, Health, Infrastructure and
Agriculture will consume a signifi-
cant portion of the cake, and the
relative costs of job creation will
have only 3% of what is allocated
to the priority sectors (690 million
meticals).
Amongst the foreseen actions, the
Health sector highlight the begin-
ning of construction of five hos-
pitals in districts in Gaza, Inhaca,
Manica, and two in Zambezia,
as well as the conclusion of the
Mapai District Hospital, in Gaza.
In Education, 8,830 new teachers
will be contracted. In the Infra-
structure the highlight goes to the
construction and rehabilitation of
roads, and raw materials are the
focus in the Agricultural industry.
As for employment, 183 thousand
more people will be employed,
and in respect to Energy the dis-
tribution network from Cahora
Bassa should reach all districts.
In global terms, the State expens-
es should reach 229.721.5 million
metals, the corresponding 42.9%
of the GDP, an increase of 2.7%
of 2013s GDP.

projecto imobilirio na margi-
nal de Luanda, no valor de mil
milhes de euros est aberto a
investidores externos, de acor-
do com o vice-presidente da
sociedade gestora, Carlos Silva.
O responsvel, que tambm presi-
dente do Conselho de Administrao
do Banco Privado Atlntico, destacou
a estabilidade macroeconmica que
Angola vive, para justifcar a adeso
de mais investidores ao projecto, cujo
desenvolvimento imobilirio pretende
ser uma referncia urbana no conti-
nente africano.
Temos sociedades com investidores
chineses, portugueses, espanhis e an-
golanos. um investimento que assenta
na requalifcao de uma das zonas
mais emblemticas do pas, devolvendo
cidade todo o equilbrio ecolgico,
salientou. De acordo com o projecto,
s metade do espao [nove hectares]
ir ter edifcios, o resto sero zonas
verdes.
O principal argumento da Sociedade
Baa de Luanda (SBL), que gere o pro-
jeto, cujos primeiros 25 edifcios j
foram apresentados num investimento
global de mil milhes de euros, o
facto da construo civil ser um dos
sectores no petrolferos que mais
investimento estrangeiro capta em
Angola, com uma quota de cerca de
35%.

Os principais accionistas da SBL so a
petrolfera angolana Sonangol, o Banco
Privado Atlntico, o Banco Comercial
Portugus e a Finicapital, um inves-
timento de cerca de 300 milhes de
euros no projecto de requalifcao, e
que se espera venha a ser recuperado
em 10 anos.
As reas de construo da SBL to-
talizam 494 mil metros quadrados,
distribudos por trs parcelas, ao longo
da marginal, incluindo o futuro Centro
Financeiro.
Para Miguel Carneiro, administrador-
-executivo da SBL, a oferta de escri-
trios encontra-se justifcada pela
procura do mercado, desvalorizando a
contnua construo de novos edifcios
em Luanda, de tipologia de servios.

Citando casas de avaliao e monitori-
zao do mercado imobilirio em An-
gola, Miguel Carneiro adiantou que a
procura mantm-se, a economia ango-
lana vai continuar a crescer, o sector da
construo, o sector dos servios, todo
o sector no petrolfero est a crescer
em Angola, nomeadamente no plano de
desenvolvimento do sector industrial.
Miguel Carneiro disse ainda que a SBL
estima o valor do metro quadrado na
zona de interveno do empreendi-
mento entre 2.180 e 3 mil euros, abai-
xo e acima do solo e incluindo o valor
do terreno.
importante realar que o projeto Baa
de Luanda no seu conceito tem exata-
mente esta preocupao em oferecer ao
mercado o metro quadrado a um valor
o mais efciente possvel. O valor do
metro quadrado dos terrenos na Baa de
Luanda situa-se nos 650 euros o metro
quadrado, referiu o mesmo.

he real estate project on
Luandas boardwalk, valued
at a thousand million euros is
open to foreign investors, ac-
cording to the vice-president
of the managing group, Carlos
Silva.
The man responsible, who is also
President of the Banco Privado
Atlanticos Administrative Council,
highlighted that the macroeconomic
stability in which Angola lives, to
justify the addition of more investors
in the project, whose real estate
development is meant to be an
urban reference on the african
continent.
We have societies with Chinese,
Portuguese, Spanish, and angolan
investors. It is an investment that
accents the requalifcation of one
of the most important areas in
the country, returning the cities
ecological balance he highlighted.
In accordance with the project, only
half of the space (nine hectares)
will have buildings, the rest will be
green spaces. The main argument of
the Luanda Bay Society (SBL), which
is managing the project, whose frst
25 buildings have already been
presented in a global investment of
one thousand million euros, is the
fact that civil construction is one of
the sectors that does not involve
petrol which has the most investment
per capita in Angola, with a quota of

appraisals in the real estate market
in Angola, Miguel Carneiro added
that the demand still exists, the
angolan economy will continue to
grow, the construction sector, the
service sectors, all non-petrol sectors
are growing in Angola, namely the
development plan for the industrial
sector. Miguel Carneiro also stated
that the SBL estimates that the value
a square meter in the area where the
enterprise is happening is between
2.180 and 3 thousand euros, above
and below ground including the
value of the land.
It is important to reiterate that the
Luanda Bay project in its concept is
concerned with ofering the market
a square meter at the most efcient
price possible. The value of the square
meter at the lots on the Luanda Bay
are around 650 euros per square
meter, he said.

t is not a new fact that with the
development of Information
Technology, internet availabil-
ity and the ability to watch any
movie at home, the culture of
cinemas (amongst others) in
Mozambique is on the way to extinc-
tion.
Lusomundo will be going specif-
cally against this, and will be calling
everyone to movie theaters to see
the most recent movies in three-
dimensions (3), this year.
Already consolidated in Maputo,
with the presentation of cime-
matograhic proposals for people of
all ages, it is time to conquer the
people of Matola, with the construc-
tion of a Movie Theatre at the Cen-
tro Comercial Parque dos Poetas.
According to Lusomundos General
Director, Luis Mota, in the frst phase,
the theatre will have two show-
rooms with the newest 3-D technol-
ogy, and the latest generation sound
and image. In the next phase, the
space will be expanded to have four
showrooms, which will represent an
important phase for the companys
expansion in Mozambique.
Lusomundos ambition is to go even
further. To invest continuously in the
coverage of more geographic loca-
tions of this vast country, and make
mozambique one of the large recep-
tors of cinema and quality culture,
with more frst line technology, and
job creation. The idea is to debut
movies here, simultaneously, with
Europe.
Today, the demand for Lusomundos
services is high. But the construction
of a movie theater in Matola (in part-
nership with the Municipal Council)
is the diference that we hope to
introduce in the quality of services
that will lead to Mozambicans flling
up out movie theaters.

come.

Qual o peso de Moambique
como um produtor de gs nos
mercados em que actua a Anada-
rko?
Moambique pode ganhar grande
importncia no panorama global
da produo de gs natural. A Ana-
darko descobriu aqui quantidades
suficientes de gs para projectar
o pas, mesmo que no seja ex-
portado. Alm disso, sermos uma
das maiores empresas de petrleo
do mundo um factor importante,
coloca Moambique em posies
de topo e chama a ateno para os
principais mercados de consumo
de energia. No entanto, os benef-
cios do gs natural para o desen-
volvimento social e econmico do
pas s se tornar evidente com o
incio dos primeiros carregamentos
de GNL, em 2018.
Na rea concessionada Anadarko
- rea 1 da Bacia do Rovuma - qual
o potencial esperado de gs e
que volumes j foram descober-
tos?
Ns encontramos mais de 65 trili-
es de ps cbicos de gs natural
recupervel. A pesquisa ainda est
em andamento e acreditamos que
ainda h muito gs para desco-
brir nesta rea. Em nossa opinio,
Moambique tem potencial para
se tornar um player essencial no
mercado mundial, com capacidade
para exportar 50 milhes de to-
neladas de gs natural liquefeito
(GNL) por ano, atrs de potncias
como o Qatar e Austrlia.
Em 2010, a Anadarko anunciou a
descoberta de petrleo em quan-
tidades no comerciais. Qual a
probabilidade de novas descober-
tas de petrleo em quantidades
economicamente viveis ?
Ainda existe um potencial para
petrleo, embora, a bacia tem-se
demonstrado muito mais propen-
sa para o gs natural. Ns ainda
temos um trabalho de explorao
adicional a fazer para definir com-
pletamente a quantidade e tipo de
recurso na bacia.
Olhando para as caractersticas
geolgicas da costa, onde Ana-
darko opera, e de acordo com a
experincia da empresa em vrios
pontos do mundo, Moambique
pode ser um produtor de petr-
leo?
Nosso foco mudou at certo nvel
para desenvolver os enormes re-
cursos de gs natural descobertos
at hoje. Como mencionado, temos
uma explorao adicional prevista
para 2015, por isso vamos ver o
que esses esforos vo revelar.
H informaes sobre um possvel
consrcio com a italiana ENI para
a criao de um complexo de pro-
duo. Como ser operacionaliza-
do esse consrcio?
Estamos procura desde o ano
passado de um parceiro. Chega-
mos a um acordo com a ENI para
avanar com o Consrcio, e temos
a inteno de instalar duas unida-
des de liquefao de gs natural.
Atualmente, esperamos partilhar
as instalaes terrestres, mas cada
parte ir operar com recursos
prprios e ter responsabilidades
especficas no consrcio. O parque
de GNL em terra ser instalado em
uma extenso de sete mil hectares
e, se necessrio , temos permisso
para expandir.
Como ser feita a diviso das res-
ponsabilidades tendo em conta a
complexidade dos investimentos
necessrios?
Ns ainda estamos a trabalhar nos
detalhes. No h uma resposta que
possa dar agora, mas pensamos
em produzir juntos 10 milhes
de toneladas por ano no projeto
inicial. O investimento necessrio
para instalar as fbricas encontra-
-se estimado em pelo menos 12 a
16 bilies de dlares, que sero
partilhados dentro do consrcio
liderado pela Anadarko e a ENI.
Como tem funcionado a relao
com as empresas moambicanas
e quantas j prestam servios
Anadarko?
O relacionamento da Anadarko
com Moambique muito bom. A
Anadarko foi uma das primeiras
empresas de petrleo a investir

significativamente em Moam-
bique, tendo sido objectiva na
instalao de mquinas para o
desenvolvimento de actividades
de explorao. Este aspecto pode
ter sido crucial para as boas rela-
es estabelecidas com o Governo.
Alm disso, o relacionamento que
desenvolvemos com empresas
moambicanas que prestam servi-
os tambm muito bom. Existem
cerca de 100 empresas moambi-
canas que prestam servios para
ns.
A construo uma das reas pro-
curadas pela Andarko no sentido
de providenciar infraestruturas.
Quais so as outras?
Vamos continuar a investir nas
telecomunicaes. Pretendemos
tambm portos capazes de res-
ponder s necessidades de uma
indstria de energia slida. Sen-
timos falta de um aeroporto em
Palma (distrito de Cabo Delgado,
onde Anadarko opera). Alm disso,
o servio de energia elctrica deve
ser expandido no distrito, cujo
potencial se estende disponibi-
lidade de fertilizantes naturais. No
norte, est previsto ser construdo
um porto para o transporte de
GNL, enquanto o projecto de Gs
Natural Liquefeito (GNL) proposto
avana.
A Anadarko tem uma experincia
consolidada no mercado nigeria-
no. At que ponto essa experin-
cia pode vir a encurtar caminhos
em Moambique?
A Anadarko j esteve em muitos
pases de frica, sobretudo da fri-
ca Ocidental. E por ser uma grande
companhia, com uma presena
inegvel neste continente, posso
dizer, seguramente, que este po-
der ser um mercado na linha dos
pases de grande sucesso.

m Dezembro de 2006, o governo moambicano concedeu multinacio-
nal americana Anadarko o direito de prospeco da rea 1 da Bacia do
Rovuma. Desde aquela poca, a Anadarko e seus parceiros perfuraram
mais de 20 poos em guas profundas na rea Ofshore do bloco 1,
descobrindo valores estimados entre 35 e 65 trilies de ps cbicos
(Tcf) de gs natural recupervel. Seis poos descobertos no complexo
estavam entre as maiores descobertas em toda a frica em 2010, 2011 e
2012.Neste momento, a Anadarko est comprometida com a formao de
moambicanos que possam ajudar a construir o parque de GNL e atividades
associadas. Os graduados especializam-se em matrias de sade, segurana
e nas habilidades essenciais ao local de trabalho. Este ano, a multinacional
d incio ao projecto LNG. Os investimentos brutos feitos at agora j somam
cerca de trs bilies de dlares.

as gas a producer in the markets in
which Anadarko operates?
Mozambique can gain great im-
portance in the global panorama of
natural gas production. Anadarko

we are one of the largest oil com-
panies in the world is an important
factor, puts Mozambique on top
positions and draws attention to
major markets of energy consump-
tion. However, the benefts of natural
gas in the social and economic de-
velopment of this country will only
become apparent with the onset of
the frst LNG cargoes, in 2018.
In the area concessioned to Anadar-
ko - Area 1 of the Rovuma Basin
- what is the expected potential for
gas and what volumes have already
been discovered?
Mozambique may
become the worlds
third largest natural
gas exporter
Blending in to the Cabo Delgado coast is a potential that
can make our country one of the largest players in the
global energy sector. However, everything will depend
on the progress of projects liquefaction of natural
gas, whose export is expected to start in four years.
The observation belongs to John Peffer, president of
Anadarko in Mozambique, an American multinational
that operates in the Rovuma Basin.

Weve found more than 65 trillion
cubic feet of recoverable natural
gas. The survey is still ongoing and
we believe there is still much gas to
discover in this area. In our opinion,
Mozambique has the potential to
become an essential player in the
world market, with capacity to ex-
port 50 million tonnes of Liquefed
Natural Gas (LNG) per year, behind
potencies such as Qatar and Aus-
tralia.
. In 2010, Anadarko announced the
discovery of oil in non-commercial
quantities. What is the probability
of new oil discoveries in economi-
cally viable quantities?
There is still a potential for oil;
although, the basin has proven to
be much more natural gas-prone.
We still have additional explora-
tion work to do to fully defne the
quantity and type of resource in the
basin.
Looking at the geological features
of the coast where Anadarko oper-
ates, and according to the com-
panys experience in various spots
in the world, Mozambique could be
an oil producer?
Our focus has shifted to some de-
gree to developing the massive
natural gas resources weve discov-
ered to date. As mentioned, we do
have some additional exploration
planned through 2015, so well see
what those eforts uncover.
There is information about the ad-
vancement of a possible creation
of a consortium with Italys ENI to
create a production complex. How
will the consortium be operated?
We are looking since last year for
a partner. Reached an agreement
with ENI to move forward with the
Consortium, and we intend to install
two units of natural gas liquefaction.
Currently, we expect to share the
onshore facilities, but each part will
operate with its own resources and
will have specifc responsibilities in
the consortium. The onshore LNG
park will be installed in an exten-
sion of seven thousand hectares,
and if necessarywe have permission
to expand.
How will be made the division of
responsibilities taking into account
the complexity of the required
investments?
Were still working on the details.
There is no answer that I can give
now, but we think to produce to-
gether 10 million tonnes per year in
the initial project. The investment
required to install the factories lies
estimated at least 12 to 16 billion
dollars, which will be shared within
the consortium led by Anadarko and
ENI.
How has the relationship has
worked with Mozambican compa-

n December 2006, the Mozambican government granted the American
multinational Anadarko the right to prospect for gas in Area 1 of the Ro-
vuma Basin. Since that time, Anadarko and its partners drilled more than 20
wells in deep waters in the Ofshore Area of block 1, discovering amounts
estimated between 35 and 65 trillion cubic feet (Tcf) of natural gas recov-
erable. Six wells discovered in complex were among the biggest discover-
ies across Africa in 2010, 2011 and 2012.
At this time, Anadarko is committed to the training Mozambicans who can help
build the park LNG and associated activities. Graduates specializing in matters
of health, safety and the essential workplace skills.
This year, the multinational starts with the LNG project. Gross investments
made so far have amounted to around three billion dollars.

services to Anadarko?
The Anadarkos relationship with
Mozambique is very good. Anadarko
is among the frst oil companies to
signifcantly invest in Mozambique,
having been objective in the instal-
lation of machinery for the develop-
ment of exploration activities. This
aspect may have been crucial to
the good relations established with
the Government. Moreover, the re-
lationship we have developed with
Mozambican companies that provide
services is also very good. There are
about 100 Mozambican companies
which provide services to us.
Construction is one of the areas
sought by Anadarko in the sense of
providing infrastructure. What are
the others?
We will continue to build out tele-
communications. We also intend
ports capable of responding to the
necessity of a solid energy industry.
We miss an airport in Palma (district
of Cabo Delgado, where Anadarko
operates). Furthermore, electricity
service must be expanded in the
district, which potentialextends to
availability of natural fertilizers. In
the north, a port is planned to be
built to transport LNG, as the pro-
posed Liquefed Natural Gas (LNG)
advances.
Anadarko has a consolidated expe-
rience in the nigerian market. To
what extent this experience could
turn out to create shortcuts in Mo-
zambique?
Anadarko has already been in many
countries in Africa, particularly in
North and West Africa. And for being
a great company with an undeniable
presence on this continent, I can say
surely that this may be a market in
line with the countries of great suc-
cess.

O exemplo para argumentar a falta

merecer grande ateno, por isso
chamo sempre a ateno para que
haja mais transparncia, porque o
ambiente de negcios manchado
pelo sentimento de que pode haver
corrupo, insistiu Ulla Andrn.
A nvel econmico, Moambique
apresenta uma das mais altas
taxas de crescimento do mundo
(prximas dos 8%), mas continua
pobre e demanda por mais
investimentos, sobretudo em termos
de infraestruturas. Entretanto,
chegar a esse ponto implica gerir os
recursos existentes de forma efciente
e responsvel, aplicar regras rigorosas
de tributao e investir as receitas em
reas que permitam ampliar a riqueza.
Efectivamente, o pas
ficou mais corrupto
Coincidncia ou no, a preocupao
da diplomata com este assunto foi
consubstanciada pelo resultado que
viria a ser publicado em Dezembro
pela Transparncia Internacional
sobre o nvel de corrupo no pas.
Numa escala de zero a 100, e em
que zero signifca muito corrupto
e 100 signifca livre de corrupo,
Moambique obteve 30 pontos, mais
um que no ano anterior, situando-
se no 119 lugar no ranking global
composto por 177 pases. Uma
posio humilde tanto no seio dos
pases da frica Austral como dos
pases falantes de portugus.
Facilitao do comrcio:
um novo horizonte da
cooperao
A Sucia formou quadros nacionais,
representantes de vrias instituies
pblicas, em procedimentos que vo
facilitar o comrcio com o mundo. A
ideia que, semelhana daquele
pas escandinavo, que exporta 70%
da sua produo, Moambique
tenha bons negociadores de acordos
comerciais, sobretudo com a Unio
Europeia. Trata-se de uma iniciativa
que pretende melhorar no s as
exportaes para a Sucia, mas
tambm para a Unio Europeia. A
Formao esteve dividida em duas
fases: a primeira em Outubro de
2013 e a segunda no ms seguinte.
Apoio a Moambique no
tem contrapartidas
A Sucia faz parte do Grupo dos 19
pases que fnanciam o Oramento
do Estado moambicano. Mas,
qual seria o interesse daquele pas
em prestar este apoio? Qual a
contrapartida?
No h contrapartida directa. O
apoio vem pelo entendimento de que
deve haver crescimento em todos
os pases do mundo, incluindo em
Moambique. Pelo sentimento de que
todos devemos caminhar na mesma
direco quando crescemos, explicou
a diplomata.

acordos assumidos no quadro das
Naes Unidas, que estabelecem a
canalizao de 1% dos Oramentos
dos pases desenvolvidos aos pases

n the eyes of the Swedish
embassy, Mozambique whos
governmental transparency is
the most important tool for the
achievement of socio-economic
prosperity. At various times, in
an interview held with CAPITAL, Ulla
Andren raised this aspect, when
asked to demonstrate her opinion
about dominion and national interest
in current events.
Sweden also has natural resources:
we have mines, we have forests. Our
method of using these resources is
through the attempt to achieve a bal-
anced society, because we dont think
its good to have people who are too
poor and people who are too rich.
What is extremely important in gover-
nance is that there is transparency so
the people can participate in the deci-
sions about better investments and
the destiny of the country revealed
Ulla Andren, who then criticized:
unfortunately, in Mozambique there
is a lot of secrecy, and this is the oldest
tradition that must be broken.
The example to argue the lack of
transparency is the recent purchase
of 30 ships from France (for 300 mil-
lion euros) by Ematum. The question
of corruption also deserves a lot of
attention, thats why I always say that
there should be more transparency,
because the business environment is
stained by the feeling that there may
be irruption, insisted Ulla Andren.
At an economic level, Mozambique
has one of the highest growth rates
in the world (8%), but continues
poor and demands more invest-
ments, overall in terms of infra-
structure. Meanwhile, getting to this
point implies managing the existing
resources in an efcient and respon-
sible manner, apply rigorous tax laws
and invest in areas that allow for the
amplifcation of wealth.
Effectively the country is
more corrupt
Coincidence or not, the diplomats
preoccupation with this issue was
substantiated by the result that
should have been published in De-
cember by the International Trans-
parency about the level of corruption
in the country. On a scale of zero to
100, in which zero is the most cor-
rupt and 100 is free of corruption,
Mozambique had 30 points, one
more than in the previous year, plac-
ing it at 119 in the ranking made up
of 177 countries. A humble position
both in the African countries as well
as portuguese speaking countries.
Ease of commerce: a new
horizon in cooperation
Sweden formed national boards, rep-
resenting various public institutions,
in procedures that will facilitate
trade with the world. The idea is that,
similar to that scandinavian country,
which exports 70% of its production,
Mozambique has good negotiators
for business deals, overall with the
European Union. It is an initiative
that hopes to better not only exports
to Sweden, but also to the European
Union. The training was divided into
two parts: the frst in October of
2013 and the second in the follow-
ing month.
Support to Mozambique
has no counterpart
Sweden is part of the Group of 19
countries that fnance the mozam-
bican State Budget. But, what would
be the interest of that country in
providing this support? What is the
counterpart?
There is no direct counterpart. The
support comes from the understand-
ing that there should be growth in
all countries of the world, including
Mozambique. From the feeling that
we should all walk in the same direc-
tion when we grow, explained the
diplomat.

Our support for cooperation is
shaped by the agreements assumed by
the board of the United Nations, which
established the channeling of !% of
the budget of developed countries to
developing countries, and Sweden is
one of the few countries that is in fact
giving 1%, she concluded.
The cooperation with Sweden began
before independence, when the
country supported Frelimo in the co-
lonial liberation, and in 1976 opened
its embassy in Mozambique.

Com o tempo, a produtivida-
de do sector foi caindo e os
mais de 2.500 quilmetros de costa
deixaram de produzir como outrora.
Hoje, o peso do sector de apenas
2% do PIB e 2% das exportaes,
que representam 75 milhes de d-
lares, segundo dados facultados pelo
Ministrio das Pescas revista Capi-
tal. No prximo ano, a produo de
pescado ter o menor aumento (s
3%) quando comparado com a gene-
ralidade dos sectores de actividade.

cultura, o Turismo, os Transportes e
Comunicaes, e mais recentemente
a Indstria Extractiva, aumentaram
em larga medida os nveis da sua
produo e passaram a ser os que
determinam o ritmo da produo da
economia nacional.

de crescimento de 3% justifcada,
fundamentalmente, pela produo
da Pesca Comercial, que deve ser
acompanhada pelos efeitos das me-
lhorias esperadas no desempenho da
Pesca Artesanal.
O plano de capturas prev atingir
220 mil toneladas de diverso pes-
cado, com maior volume projectado
para a Pesca Artesanal na ordem de
190 mil toneladas. Por outro lado,
estima-se que 27 mil toneladas se-
jam provenientes da Pesca Comercial
e 1.8 mil toneladas da Aquacultura.
Pesca do camaro
poder aumentar
A explorao do camaro, principal
marisco de exportao e cuja produ-
o tem estado a reduzir nos ltimos
anos (por motivos que o Governo
ainda procura apurar) poder au-
mentar ligeiramente em 2014. As
previses indicam que a captura do
camaro poder crescer 1%, repre-
sentando uma projeco de 2.580
mil toneladas contra 2.550 mil tone-
ladas previstas para 2013.
A recuperao da produo do ca-
maro justifcada por medidas de
gesto em curso, que visam melhorar
a sua explorao, nomeadamente
atravs da implementao do Esforo
Total Admissvel (TAE) introduzido
este ano como forma de garantir o
controlo do esforo da pesca (evitan-
do a captura excessiva das espcies
bem como a sua extino).
Relativamente aquacultura (produ-
o artifcial de espcies marinhas),
onde o plano para 2014 de 1.8 mil
toneladas, o crescimento previsto
de 40,3% face a 2013, impulsionado
pelo programa de Massifcao da
Aquacultura, que prev para 2014
construir 238 e reabilitar 35 tanques
pisccolas, e povoar 112 tanques de
alevinos (peixes recm-sados do
ovo).
Na pesca do sector artesanal pro-
jecta-se um crescimento de 2,6%,
graas ao desempenho na captura de
Peixe, Caranguejo e Lagosta.
O plano de exportaes para 2014
de cerca de 13 mil toneladas, corres-
pondendo a um crescimento de 13%
relativamente a 2013, infuenciado
pelas exportaes de Tilpia Fresca e
da Gamba, cujo crescimento previsto
de 30 e 14%, respectivamente.
Para perseguir resultados mais
promissores a nvel do sector, as
autoridades vo procurar apostar na
aquacultura e na pesca de pequena
escala, que so considerados funda-
mentais para a segurana alimentar
e para o aumento da contribuio
lquida do sector no equilbrio da
balana de pagamentos.

sectors productivity fell as
over 2,500 kilometers of coast
stopped producing like they did
before.
Today, the sectors weight is only
2% of the GDP and 2% of the
exports, which represent 75 million
dollars, according to facts supplied
by the Ministry of Fisheries to
Capital Magazine. Next year, fshing
production will have the lowest
increase (only 3%) when compared
to the general increase in other
sectors.
It is true that production decreased,
and the marine potential could
have bigger weight in the GDP and
the countrys diet, but the minister
who heads the Fisheries, Victor
Borges, explains that the fall in

In other words, other sectors such as
Agriculture, Tourism, Transport and
Communication, and more recently
the mining industry, have increased
their levels of production immensely
and have determined the rate of
production of the national economy.
According to the predictions, the
3% growth projection is justifed,
fundamentally by the production of
Commercial Fishing, which should
be followed by the efects of the
improvements expected by Artesanal
Fishing.
Planned captures predict that
they will reach 220 thousand tons
of diverse fshing products, with
a higher volume projected for
artesanal fshing at 190 thousand
tons. On the other hand, it is
estimated that 27 thousand tons will
come from commercial fshing, and
1.8 thousand tons from Aquaculture.
Shrimp fishing may
increase
The exploration of shrimp, the main
fshing export whose production has
been reducing in the past years (for
reasons that the Government is still
investigating) may increase slightly
in 2014. The predictions indicate
that the capture of shrimp may
increase by 1%, representing 2,580
thousand tons, against the 2,550
tons predicted for 2013.
The recuperation of shrimp
production is justifed by
management measures being
undertaken, that hope to better its
exploration, namely through the
implementation of the Admitted
Total Efort (TAE) introduced this
year as a means of guaranteeing the
controlled efort of fshing (avoiding
excessive capture of spaies as well as
their extinction).
Relating to aquaculture (fnal
production of marine species),
where the plan for 2014 is of 1.8
thousand tons, the predicted growth
is of 40.3% for 2013, driven by
the Massifcation of Aquaculture
Project, which predicts that 238
fsh tanks will be built and 35 will
be reconstructed in 2014, and 112
tanks will be repopulated with fsh
spawn (recently hatched fsh).
In artesanal fshing the expected
growth is of 2.6%, thanks to the
efort in the capture of fsh, crabs,
and lobster.
The export plan for 2014 is around
13 thousand tons, corresponding to
a growth rate of 13% in comparison
to 2013, infuencing the exports of
fresh Tilapia, and Prawns, whose
growth is expected to be 30 and
14% respectively.
To obtain more promising results
in the sector, the authorities will
bet on aquaculture and small scale
fshing, which are considered to
be fundamental for food security
and for an increase to the liquid
contribution in the sector in the
equilibrium of the balance of
payments.

desta feita para Matutune, na
provncia de Maputo. Esta refnaria
seria construda pela Oil Moz,
custaria oito bilies de dlares e
entraria em funcionamento este ano.
Mas enquanto durava o sonho do
pas vir a entrar de forma decisiva
na rea petrolfera, veio a crise
fnanceira internacional e atrapalhou
tudo. Hoje, Nacala-a-velha e
Matutune no avanam mais. um
dado adquirido.
Os investidores que estavam a
negociar connosco a implementao
chegar a esse objectivo.
Em 2010, perante o atraso no incio
da construo dos empreendimentos
de Nacala-a-Velha e de Matutune,
o Governo chegou a emitir um aviso
ameaando cancelar e retirar as
licenas de construo s empresas
Ayr Logistic, Ltd. e Oil Moz.
Em 2009, mesmo antes que
comeasse a ser construda, a
refnaria de Matutune chegou a
ser transferida para o distrito de
Marracuene, porque no local inicial
fcaria localizada prximo reserva
de elefantes, facto que vai contra os
princpios ambientais.
A morte dos dois empreendimentos
levou consigo a expectativa de
emprego dos que vivem em locais
onde seriam implantados.

Estamos, neste momento, a tentar
encontrar outros fnanciadores, mas
aqueles saram defnitivamente.
Assim cai por terra a esperana que
outrora o ministro Namburete e toda
a gente depositara em relao
materializao daqueles projectos
energticos.
Alis, a serem encontrados outros
fnanciadores para os projectos,
e tomando em considerao o
tempo necessrio para materializar
projectos daquela envergadura
(cinco, seis a sete anos), s em
2018/19 que Moambique poderia

in the final stage and start the works shortly. But it was all a dream. However, the prevailing hope
of finding new funders. This being the case, the refineries will only be really there to 2018.

seven years ago, Nacala-
a-Velha was now closer
to becoming one of the
international references
for the sale of oil and its
derivatives. The dream began to be
built - and everything implied that
would be materialized - when, in
October 2007 and by the signature
of an agreement, the Government
authorized the Ayr Logistic, Ltd.
to construct an oil refnery in
theheadquarters of the village of
that district in Nampula province.
Mozambique will gain not only with
regard to the exploitation of oil, but
also in the training of Mozambicans
on fuels, hopeful said Energy Minister,
Salvador Namburete seven years ago,
when the parties have committed
to move forward with the project,
whose investments would be about
fve billion dollars and the start of
operations was then foreseen for
2015.But the dream of building a
refnery would not stop there. In
2008, another was planned, this time
to Matutune, in Maputo province.
This refnery would be built by Oil
Moz, would cost eight billions of
dollars and would be in operation
this year.
But while the dream lasted the
country will enter decisively in the
oil sector, the international fnancial

the delayed start of project construc-
tion of Nacala-a-Velha and Matutune,
the government even issued a warn-
ing threatening to cancel and pull
construction licenses to the compa-
nies Ayr Logistic, Oil Ltd. and Moz.z.
In 2009, even before it began to be
built, the refnery of Matutune came
to be transferred to the district of
Marracuene because the initial site
would be located near the reserve of
elephants, a fact which goes against
the environmental principles

transportadora DHL, Steve Harley.

as previses apontam para que
este cenrio se mantenha porque
as economias mais rpidas esto
situadas neste continente. Mesmo
com este nvel de crescimento
no consumo, o continente negro
continua a representar uma quota
nfma na absoro do petrleo no
Mundo, representado menos de 5%
do total de petrleo consumido no
globo, mais concretamente uma fatia
percentual de 3.7%.
Com uma procura mdia de 25.9
milhes de barris po dia, a regio
da sia e do Pacfco a que mais
petrleo consome no planeta
(representando 31.1% do consumo
global), seguida da regio da Amrica
do Norte (que consome 26% do
petrleo global) e do continente
europeu, com uma quota de 23.5%.
Os Estados Unidos de Amrica so o
pas que mais consome petrleo no
Mundo, absorvendo uma mdia de
18.6 milhes de barris por dia, o que
representa quase 25% do consumo
global.
De acordo com um estudo da
transportadora DHL, a procura de
petrleo em frica vai continuar
nos prximos 25 anos, com o
aumento da produo a variar entre
500 mil e dois milhes de barris
por dia, contudo fca o alerta que
frica vai ter de se adaptar para
conseguir acompanhar no s este
aumento da procura, mas tambm
os desenvolvimentos das tendncias
neste sector altamente competitivo.

region with the highest increase in
oil consumption (5%) and forecasts
indicate that this scenario remains
because the fastest economies are
situated on this continent. Even with
this level of growth in consumption,
the black continent continues to
represent a very small share in
the absorption of oil in the world,
represented less than 5% of the
total oil consumed in the world, more
precisely a percent share of 3.7%.
With an average demand of 25.9
million barrels per day the Asia-Pacifc
is the one which more consumes oil
on the planet (representing 31.1%
of global consumption) followed by
the North American region (which
consumes 26% of the oil globally) and
the European continent with a share
of 23.5%. United States of America
is the country that consumes more
oil in the world, absorbing an average
of 18.6 million barrels per day which
represents almost 25% of global
consumption.According to a study from
the conveyor DHL oil demand in Africa
will continue over the next 25 years,
with the increase in production to
range between 500 thousand and two
millions barrels per day, but be warned
that Africa will have to adapt not only
to keep up with this increased demand
but also the trends of developments in

O Ecobank, que opera em trs bolsas
de valores e em 35 pases africanos,

functions.
The Director of Electronic Banking
Channels of Barclays Mozambique,
Stelios Papadakis, revealed that

without having to move.

Infrastructure Country Diagnostics,
disponvel no site do Banco Africano
para o Desenvolvimento (BAD).
Sistemas de alfndega corruptos e

impedimentos atrasam a carga,
aumentam os custos de transporte

Custos cobrados pelos

A anlise feita no documento
mostra que, desde meados dos anos
90, o volume de carga que passa
pelos portos africanos triplicou, e
estima que o crescimento previsto
continue a exigir mais investimentos,
principalmente porque a efcincia e
a performance continuam bem abaixo
dos padres internacionais e com
tarifas to altas que desencorajam
o trfco e aumentam os custos do
transporte.
Ao que tudo indica, o problema
passa tambm pelo tempo que
os camies tm de esperar at as
mercadorias estarem disponveis,
que superior mdia internacional,
e pelos custos cobrados pelos
portos aos transportadores, que so
50% superiores aos praticados nos
principais portos mundiais.
Linhas frreas
inadequadas
No que diz respeito aos caminhos-
de-ferro, o panorama ainda mais
desolador: linhas com mais de cem
anos, sem manuteno, inadequadas
para altas velocidades, a precisar
de reabilitao ou puramente
inexistentes, so algumas das
caractersticas que o relatrio aponta
neste sector, embora destaque alguns
bons exemplos, como o caso da frica
do Sul.
Com o declnio do trfego, poucos
caminhos-de-ferro tm a capacidade
de gerar receitas que possam ser
usadas para fnanciar os investimentos,
pelo que a resposta poltica usual
tem sido concessionar os caminhos-
de-ferro, mas apesar das melhorias
que da surgiram, a concesso a
privados no foi sufciente para gerar
a receita sufciente para ser usada na
reabilitao, conclui o relatrio.

African Development Bank Group, highlighting the importance of integrating communiation
routes in order to increase global commerce.

integration is not the rule. The costs
of transport increase the cost of
african goods by an alarming 75%,
confrms the Africa Infrastructure
Country Diagnostics report, available
on the African Development Bank
website.
Corrupt customs systems and restric-
tions for the entry of products into
new markets is blocking the develop-
ment of multimode transport, which
these and other inhibitors delay
cargo, increase the costs of interna-
tional transport and compromise the
logistics system that international
commerce depends on, adds the
document, which weaves an analysis
about the main weaknesses of ports
and railways in Africa.
Costs charged by ports
are 50% higher
An analysis of the document shows
that, since the mid-1990s, the vol-
ume of cargo that goes through
african ports has tripled, and it
is estimated that the growth will
emend more investments, especially
because the efciency and the per-
formance cntinue to be below inter-
national standards and with such
high tarifs that discourage trafc and
increase the costs of transport.
Everything indicates that, the
problem is also the amount of time
trucks have to wait until the cargo
is ready, which is higher that the
international average, and the costs
charged by ports to the transporters,
which is 50% more than those
practiced in the worlds main ports.
Inadequate railways
In respect to railways, the panorama
is even more heartbreaking: railways
that over a 100 years old, without
maintenance, inadequate for high
speeds, needing reconstruction or
purely inexistent, are some of the
characteristics that the report gives
to this sector, although it highlights
a few goo examples, like in the case
of South Africa. With a decline in
trafc, few railways have the ability to
generate profts that can be used to
inane investments, because the politi-
cal response is usually concessioning
the railways, but regardless of the
improvements that resulted from this,
private concession was not enough to
generate enough proft for reconstruc-
tion concluded the report.

st em discusso a proposta de re-
gulamentao do regime dos Preos
de Transferncia em Moambique.
sabido que no ordenamento
jurdico moambicano a matria
dos Preos de Transferncia, in-
ternacionalmente conhecida por Transfer
Pricing, resume-se a apenas um artigo e
encontra-se espelhada no artigo 49., do
Cdigo do Imposto sobre o Rendimento das
Pessoas Colectivas (CIRPC), aprovada pela
Lei n. 34/2007.
Esta matria j vinha consagrada
no anterior CIRPC aprovado pelo Decreto
21/2002 de 30 de Julho, no entanto, at
presente data no est a ser aplicada,
possivelmente por falta de regulamenta-
o que defina a aplicao prtica desta
norma e as obrigaes acessrias a ela
associadas.
Assim, na perspectiva de definio
da sua aplicao prtica que se pretende
regulamentar o regime dos preos de
transferncia, estando em preparao o
referido Regulamento.
Com o intuito de chamar a ateno dos
sujeitos passivos sobre a possvel entrada
em vigor deste regulamento, propusemo-
-nos a tecer breves consideraes sobre
a matria e o significado prtico da sua
adopo.
O Princpio dos Preos de Transferncia
e a razo da sua existncia
O regime dos Preos de Transferncia
foi adoptado em muitos regimes fiscais a
nvel mundial e tem sido aplicado Com o
novo ano entram em vigor, a 1 de Janeiro de
2014, as leis n 19/2013 e n 20/2013, ambas
de 23 de Setembro, que alteram os cdigos
dos Impostos sobre o Rendimento das Pes-
soas Colectivas (CIRPC) e Singulares (CIRPS).
As alteraes visam essencialmente ade-
quar os procedimentos nacionais prtica
internacional e simplificar o cumprimento
das obrigaes fiscais pelos contribuintes.
No presente texto apresentaremos uma
descrio sumria das principais altera-
es introduzidas, limitando a anlise ao
Imposto sobre o Rendimento das Pessoas
Singulares (IRPS).
Da anlise comparativa nova redao
do CIRPS podemos verificar alteraes
significativas e inovaes no que respeita
(i) s regras de tributao do rendimento
de trabalho dependente e do respectivo
englobamento, (ii) determinao das
mais-valias e ainda em relao (iii) aos ren-
dimentos sujeitos a taxas liberatrias.
Rendimento do trabalho dependente
Como grande novidade no conjunto
das medidas introduzidas, verifica-se uma
alterao significativa relativamente
tributao dos rendimentos de trabalho
dependente, pois conforme preconizado
nas regras gerais de englobamento at aqui
aplicadas, a tributao dos rendimentos
das pessoas singulares incide sobre o valor
global anual dos rendimentos, apurado no
final do ano civil. No entanto, com as altera-
es, passam a no estar englobados para
efeito de tributao os rendimentos da
primeira categoria, ou seja, os rendimentos
de trabalho dependente.
Assim, a reteno na fonte que incide
sobre os rendimentos mensais passa a ter
carcter definitivo, deixando, desta forma,
de ter natureza de adiantamento do impos-
to devido a final como se tem verificado at
aqui, nos termos do nmero 3, alnea a) do
artigo 26.
A ideia subjacente nesta alterao
estabelecer que os contribuintes passem a
pagar mensalmente o imposto correspon-
dente ao seu rendimento, com carcter
definitivo, evitando situaes de pagamen-
tos adicionais ou de pedidos de reembolso
numa fase posterior, aquando do engloba-
mento e da apresentao da declarao

anual de rendimentos (modelo M/10).
Em conformidade, introduzido um
novo mtodo e tabela para o clculo da
reteno na fonte deste tipo de rendimento,
que passa a ser fixo.
Outra novidade o facto de deixar de
haver tributao por agregado familiar, pas-
sando os seus membros a ser tributados de
forma individual e no por agregado fami-
liar, conforme o nmero 2 do artigo 18.
No que respeita ao trabalho dependen-
te, ainda de salientar que o subsdio de
morte passa a estar isento de IRPS.
Determinao das mais- valias
No que respeita a esta matria, as
alteraes estabelecem um aumento
da base tributvel em sede de mais-
-valias, passando a tributar quaisquer
aquisies directas ou indirectas, efec-
tuadas por residentes ou no residentes,
determinando-se novas percentagens que
incidiro sobre o saldo apurado entre as
mais-valias e as menos valias realizadas
no mesmo ano. No caso das alienaes
de participaes sociais ou outros valores
mobilirios, previstos no artigo 40 n.
3 do IRPS, e sobre os quais incidia uma
taxa em funo do tempo de deteno da
referida participao ou valor mobilirio,
verifica-se um acrscimo da taxa a aplicar
na seguinte ordem: 100% se detidas por
12 meses (em relao aos 75% previstos
anteriormente), 85% se detidas por um
perodo entre 12 e 24 meses (em relao
aos 60% previstos anteriormente), 65%
se detidas por um perodo entre 24 e 60
meses (em relao aos 40% previstos
anteriormente) e 55% se detidas durante
60 ou mais meses (em relao aos 30%
previstos anteriormente).
De salientar ainda a introduo do n.
5 no artigo 40 do IRPS que determina que
no que respeita s mais- valias obtidas
por no residentes e sem estabelecimen-
to estvel na alienao onerosa de partes
sociais, incluindo a sua remio e amorti-
zao com reduo de capital e de outros
valores mobilirios, o saldo considerado
na totalidade, independentemente do pe-
rodo de deteno da participao social.
Taxas liberatrias
No que respeita s taxas liberatrias,
verifica-se uma reorganizao das alne-
as do n. 2 do artigo 57 do CIRPS relati-
vamente s situaes que passam a ser
tributadas taxa de 20% e introduo
em alnea autnoma dos rendimentos
de ttulos da dvida cotados na Bolsa de
Valores de Moambique e dos actos iso-
lados. Relativamente aos rendimentos de
capitais, o legislador estendeu a tributa-
o por aplicao da taxa liberatria aos
rendimentos de capitais e de actos isola-
dos obtidos por residentes em territrio
nacional, situao que at agora s se
verificava em relao aos no residentes.
Mantm-se a disposio legal que de-
termina que estes sujeitos passivos, que
no ano a que o imposto respeita apenas
tenham auferido rendimentos tributa-
dos pelas taxas liberatrias previstas no
artigo 57 do CIRPS, no esto obrigados a
apresentar a declarao anual de rendi-
mentos prevista no artigo 52 do CIRPS.
Dedues relativas situao pessoal e
familiar, limites mnimos de liquidao
e reembolso e mnimo no tributvel
Como referido anteriormente, outra das
novidades a eliminao do sistema de
entrega das declaraes anuais de rendi-
mentos por agregado familiar, passando
cada sujeito passivo a declarar individual-
mente os rendimentos prprios e de seus
dependentes. Ou seja, de forma individual
cada sujeito passivo estar sujeito a uma
taxa de imposto especfica, pois, por um
lado, o estado civil dos mesmos passar
a no influenciar na forma de clculo do
imposto e, por outro lado, os dependentes
sero apenas inscritos na declarao de
um nico sujeito passivo.
Os limites mnimos de liquidao e re-
embolso do imposto sofreram uma actuali-
zao deixando de ter o mnimo de 100,00
MT, passando a ter um mnimo de 500,00
MT, como forma de reajustar o respectivo
valor realidade econmica actual do pas.
O mnimo no tributvel passa de 36
salrios mnimos, do salrio mnimo mais
elevado a 31 de Dezembro do ano a que
respeitem os rendimentos para o valor fixo
anual de 225.000,00MT.
NOTA FINAL
Estas alteraes devero ainda ser
objecto de regulamentao, o que determi-
nar o impacto prtico das medidas intro-
duzidas para os contribuintes.
No que respeita aos rendimentos de 3
categoria haver, certamente, um aumento
da receita fiscal a partir do momento em
que os no residentes passam a ser tributa-
dos na ntegra pelas mais-valias obtidas.
Relativamente s alteraes verificadas
no Cdigo sobre o Rendimento das Pessoas
Colectivas, pela especial importncia que
tais matrias revestem, dedicaremos o
nosso prximo artigo.

ith the new year starting, on
the 1st of January 2014, laws n
19/2013 and n 20/2013, both
from the 23rd of September,
which alter the tax codes about
the Income of Collective People
(CIRPC) and Individuals (CIRPS). The altera-
tions are meant to make the national pro-
cedures more adequate to the international
practices and to simplify the fulfillment of
fiscal requirements by contributors.
In the current text we will present a de-
scriptive summary of the main alterations
introduced, limiting the analysis to the Tax
on Income of Individuals (IRPS).
The comparative analysis of the new
CIRPS, significant alterations and inno-
vations can be seen in respect to (i) the
rules for taxation of income dependent on
employment and its respective inclusion,
(ii) the determination of extras and also in
relation, (iii) to income subject to liberation
taxes.
Income dependent on employment
Como grande novidade no conjunto das
medidas introduzidas, verifica-se uma alte-
rao The biggest news in the combination
of the measures introduced, a significant
alteration can be seen in the taxation of in-
come dependent on employment, because
as previously cited in the general rules of
inclusions applied thus far, the taxation of
income of individuals rests on the annual
accumulated value of income, as is at the
end of the fiscal year. Meanwhile, with the
alterations, income in the primary category
is no longer included in the accumulated
income being taxed, in other words income
dependent on employment.
The retention by the source of monthly
income will now have a definitive character,
no longer having the nature of an advance-
ment of the tax as a result of the end as was
seen, in the terms of number 3, line a), of
article 26.
The idea behind this alteration is to es-
tablish that the contributors will start mak-
ing monthly tax payments corresponding
to their income, with a definitive character,
avoiding situations of additional payments
or of requests for reimbursement at a later
stage, when presenting annual income
declarations (model M/10).
In conformity, a new method and table
for the calculation of the retention by the
source for this type of income are being
introduced, and will now be fixed.
Another new aspect is the fact that
there will no longer be taxation of the family
unit, instead its members will be taxed as
individuals and not as a unit, according to
number 2, article 18.
In respect to dependent employment,
it should be highlighted that the death sub-
sidy is exempt from the IRPS.
Determining extras
In respect to this area, the alterations
establish an increase in the tax base of
extras, taxing any direct or indirect acquisi-
tions, made by residents as well as non-

residents, determining new percentages
which will focus on the difference between
extras and losses made in the same year. In
the case of the alienation of shares or other
non-fixed values (in relation to the previ-
ously determined 60%), 65% will be retained
for a period of between 24 to 60 months
(in relation to the previously determined
40%) and 55% will be trained for 60 or more
months (in relation to the previously deter-
mined 30%).
Highlighting the introduction of number
5 article 40 of the IRPS, which determines
that in respect to the extras obtained by
non-residents and with a stable establish-
ment in the alienation of the honorary
establishment of shares, including its
remission and amortization with the reduc-
tion of capital and other monetary values,
the difference is considered in its totality,
independently of the period of detention of
the shares.
Tax rates
In relation to tax rates, number 2 of
article 57 of the CIRPS were re-organized,
relating to the situations that are in the
20% tax bracket, and the introduction of the
paragraph on the autonomy of income of
the titles of debt quoted in the Mozambican
Stock Exchange and isolated acts. Relative
to capital income, the legislation extends
the application of tax rates to capital in-
come and isolated acts obtains by residents
in national territory, a situation that until
now only applied to non-residents.
The legal provision that determines the
position of these taxpayers, maintains that
in the fiscal year to which the tax relates,
they can only withhold taxes as foreseen in
article 57 of the CIRPS, and are not obliged
to present an annual declaration of income
as foreseen in article 52 of the CIRPS.
Deductions relative to individuals and
families, minimum limits of liquidation
and reimbursements, and the minimum
nontaxable rate
As was previously stated, another in-
novation is the elimination of the system
of delivering annual income statements for
families, with each individual declaring their
own income and that of their dependents.
In other words, every passive individual will
be subject to a specific tax, because on the
one hand, the civil status of the same will no
longer influence how the tax is calculated,
and on the other hand, the dependents will
only be on the statement of one passive
subject.
The minimum limits of liquidation and
reimbursement of taxes suffer a change, no
longer having the minimum limit of 100,00
MT, now having a minimum of 500,00MT, as
a means of readjusting the respective value
to the economic reality of the country.
The minimum non-taxable rate of 36
minimum wage salaries, of the highest min-
imum wage on December 31st of the year in
which the income was received, is now the
annual fixed values of 225,000.00MT.
FINAL NOTE
These alterations are still subject to
regulation, which determines the practical
impact of the measures introduced to the
contributors.
In respect to the third category in-
comes, there will certainly be, an increase
in the tax rate from the moment that non-
residents become taxed integrally for the
extras obtained.
In relation to the alterations seen in the
Code about Income of Collective Persons,
due to the particular importance of the
materials, we will dedicate our next article
to them.

The entrepreneur Cesar Muianga is part of a universe of
entrepreneurs that wrote their own destiny and that of
those that surround them. He decided to create, in 2009,
a company designed to provide cleaning services, in an
adventure that allowed him to manage 900 employees and
operate in trash collection, gardening, and fumigation.

The entrepreneur revealed to Capi-
tal that the growth in the number of
employees at Help is a result of the
opportunities that exist in the market,
discovered with each journey.
Muianga is honest, and recognizes
that Help Multiservice has trans-
formed itself into something that
he didnt expect, at least not in such
a small period of time. In reality, I
didnt think that we could get this big
and still have room for growth. But, I
should say that today I feel more pres-
sured with work, because I have the
responsibility of maintaining good
quality in the services we provide he
says.
From 2009 to today, Help has not
only expanded in the number of
employees, but also the package of
services they ofer. More than just
traditional ceasing and maintenance,
Cesar Muiangas company also does
trash collection, gardening, and fu-
migation.
Help Multiservice, which began op-
eration in Maputo, counts today with
teams in every provincial capital and
with a labor force made up of young
people interested in giving their all.
For Cesar Muianga, the working class
philosophy shouldnt be to employ
people, but to train them in order to
employ them.
Thats why today the General Direc-
tor of Help Multiservice is not the
only face of the institution to clients
and suppliers, decentralizing activi-
ties with confdence in the compe-
tence of his subordinates. In the
meantime Muianga has not stopped
supervising the work that is done all
over the country, as a resulting mak-
ing regular trips to monitor and meet
clients.
In the second half of 2013, the com-
pany acquired new installations, in
Maputo, in order to gain indepen-
dence, as the previous installations
were rented. Regardless of the in-
frastructure changes that reach the
staf that works in the back ofce of
the institution, Cesar Muianga does
not hide the desire to build a more
robust buildng, in order to better
accommodate his employees. And
this is one of the objectives of an
entrepreneur that believes whole-
heartedly that success resides in
quality.
