FATO RELEVANTE

A Companhia de Saneamento Básico do Estado de São Paulo – Sabesp (“Companhia”), em

atendimento às disposições da Resolução da Comissão de Valores Mobiliários (“CVM”) nº 44, de 23
de agosto de 2021, e em continuidade ao Fato Relevante divulgado em 30 de setembro de 2023,
vem a público informar aos seus acionistas e ao mercado em geral que, foi divulgada hoje no Diário
Oficial do Estado de São Paulo a abertura de consulta pública referente aos seguintes documentos:

(a) a minuta do Contrato de Concessão a ser celebrado entre a Unidade Regional de Serviços
de Abastecimento de Água Potável e Esgotamento Sanitário 1 (“URAE–1”) Sudeste e a
Sabesp, com a indicação da atuação da Agência Reguladora de Serviços Públicos do Estado
de São Paulo, juntamente com os anexos técnicos específicos dos Municípios que compõem
a URAE-1, além dos demais anexos contratuais;

(b) a minuta do regimento interno do Conselho Deliberativo da URAE–1; e

(c) a minuta do Plano Regional de Saneamento, nos termos do art. 17 da Lei Federal nº 11.445,
de 2007.

MATERIAL FACT

Companhia de Saneamento Básico do Estado de São Paulo – Sabesp (“Company”), pursuant

to the provisions of Resolution of the Securities and Exchange Commission (“CVM”) No 44, of August
23, 2021, and in continuity to the Material Fact released on September 30, 2023, hereby informs its
shareholders and the market in general that, the opening of a public consultation regarding the
following documents was announced today in the Official Gazette of the State of São Paulo:

(a) the draft of the Concession Agreement to be signed between the Regional Unit for Drinking
Water Supply and Sewage Services 1 (“URAE–1”) Sudeste and Sabesp, appointing the role
of São Paulo State Public Services Regulatory Agency as the regulatory entity, and the
specific technical Addendums of Municipalities which comprise the URAE-1, in addition to other
contractual annexes;

(b) the draft of the internal regulations of the URAE–1 Deliberative Council; and

(c) the draft of the Regional Sanitation Plan, in accordance with art. 17 of Federal Law No. 11,445,
of 2007.
