rand transfers personality to anyone who has its ownership. In essence, it is a match between desires, some kind of complicity between the consumers and their brand. Note that this relation often results in loyalty to a particular brand (or person), which gives rise to identity but it also suggests the possibility of differentiation. The power of both image and brand advertising is the appearance and sometimes in an attempt to show the best, the most efficient, this appearance can be more promising than it is. It should be said that the image communication strategy, the language of seduction of the consumer market advertisements began in the 80s, and it was applied strategically and in a particular way to the political communication. Just like the competition of product brands, political strategies also play a role in a democratic competition, through the construction of candidates images and brands which stand out in a real political arena. The political personality, or the politician, is the brand, and vice versa. Moreover, the distinction between the politician and the brand is very fleeting. On one hand, the politicians brand can raise their image but it can also destroy it. And both go hand in hand through the ups and downs of the political life. In the light of this evidence, politicians are more concerned with the opinion polls and the political parties regard themselves as industries which are specialized in the production of successful brands. But what will the people think about politicians in Mozambique? At a time when people still talk about the Frelimo X Congress which was held in Pemba and the new Government faces, it is worth noting the level of notoriety that the Mozambican politicians have towards the population. Above all, the power and the value of the politicians as a brand are directly linked to their degree of notoriety. Thus, in this edition Capital magazine has published a Market Study on politicians with the highest level of notoriety. Note that the results parade in our centre pages and they describe a scenario which is rather curious. The current president of the Republic of Mozambique, Armando Emilio Guebuza, is the politician with the highest Top of Mind notoriety, but 13% of those living in the capital city of the country cannot tell a single name of a politician if asked. Indeed, for them, the word politician says little. According to the same study, the respondents know the name of some government officials, but they cannot associate them with politics. When the following question was posed: Which politicians do you know? the answer given by the 13% share was none, although they knew both the name of the President and the name of some ministers. This shows that there is still a long way to go in terms of political image. It should be noted that the Frelimo X Congress economic approach placed more emphasis on the sustainable exploitation of resources. Their inclusion in the economic guidelines which was outlined by Frelimo was predictable and obvious, if the increasing discoveries of such resources in the country are taken into account. Capital magazine, whilst a publication dedicated to the economic theme whose 5th anniversary is in this month, reveals the economic path that the country should tread in the next five years. Learn how the Agriculture and Industry sectors are privileged, and as combined with other areas (mineral resources, hydrocarbons, energy and tourism, amongst others) are likely to achieve satisfactory results for the Mozambican economy.c

he Global Banking and Finance Review, the prestigious international publication of expertise in finance, has announced on its website the election of BCI as the winner of The Best Bank Mozambique 2012 Award. Note that BCI is the only Commercial Bank of Mozambique that was referenced in recognition of its performance merit in the Mozambican financial sector in areas such as banking innovation, investment strategy and results. Uma grande parte de um valor avaliado em 2.5 milhes de meticais, gerado pela emisso de multas por transgresso rodoviria, devia entrar nos cofres do Estado. Entretanto, o montante no canalizado para o destino devido a fragilidades no mecanismo de cobrana por parte da Polcia. The proposal of Germn Efromovich, the owner of Avianca, is said to be the most attractive one for the sale of TAP. However, given that the proposals are not binding, candidates for the Portuguese airline may be more than three. Note that Germn Efromovichs financial bid is generous and allows the company to cover the negative equity (about 500 million Euros) and still provides a significant fit for the State. To put it more simply, in this scenario, the investor is not only prepared to capitalize the company but also to ensure that the State is still able to fit. The other alternative would be a pure capitalization of the company - through capital increase being that the new investor would not pay any significant value to the existing shareholder, the State. It should be said that the Portuguese Government opted for direct sale of TAP for being the best model that allows timely compliance with the commitments made with the troika, under the Economic and Financial Assistance Programme. Note that these commitments consist in reducing the burden of public debt on GDP and in fiscal consolidation.c

MOAMBIQUE E TANZNIA Via frrea vai ligar os dois pases atravs do Malawi
Tanznia e Moambique iro ficar ligados atravs do Malawi por uma linha de caminho-de-ferro que ter incio na vila de Mtwara, no sul da Tanznia. Os dois governos pretendem que esta via seja uma realidade o mais depressa possvel a fim de permitir o transporte de pessoas e bens entre os dois pases, ambos membros da Comunidade de Desenvolvimento da frica Austral (SADC). A ideia de construir a ferrovia surge aquando da independncia de Moambique, em 1975, quando os presidentes de ento decidiram que os dois pases deveriam ficar ligados por estrada e caminho-de-ferro, tendo a ligao por estrada sido concluda h cerca de um ano. Entretanto, ambos os governos esto a preparar o oramento para a linha de caminho-de-ferro, cuja construo dever iniciar-se dentro de trs anos.c
Os custos de transporte so cerca de 63% mais caros em frica do que nos pases ocidentais, segundo um estudo internacional divulgado em Paris. O estudo, levado a cabo pela Organizao para a Cooperao e Desenvolvimento Econmico (OCDE), pelo Banco Africano de Desenvolvimento (BAD), Programa das Naes Unidas para o Desenvolvimento (PNUD) e pela Comisso das Naes Unidas para a frica (CEA), atribui a carestia dos transportes escassez de infraestruturas no continente africano. Alis, a proporo de estradas asfaltadas em todo o continente africano cerca de cinco vezes menos densa do que nos pases desenvolvidos. A rede ferroviria dever constituir a espinha dorsal da rede de transporte. Frum Mundial de Energia vai ser no Dubai
O Fundo Mundial de Energia (WEF) ir a organizar o Frum Mundial de Energia em Dubai, Emiratos rabes Unidos, entre os dias 22 e 24 de Outubro 2012. As Naes Unidas designaram o ano de 2012 como o Ano Internacional das Energias Sustentveis para Todos. No dia 24 de Outubro, o Frum Mundial de Energia ter uma sesso especial para a situao do sector de energia em frica. A ELIM Servios Lda. foi indicada como a empresa organizadora da participao das delegaes de empresrios e oficiais do governo de Moambique e Angola. O evento est a ser organizado com o representante do Frum Mundial de Energia para frica, Sebastian Kopulande, director executivo da Zambian International Trade & Investment Centre (ZITIC), parceiro da ELIM Servios. Ele levar tambm delegaes da Zmbia, Malawi, Zimbabwe e Botswana. As delegaes africanas podero chegar entre 150 a 200 pessoas.c

CONTINENT Cost of transport in Africa is 63% higher than in the Western countries
According to an international study published in Paris, the costs of transport are about 63% more expensive in Africa than in the Western countries. The study, carried out by the Organisation for Economic Co-operation and Development (OECD), the African Development Bank (AfDB), the United Nations Development Program (UNDP) and the United Nations Commission for Africa (ECA), attributes the high cost of transport to the dearth of infrastructure on the African continent. Moreover, the proportion of paved roads in the entire African continent is about five times less dense than in developed countries. The same document reads:The rail network shall form the backbone of the transport network. But very often, it boils down to single lines that run from the inland to the coast with a few subsections. c
MOZAMBIQUE AND TANZANIA Railroad will connect the two countries through Malawi
Tanzania and Mozambique will be connected through Malawi by a railway which will start in the town of Mtwara in southern Tanzania. The two governments want this railroad to be a reality as soon as possible to allow the transport of people and goods between the two countries, both members of the Southern African Development Community (SADC). It should be pointed out that the idea of building the railroad arises at the time Mozambique got independent in 1975, when the presidents agreed that the two countries should be connected by road and rail, being that the connection by road was completed about a year ago. However, both governments are preparing the budget for the railway, whose construction should begin within three years. c

Na cerimnia de inaugurao, o Presidente da Repblica, Armando Guebuza, considerou que as beneficiaes realizadas bem como o cumprimento de todas as formalidades exigidas a nvel do pessoal tcnico, equipamento e procedimentos propiciaram a sua acreditao, tornando-se assim no primeiro laboratrio pblico para a anlise de alimentos acreditado em Moambique. Alm de ganhar e transmitir confiana a todos os que procuram o seu servio, a acreditao das condies tcnicas em que feita a exportao do pescado vai contribuir certamente para a reduo dos custos de operao e o tempo de espera dos resultados das anlises laboratoriais. O laboratrio custou aos cofres do Estado e aos parceiros internacionais cerca de 41,5 milhes de meticais, dos quais cerca de 9,5 milhes correspondem ao custo do processo de acreditao.c Depois de diversos anos de estagnao, este sector tenta reconquistar o seu espao. Vrias instituies do Governo e operadores privados reuniram-se, recentemente, em Maputo como forma de estimular o sector, e apresentaram as oportunidades existentes no mercado nacional, regional, europeu, entre outros. No incio da dcada 90, Moambique contava com 78 fbricas, a maioria das quais acabou encerrando devido abertura do mercado para outros actores. Nos ltimos anos, o Pas tem estado a receber vrias propostas de investimento para a abertura de fbricas de txteis. Temos vindo a registar, nos ltimos anos, um aumento de manifestaes de interesse em investir nesse sector. O Gabinete das Zonas Econmicas de Desenvolvimento Acelerado (GAZEDA) recebeu seis novos projectos nos ltimos dois anos, em regime de Zona Franca e de Zona Econmica Especial, explicou o coordenador dos Servios de Informao e Marketing do CPI, Nuno Maposse. Entretanto, persiste a fraca produo das fbricas em funcionamento. Uma situao que se deve a vrios factores, incluindo o elevado custo de mo-de-obra, matrias-primas, entre outros. A concorrncia imposta pela roupa usada e comercializada a preos baixos produz igualmente um impacto negativo na indstria txtil moambicana. Uma tendncia que urge mudar, principalmente numa altura onde conceitos como a moda e o design parecem vingar entre os consumidores.c

O Fundo de Desenvolvimento Econmico Soros (SEDF), do multimilionrio George Soros, anunciou um desembolso de 4,6 milhes de euros para a promoo da segurana alimentar e ambiental em Moambique. De acordo com um comunicado de imprensa do SEDF, a verba ser somada a 2,3 milhes de euros desembolsados pelo Fundo para a Industrializao dos Pases em Desenvolvimento (IFU), do governo da Dinamarca, totalizando cerca de 7 milhes de euros, destinados ao referido emprendimento. O capital ser canalizado para a firma CleanStar Mozambique, filial da norte-americana Clean StarVentures, que desenvolve em Moambique iniciativas no sentido de substituir o carvo usado nas zonas rurais e a promoo de culturas agrcolas nutritivas.c

It should be said that at the opening ceremony, the President of the Republic, Armando Guebuza, said that the improvements that have been made and the fulfilment of all the formalities which are required at the level of technical personnel, equipment and procedures led to its accreditation, thus becoming the first public laboratory for analysis of fish products accredited in Mozambique. Besides gaining and conveying confidence to all who seek its services, accreditation of technical conditions under which fish export is carried out, the laboratory will certainly contribute to the reduction of operating costs and waiting time for laboratory results. Note that the laboratory cost the state coffers and the international partners about 41.5 million Meticals, out of which about 9.5 million correspond to the cost of the accreditation process.c

Moreover, the competition imposed by the used clothing which is sold at low prices also produces a negative impact on the textile industry in Mozambique. This trend ought to be changed urgently, especially at a time in which concepts such as fashion and design seem to be in vogue among consumers. c

Note that the factory has modern equipment and has great efficiency in the processing context called white gold and thus representing an asset given that it is a high quality fibre and it is also suitable to compete in a market that appears to be more competitive in recent years. Nonetheless, its technology will not undermine the employment of manpower. Rather, its processing efficiency will require the availability of human resources for primary handling of processed bales of cotton fibre for supplies. Face a estes questionamentos, Armando Guebuza, respondeu na abertura do Congresso, afirmando que o crescimento econmico mdio de 7% que o pas regista tem um impacto directo na melhoria da qualidade de vida dos moambicanos na medida em que, por exemplo: - resulta na expanso da rede escolar, sanitria, da energia elctrica e da telefonia mvel e fixa; - financia a construo de mais estradas, pontes e fontes de gua; - promove o aumento da produo e da produtividade agrrias. Sobre os recursos naturais, Armando Guebuza diz que esto a ser criadas condies para que os resultados dessa explorao beneficiem os moambicanos que tambm se devem sentir donos desses recursos. Estes recursos devem igualmente beneficiar o reforo da Unidade Nacional; a consagrao da nossa auto-estima; e a consolidao da Paz. Besides Mozambican guests and those from the Diaspora, the national and foreign press and all the staff that made sure that the event took place, Frelimo also brought to Pemba over two thousand delegates and other individuals who are said to be the main actors of the Congress . On one hand, it can be said that in political terms, it was an event for the reassurance of the ideological alignment that guides Frelimos governance, and at the same time for the revitalization of the party in the sense that the partys internal electoral processes are thought to determine
renewals and they also result in the rejuvenation of the partys ranks. On the other hand, it can also be said that in economic terms, it was the largest and the most important centre of decisions, assuming that the guidelines derived from the congress are expected to govern the management of the national economy through government actions, say, for five years. Note that the Capital magazines approach with regard to the Frelimo 10th Congress is to address its economic spectrum. The economic approach gives privilege to sustainable exploitation of resources The inclusion of issues related to the exploitation of natural resources in the economic guidelines outlined by Frelimo in

According to this veteran, the Congress is the ideal place to safeguard, particularly, the interests of the state, since it is thought to be the ruling party. On one hand, Armando Inroga, who spoke as a member of the Frelimo party and as an accredited source for being the minister of Industry and Trade, believes that the program which has been designed by the party builds on all the work that has been done so far and it has a higher incidence in the economic development actions through Agriculture and Industry. In the same line of reasoning, Inroga said that the program has boosters and catalysts of the basic sectors (Agriculture and Industry) in the other sectors such as mineral resources, energy, tourism. According to the spokesman of the party, Edson Macuacua, the program emphasizes the fact that the development strategy of the country lies in a combination of the small, medium and large businesses. In this regard, Macuacua believes that the SMEs should continue to be encouraged by the Government, without neglecting mega-projects by ensuring that each of these companies, regardless of their owners, segment or dimension, contribute at their maximum for the improvement of the national economy. With regard to natural resources, Macuacua claimed that the partys approach places more emphasis on the promotion of sustainable exploitation of natural resources and that these must contribute to the industrialization of the country and especially to the consolidation of the national unity and to the promotion of social inclusion. In general terms, the basic idea that is emphasized by the program is that both the

he Tenth Frelimo Congress echoes rapidly spread out and were felt exactly in the Governing body, the platform through which the political party guides the destinies of the country. Note that it is not a mere speculation to relate the Congress with the changes made to Governing body. ficiar do contributo dos recursos minerais? Temos de olhar no s para amanh como tambm para hoje. Hoje, temos imensa riqueza a ser gerada em Moambique e a mesma est a sair do pas via transferncia ilcita e por causa dos incentivos fiscais existentes. Nesta perspectiva, fundamental tratar deste problema hoje para que no futuro estejamos organizados.
Que leitura faz sobre o quadro econmico ditado pela explorao dos recursos minerais em Moambique? Acho importante que os capitais gerados pelos recursos minerais sejam reinvestidos em outros sectores produtivos. Por exemplo, teria mais impacto reinvestir na agricultura. Outro ponto seria tentar minimizar a poltica ilcita de capitais e mobilizar esses recursos ociosos das grandes companhias. Isso iria permitir que o Estado venha a obter o espao fiscal necessrio e fazer investimentos sem recorrer aos crditos comerciais externos. O tema dos recursos naturais realmente est a ser muito discutido aps a descoberta do gs natural e do carvo. Est a ser sistematicamente dito que existe a necessidade de gerir a expectativa do povo acerca dos benefcios desse sector. Ao mesmo tempo, diz-se que os benefcios dos recursos iro verificar-se daqui h 8 ou 10 anos, mas h perguntas fundamentais que devem ser feitas, como por exemplo, como que iremos viver daqui a 10 anos? O que que o Pas ser nessa altura? Falou de um maior volume de capitais que no so reinvestidos na economia nacional. Qual ser a principal consequncia desse fenmeno?

Se no formos capazes de comear hoje a controlar a fuga ilcita desses capitais, nada nos garante que no futuro iremos de facto ter acesso riqueza gerada pelos recursos minerais. Pode acontecer que estes capitais saiam e depois sejam reexportados para Moambique, quer por via ilcita ou por via de subvalorizao das exportaes e sobrevalorizao das importaes. E este cenrio pode gerar uma situao em que os moambicanos nunca venham a ter acesso a esta riqueza. O que se pode fazer para melhorar a base produtiva? Este aspecto tem muito a ver com o que poderemos fazer antes para usar a riqueza gerada pelos recursos minerais e diversificar a base produtiva. importante que a economia no fique apenas dependente dos recursos naturais. Porque se isso acontecer ser extremamente vulnervel e estar sempre nas mos da grande capital internacional. Ento, o problema que se coloca no passa pelos recursos naturais que iro gerar riqueza no futuro, mas saber de quem ser essa riqueza e com que objectivo a mesma ser usada? Existe algum clculo sobre o tempo que a economia poder demorar para bene-

Today, we have immense wealth being generated in Mozambique and it is also going out of the country via illegal transfer and also because of the existing tax incentives. In this regard, it is crucial to address this problem today so that in the future we can be organized.
hat is your opinion regarding the economic framework dictated by the exploitation of mineral resources in Mozambique? I think that it is important to reinvest the capital generated by mineral resources in other productive sectors. For example, reinvesting in agriculture would have more impact. Another point would be to try to minimize the unlawful capital policy and mobilize those idle resources of large companies. This would allow the state to get the necessary fiscal space and make investments without resorting to external commercial loans. The issue regarding natural resources is being widely discussed after the discovery of natural gas and coal. It is consistently said that there is a need to manage people expectations with regard to the benefits of this sector. At the same time, it is also said that the benefits of such resources will only be felt 8 or 10 years from now. However, there are key questions that should be posed, for example: how we will live 10 years from now? What will the country be like at that time? You talked about a greater volume of capital that is not being reinvested in the national economy. What is the main
consequence of this phenomenon? If we are unable to start controlling this unlawful capital flight today, there is no guarantee that in the future we will indeed have access to the wealth generated by mineral resources. It might happen that these capitals go out of the country and then be re-exported to Mozambique, either through unlawful or via undervaluation of exports and overvaluation of imports. And this scenario could lead to a situation in which Mozambicans will never have access to such wealth. What can be done to improve the productive base? This has much to do with what we can do before in order to use the wealth generated by mineral resources and diversify the productive base. It is important that the economy does not remain dependent on natural resources. If that happens, the economy will be extremely vulnerable and will always be in the hands of large international capital. Thus, the problem is not about natural resources that will generate wealth in the future, but rather knowing who will benefit from such wealth and for what purpose it will be used? Is there any estimate regarding the length of time it might take the eco-

Edson Macucua ocupa uma honrosa terceira posio, com 7%, seguido pela ex-primeira-ministra, Luisa Diogo, com 6%, e pela actual presidente da Assembleia da Repblica, Vernica Macamo, com 5%. Lusa Diogo e Vernica Macamo esto ambas no Top 5 interessante constatar a existncia de duas mulheres neste Top 5, o que revela que afinal a posio das mulheres moambicanas na poltica j se encontra bastante consolidada. De destacar que tanto o percurso, como a prestao governativa da ex-primeira-ministra Luisa Diogo e da presidente da Assembleia da Repblica, Vernica Macamo, em muito contribuiram para esta conquista. Estes resultados fazem-nos pensar que a possibilidade de virmos a ter uma mulher como Presidente da Repblica em Moambique pode no estar assim to distante da realidade. Exemplos como o de Dilma Roussef, no Brasil; de Ellen Johnson Sirleaf, na Libria; de Joyce Banda, no Malawi ou ainda de Nkosazana Dlamini Zuma, na Unio Africana; mostram que esta nova realidade veio para ficar.

Outra constatao que podemos fazer decorre do facto de no Top 5 da notoriedade Top of Mind dos polticos moambicanos, apenas termos nomes de pessoas que pertencem ao partido no poder (FELIMO), o que, em certa medida, espelha aquilo que acontece na nossa sociedade em termos de nvel de exposio, principalmente na capital do pas, local onde o estudo foi realizado. Dlhakama e Mazanga so os polticos da oposio que pontuam no ranking Afonso Dlhakama e Fernando Mazanga registaram o mesmo nvel de notoriedade TOM, ambos com 4%, e so os primeiros polticos da oposio a aparecer neste ranking. Curioso constatar que Aires Ali, o exprimeiro ministro moambicano, registou um nivel de notoriedade TOM inferior ao do presidente e ao do porta-voz da Renamo. Alis, Aires Ali registou um valor igual ao do presidente do Conselho Municipal de Maputo, David Simango, de apenas 3%. O Top 10 da Notoriedade Top of Mind fica completo com o presidente do Conselho Municipal da Beira, Daviz Simango, que registou 2%. De referir que esta a nica presena do MDM no Top 10. Assim sendo, nas 10 primeiras posies deste ranking temos 7 polticos da Frelimo, 2 da Renamo e 1 do MDM, sendo de destacar a diferena de 13 pontos percentuais que separa o presidente Armando Guebuza, que ocupa a pimeira posio deste ranking, do primeiro-ministro, Aires Ali. Outros nomes foram igualmente referi-

dos neste ranking de Notoriedade TOM dos polticos, mas com percentagens inferiores a 2%, como so os casos de Aro Nhancale, Marcelino dos Santos, Alice Mabota, Raul Domingos e o nosso saudoso presidente Samora Machel. Nowadays in most countries, the image of politicians is treated as a brand image. In this regard, politicians are starting to worry more and more with the opinion polls and the parties regard themselves as true companies that want to produce successful brands.
t a time in which there is a lot to say about the X Congress of Frelimo, its decisions such as the re-election of Armando Guebuza as the president of the Party, the new members of both the Central and Political Committees and the new Secretary General it is worth noting the levels of notoriety that the Mozambican politicians have towards the population. After all, the power and the value of a politician as a brand are related to their degree of notoriety. According to the results of a study by a Marketing and Market Research consulting firm, PCBCX, Armando Guebuza is the Mozambican politician with greater Top of Mind (TOM) notoriety, with 16%, followed by the former President Joaquim

Chissano, with 14%. Analyzing the data, given the little difference between the two, there is the feeling that the former president Joaquim Chissano is still in the peoples mouth. If the truth be told, the difference of 2 percentage points separating them is not considered as being statistically significant. Note that Edson Macuacua occupies an honourable third place with 7%, followed by the former Prime Minister, Luisa Diogo, with 6%, and by the current Speaker of the Parliament, Veronica Macamo, with 5%. In Marketing, notoriety does not always include competence, but often it includes fame. Notoriety in Marketing has to do with the knowledge that people have of a particular brand, company or personality. Top of Mind Notoriety - is given by the first spontaneous reference of the respondent in response to a specific question. This measure of notoriety is very important because it actually shows what is on the tip of the tongue of the respondent. Soros Economic Development Fund invests in Mozambique The George Soros fund dedicated to economic development has invested in the establishment of a company producing and selling furnaces run on ethanol in Mozambique in order to replace conventional devices that run on coal. It is about CleanStar Mozambique, a company that produces low-cost furnaces which are sold to Mozambican families, for
which Soros Economic Development Fund has invested six million dollars. The new devices, in addition to being cleaner, represent less risk to the health of families since coal releases more harmful gases than ethanol. The fuel used in the new furnace is produced from cassava, which is grown by Mozambican smallholders. With this investment, Soros fund acquires a 19% stake in the 20 million dollar project. Note that Soros Economic Development Fund is a non-profit organization but invests in for-profit organizations, thus recovering the invested capital. Furthermore, the company, with its headquarters in New York and Maputo, has sold six thousand devices since it was established and intends to continue to sell thousands of devices. To this end, it will make use of the investment made on behalf of the Hungarian billionaire in order to enhance furnace production as well as fostering cassava production for fuel.c

ccording to the Port of Maputo Strategic Plan, there will be an increased capacity of the various terminals but with a major focus on the Matola Coal Terminal, in which Grindrod is a sub-concessionaire, which will expand from the current capacity of 6 million tons to 30 million. At the same time, according to the same Plan, the Container Terminal will grow from the current 150,000 TEUs to 700,000 TEUs and the General Cargo Terminal will also grow from 2 to 8 million tons, with regard to ores. Initially, the Port of Maputo plans to invest at least 322 million dollars between 2012 and 2014, in improvement works for the dredging of channels near Maputo in order to obtain a greater depth. These works will allow large ships to use the port. Note that the investments also aim to match the anticipated growth in demand for port services driven by the growth of international trade, as well as raise the
competitiveness of the port in the regional and international contexts. According to the Port of Maputo Handbook and Directory, other projects are expected to add more dynamics to the port, such as the DP World Maputo Container Terminal and MPDC Ferrochromium Terminal, in addition to plans aimed towards more modern facilities as a way of accommodating other commercial activities that will contribute to a growth in cargo traffic at the Port of Maputo to 50 million tons in 2030. Efforts rewarded? Note that the Port of Maputo efforts in improving the infrastructure and modernize its facilities are crystal clear. From 2003 to 2012, 291 million dollars have been invested in infrastructure and equipment at the ports of Maputo and Matola. Data on cargo handling, from 2003 to 2012, indicates an annual increase of 13% and an increase of almost 200% in the last
decade. Moreover, apart from the increased cargo volume and productivity of each terminal, there has been an improvement in safety standards, with the implementation of the ISPS code and a radical reduction in the number of port incidents in recent years. In March this year, the Port of Maputo launched a Strategic Plan for the next five years, with more specific actions, which provides for the expansion of terminals above mentioned and also the Vehicle Terminal. This plan also provides for a great investment (about 83 million dollars) in a new dredging of the access channel to the Port of Maputo - 14 meters of reduced probe, which will allow entry of deeper draft vessels and the rehabilitation of quays and other infrastructure, including warehouses, roads and internal railway lines. This investment will be undertaken with the MPDC and sub-concessionaires equity capital.c

he Port of Beira, which serves several countries in the interior of Africa, that is the case of Zimbabwe and Malawi, will invest in a tugboat and barges that will allow Emodraga to ensure the monitoring and maintenance dredging of the access channel to the port, in an annual volume of 2.5 million cubic meters. Note that the equipment, which was received in June, will ensure the improvement of maritime operations, including embarkation and disembarkation of pilots, as well as incoming and outgoing ships.
Furthermore, the tugboat and the barges will allow the Mozambican Dredging Company (Emodraga) to ensure the monitoring and maintenance dredging of the access channel to the port of Beira, in an annual volume of 2.5 million cubic meters of sediment, including the berthing quay and manoeuvre basins. It should be noted this equipment appears under the improvement project of maritime operations at the port of Beira, financed by the Mozambican government, in co-operation with the Danish State
amounting to 38.2 million Euros. In addition, the construction works of a Fuel Terminal at the Port of Beira will start soon, which will take 15 months to completion. The new terminal, whose environmental impact study was presented in Beira, will have a capacity of 85 cubic meters and will require an investment of 50 million dollars. In total, four tanks will be built in order to store diesel, gasoline and Jet A1, aviation fuel.c

Not less ambitious is the expansion of the general merchandise quay in the port of Nacala, for which Silva encourages the Executive to proceed with their plans.c

Executive Summary: ozambiques annual Consumer Price Index (CPI) increased from 1.41% y/y in August to 1.55% in September, which most probably indicates that inflation has bottomed in August and is likely to increase in coming months due to seasonal factors. Average inflation maintained the decreasing trend recorded since September 2011, down to 4.05%, from 4.73% in August. In its recent Social and Economic Plan (PES) for 2013, Government of Mozambique expects inflation measured by Maputo CPI to average 3% this year and increase to 7.5% next year. This last figure came above the recent 5.6% for the period 2013-2015 disclosed under the Medium Term Fiscal Scenario. Following cuts totaling 600 bps-basis points since August 2011, Central Bank kept unchanged their overnight lending facility interest rate, FPC, at 10.5% in September. We expect the benign inflation data, together with the need to stimulate private sector credit expansion, to allow for another 100 bps cut in FPC to a single digit level. For the fifth consecutive month, the Metical depreciated in September to the US Dollar, this time more smoothly at 0.24% m/m. The Metical losses were extended to the Euro and the Rand, with monthly depreciations of 2.74% m/m and 1.76% m/m to closing levels of MZN/EUR 37.17 and MZN/ZAR 3.48, respectively. At an annual basis, the Metical depreciated in September 6.1% y/y to the US Dollar, 1.7% to the Euro and 3.6% y/y to the Rand. We have noticed some market participants fearing substantial losses on the Metical. In our opinion, the robust foreign direct investment inflows, together with the comfortable level of Net International Reserves at an historic high of U$2.7billion in September helps us to predict the maintenance of local currency relative stability. The IMF revised downwards this month, its world economic growth forecasts, down to 3.3% this year and 3.6% by 2013. Despite this, it is expected for Mozambique an increase in GDP from an expected level of 7.5% this year to 8.4% in 2013. This situation reflects on hand, the relative isolation of Mozambican economy from the global markets and the level of macroeconomic and financial instability that they carry presently and, on another hand, the positive prospects on domestic output and foreign direct investment. Government of Mozambique has disclosed recently their 2013 Budget proposal which is expected to be tabled for discussion at the next Parliament session. Revenue is expected to increase 19.3% to MZN13,962 million (23.1% of GDP), with global expenditure growing 7.3% to MZN174,955 million (36.2% of GDP). This translates into a global deficit before grants of MZN60,993 million (12.6% of GDP, from 16,3% in 2012). A 42.9% reduction is expected on donor support to MZN19,811 million, financing 32.5% of the deficit from 51.4% in 2012. The balance is expected to be financed by external borrowing at a level of MZN37,609 million (an annual increase of 26.9%) and Government bonds of MZN3,573 million.

Inflation Following five consecutive months of deflation, Maputo City recorded a monthly inflation of 0.9% m/m in September, mainly attributed to the food and non-alcoholic beverages category. Annual inflation increased to 1.23% y/y, from 1.07% y/y, but annual average maintained the decreasing trend, falling to 3.31%, from 3.85%. Nampula also recorded a monthly inflation, at 0.07% m/m, which contributed to an increase in annual inflation from 1.63% y/y to 1.95% y/y. This behavior contrasted with the City of Beira, which recorded a monthly deflation of 0.1% taking down the annual inflation from 2.03% y/y to 1.66% y/y. Mozambiques annual Consumer Price Index (CPI) increased from 1.41% y/y in August to 1.55% in September, which most probably indicates that inflation has bottomed in August and is likely to increase in coming months due to seasonal factors. Average inflation maintained the decreasing trend recorded since September 2011, down to 4.05%, from 4.73% in August. In its recent Social and Economic Plan (PES) for 2013, Government of Mozambique expects inflation measured by Maputo CPI to average 3% this year and increase to 7.5% next year. This last figure came above the recent 5.6% for the period 2013-2015 disclosed under the Medium Term Fiscal Scenario. Money Market Following cuts totaling 600 bps-basis points since August 2011, Central Bank kept unchanged their overnight lending facility interest rate, FPC, at 10.5% in September. We expect the benign inflation data, together with the need to stimulate private sector credit expansion, to allow for another 100 bps cut in FPC to a single digit level. The liquidity excess in money market, together with the reduced supply of Treasury Bills (TBs) continued to pressure downwards TBs interest rates, closing September at an historic low level of 3% for the 91 day tenor.
Inflao Aps cinco meses consecutivos de deflao, a Cidade de Maputo registou em Setembro, uma inflao mensal de 0.09% m/m, devido essencialmente contribuio da classe de alimentao e bebidas no alcolicas. A inflao anual subiu de 1.07% a/a para 1.23% a/a, mas a mdia anual manteve a trajectria decrescente, ao baixar de 3.85% para 3.31%. Na Cidade de Nampula, observou-se igualmente uma ligeira inflao mensal, de 0.07% m/m, o que contribuiu para a subida da inflao anual de 1.63% a/a para 1.95% a/a, contrariando o comportamento observado na Cidade da Beira, que registou uma deflao mensal de 0.1% m/m e uma descida da inflao anual de 2.03% a/a para 1.66% a/a. O IPC anual de Moambique subiu de 1.41% a/a em Agosto para 1.55% a/a em Setembro, o que muito provavelmente indica que a inflao ter atingido em Agosto o nvel mais baixo do ano, prevendo-se que aumente nos prximos meses, devido essencialmente a factores sazonais. A inflao mdia anual manteve a tendncia decrescente que se observa desde Setembro de 2011, tendo baixado para 4.05%, de 4.73% em Agosto.

A recente proposta do Governo de Plano Econmico e Social prev para este ano, uma inflao mdia, medida pelo IPC Maputo, de 3% e um aumento para 7.5% em 2013, fixando-se acima das projeces iniciais de 5.6% para o perodo de 2013-2015 do Cenrio Fiscal de Mdio Prazo. Mercado Monetrio Aps cortes na ordem dos 600 pb-pontos base desde Agosto de 2011 para o nvel de 10.5%, o Banco Central manteve inalterada em Setembro, a taxa de juro dos emprstimos overnight aos bancos comerciais, FPC. Espera-se que os dados benignos da inflao e a necessidade de estimular o crdito economia permitam um corte adicional na FPC de 100pbs para o nvel de um dgito. O excesso de liquidez no mercado monetrio associado reduo da oferta de Bilhetes do Tesouro (BTs), continuou a pressionar para baixo as taxas de juro destes ttulos, fixando-se no mnimo histrico de 3% para o prazo de 91 dias em Setembro. Dados provisrios sobre as contas monetrias referentes ao ms de Agosto indicam uma expanso do crdito a economia de 11.9% a/a, saldando-se em Mt105,169.7 milhes (expanso de 12.1% a/a em moeda nacional e 11.4% a/a em moeda externa), situando-se ainda muito abaixo da meta de 22.8% a/a. O rcio geral de converso de depsitos em crdito fixou-se em 74.3%, sendo o de moeda nacional, 81.4%, superior ao da moeda

Monetary accounts provisional data reported to August indicates a private sector credit extension growth of 11.9% y/y, to a balance of MZN105,169.7 million (annual growth of 12.1% y/y in local currency and 11.4% y/y in foreign currency). This remains quite below this years target of 22.8% y/y. Overall conversion ratio of deposits into lending came in at 74.3%, with the local currency one at 81.4% and the foreign currency at 58.4%. It is expected that the decreasing trend in interest rates will stimulate borrowings.

Em termos anuais, o Metical registou em Setembro, depreciaes de 6.1% a/a contra o Dlar, 1.7% a/a face ao Euro e 3.6% a/a contra o Rand. Notamos por parte de alguns agentes econmicos, um certo receio de uma derrapagem do Metical. Em nossa opinio, a julgar pelo forte influxo de investimento directo estrangeiro e pelo nvel confortvel de Reservas Internacionais Lquidas, que atingiram um novo mximo histrico de U$2.7 mil milhes em Setembro, mantm-se as premissas para a estabilidade cambial. Actividade Econmica Num contexto em que o FMI reviu este ms em baixa as previses de crescimento da economia mundial para 3.3% em 2012 e 3.6% em 2013, prev-se para Moambique, um aumento do crescimento do PIB, de um nvel esperado de 7.5% em 2012 para 8.4% em 2013. Por outro lado, os atrasos nos grandes projectos hdricos constituem um factor que joga contra os ponteiros do relgio, segundo admite Carlos Yam, director da Electricidade de Moambique (EDM), citado pela agncia Reuters. Com uma produo de 2.200 megawatts (MW), cuja maior parte absorvida pela vizinha frica do Sul, as expectativas de Moambique aguardam pela concluso dos projectos hdricos de Cahora Bassa-norte e Mpanda Nkuwa. Os dois empreendimentos podero incrementar a produo em 1.745 MW, mas a sua concluso s se efectivar no ano de 2020. A actual demanda de energia elctrica estimada em mais de 1.600 MW. Nos ltimos anos, a oferta aumentou 15 por cento estimulada, sobretudo pelos projectos mineiros envolvidos na explorao de gs natural e carvo. Mas o aumento no chega para suprir a demanda. O crescimento dos referidos projectos j exige energia adicional e o Pas ainda no se encontra altura de corresponder ao nvel de exigncia em termos de consumo. Conscientes de que a soluo do problema energtico no ser resolvido to depressa, as mineradoras que se tm revelado proactivas j forjam solues atravs dos seus prprios meios.

A resposta da Vale, Ncondezi Coal, Rio Tinto Nesse contexto, a mineradora Vale ir construir, a partir do prximo ano, uma central trmica que se destina produo de energia elctrica com base no carvo mineral. O empreendimento ter capacidade para produzir 1.800 megawatts. Por seu turno, a Ncondezi Coal vem procurando um parceiro para construir uma central termoelctrica alimentada a carvo. A iniciativa visa abastecer os mercados interno e regional. Esta central, que estar localizada na provncia de Tete, ter o arranque das suas obras a partir de 2017 e passar a produzir 600 megawatts em 2019. A central termoelctrica envolve um custo estimado em 504 milhes de dlares para uma capacidade instalada de 300 MW e de 2.25 bilies de dlares para 1.800 MW. Esta proactividade das mineradoras inclui ainda a Rio Tinto Coal Mozambique, que projecta a construo de uma central elctrica em Benga, tambm alimentada a carvo. O empreendimento ir abastecer as operaes de minerao da Rio Tinto, sem excluir outras necessidades sentidas por Moambique e pela vizinha frica do Sul. A capacidade da Central, que j possui uma aprovao ambiental para gerar at 2.000 megawatts, est estimada entre 400 a 600 MW e admite uma futura expanso. Com um oramento de um bilio de dlares, as obras da construo do empreendimento arrancam em 2014 e iro durar trs anos.
Governo aposta forte na Espinha Dorsal Apesar da conjugao de esforos descrita, a demanda nacional de energia ainda est longe da auto-suficincia desejada. Consciente do facto, o Executivo moambicano gasta uma mdia anual de cerca de 60 milhes de dlares na construo e no melhoramento de infraestruturas de energia elctrica, segundo o ministro da Energia, Salvador Namburete. O prprio Chefe de Estado, Armando Guebuza, j apelou EDM para que haja mais celeridade na resposta aos desafios que se colocam ao sector energtico. Guebuza manifestou o seu apelo durante a Gala dos 35 anos da EDM que teve lugar em Agosto passado. Alis, o Executivo moambicano espera conseguir angariar financiamento para materializar o projecto Espinha Dorsal, avaliado em dois bilies de dlares, atravs dos parceiros de cooperao. O Banco Africano de Desenvolvimento (BAD) um dos parceiros que j respondeu satisfatoriamente ao desafio. Aquela instituio financeira desembolsou um montante que vai entre 300 a 400 milhes de dlares americanos, o que constitui o arranque do projecto. Alm do BAD, o projecto ir contar com os financiamentos da Noruega, do Banco Mundial, do Banco Europeu de Investimentos (BEI) bem como com o sector privado moambicano, as Redes Energticas Nacionais (de Portugal) e a Electrobras (do Brasil).c
It should be said that this proactive approach of the mining companies also includes Rio Tinto Coal Mozambique, which is planning to build a power plant in Benga, also fuelled by coal. Note that the venture will supply the mining operations of Rio Tinto, without excluding other needs experienced by Mozambique and the neighbouring country, South Africa. The capacity of the plant, which already has an environmental approval to generate up to 2,000 megawatts, is estimated between 400 to 600 MW and can be expanded in the future. With a budget of one billion dollars, the construction works of the project will commence in 2014 and will last three years. Government bets strongly on the Backbone Despite the combined efforts described above, the national demand for energy is far from the desired self-sufficiency. According to the Minister of Energy, Salvador Namburete, conscious of the fact, the Mozambican government spends in average about 60 million dollars in the construction and improvement of electricity infrastructure. Note that the Head of State, Armando Guebuza, has already called for EDM for greater speed in response to the challenges that the energy sector faces. Guebuza expressed his appeal during the EDMs 35th anniversary Gala which took place last August. Incidentally, Mozambican government hopes to raise financing in order to materialize the Backbone project estimated at two billion dollars, through the cooperation partners. The African Development Bank (AfDB) is one of the partners that have satisfactorily responded to the challenge. That bank has disbursed an amount between 300 to 400 million dollars, which represents the start of the project. Apart from AfDB, the project will also count on funding from Norway, the World Bank, and the European Investment Bank (EIB) as well as from the Mozambican private sector, the National Energy Networks (Portugal) and Electrobras (Brazil). c

Moreover, delays in major water projects are a factor playing against the clock, according to Carlos Yam, Director of EDM (Mozambican Electricity Company), quoted by Reuters. The venture will have an installed capacity to produce 1,800 megawatts. Meanwhile, the Ncondezi Coal has been seeking a partner to build a coal-fired power plant. The initiative aims to supply the domestic and regional markets. This plant, which will be located in Tete province, will come on stream from 2017 and will produce 600 megawatts in 2019. The power plant involves an estimated cost of 504 million dollars for an installed capacity of 300 MW and 2.25 billion dollars for 1,800 MW.

Note that Paulo Silva Pereira has worked in this firm since 1998 and has a vast experience in leading consulting projects in the areas of management and information technologies in various sectors. It should be pointed out that Paul Silva has a wide experience in the financial industry, retail, natural resources, telecommunication and public sector. His experience allows him to act in regions such as Africa, Middle East, Europe, South America and North America. Born in Mozambique, the new leader of the management consulting firm is 40 years old, and has a degree in Economics by New Lisbon University, and he is also an MBA by The Lisbon MBA International and has specialised in Financial Management, at the Portuguese Catholic University.c

Para o efeito, decorre desde 2010, um Projecto para a Melhoria das Pescarias de camaro que foi desenvolvido para promover uma prtica mais sustentvel das mesmas. Atravs da implementao das vrias actividades incluidas no Projecto, os dois tipos de camaro nacional (o de profundidade e o de superfcie) podero merecer o selo ecolgico da Marine Stewardship Council (MSC). A iniciativa resulta do esforo conjunto do Ministrio das Pescas, da Indstria e do WWF. Entretanto, e para que as duas pescarias de camaro nacional consigam o selo ecolgico do MSC, facto que ir provar que estas obedecem s normas de uma pescaria ecologicamente sustentvel, tero de superar enormes desafios. Um deles refere-se ao
facto das duas pescarias trazerem consigo um elevado volume de fauna acompanhante, calculado em cerca de 70 a 80 por cento, contra apenas 20 por cento do prprio camaro. Como resolver o problema da fauna acompanhante? Os especialistas da conservao ambiental explicam que o problema da fauna acompanhante pode ser ultrapassado de diversas formas. Uma delas passaria pelo uso de dispositivos de reduo da fauna acompanhante - denominados BRDs, ainda no disponveis em Moambique. Enquanto os BRDs no chegam ao pas, solues locais tm sido postas em prtica. Uma delas consiste na introduo de novos dirios de bordo que requerem o registo das capturas de fauna acompanhante retida e descartada por parte das empresas exploradoras dos recursos de camaro. A outra soluo consiste no aproveitamento da fauna acompanhante para suplementar
a dieta alimentar das populaes com baixo rendimento. S a conjugao desta e outras solues locais que poder ser determinante para conferir o selo MSC ao camaro moambicano e permitir novos mercados de exportao. Os actuais mercados do camaro nacional renderam a Moambique mais de 60 milhes de dlares no ano passado. O montante comprova que valem a pena os esforos em curso, considerando tambm o facto da comercializao do produto representar cerca de trs por cento do PIB nacional. As previses anuais de exportao dos dois tipos de camaro encontram-se estimadas em mais de 10 mil toneladas. Mas acredita-se que os rendimentos podero ser mais ousados, caso o Pas adapte o seu camaro expectativa dos consumidores internacionais. Com efeito, cerca de 60 por cento desses consumidores acredita que um produto com o rtulo ecolgico, sobretudo o do MSC, representa um impacto menos negativo para o meio ambiente. c

candidata para o processo de certificao. Esta pescaria tambm explorada somente por operadores de pesca industrial o que facilita a sua gesto. Por sua vez, a pescaria de camaro de superficie explorada por operadores artesanais,
semi-industriais e industriais e o estado do stock de camaro est prestes a atingir o limite de explorao. Estima-se que existem menos de 15 barcos de pescaria de profundidade enquanto os de superfcie ultrapassam o mesmo nmero..c
O segundo constitui uma precauo para que no haja consequncias negativas da pesca no ambiente martimo. O terceiro, que compreende o sistema de gesto de pesca, determina que cada organismo pesqueiro deve comprovar a existncia de um sistema de gesto que obedece s leis e directivas locais, nacionais e internacionais. So estas as etapas a serem cumpridas para que o camaro nacional consiga obter o selo ecolgico do MSC.c

ozambique plays in anticipation, designing strategies that aim to adapt to the profile of shrimp consumers from the largest European and American importers of seafood. For this purpose, since 2010, a fisheries improvement plan for the shrimp fisheries has been taking place which was designed to promote a more sustainable fishing practice. Through the implementation of various activities included in the plan, the two types of shrimp (the deep-water and the shallow water shrimps) may deserve the eco label of the Marine Stewardship Council (MSC). The initiative results from the joint effort of the Ministry of fisheries, Industry and the World Wide Fund for Nature (WWF).
However, for the two national shrimp fisheries to qualify for the MSC eco-label, they will have to overcome enormous challenges to meet the standards of an ecologically sustainable fishery. One of them refers to the fact that the two fisheries bring with them a high volume of bycatch, calculated at about 70 to 80 percent, against only 20 percent of the shrimp catch. How to solve the bycatch problem? Environmental conservation experts explain that the bycatch problem can be addressed in a number of ways. One of them would pass by using bycatch reduction devices (BRDs), which are still not available in Mozambique. While the BRDs are not in use in the coun-
try, local solutions have been put in place. One of them consists in the introduction of new logbooks that require the registration of catches of retained and discarded bycatch by the fishing operators. The other solution is the use of bycatch to supplement the diet of people with low incomes. Only the combination of this and other local solutions can be decisive for the MSC label attibution to the Mozambican shrimp fisheries and allow new export markets. The national shrimp markets yielded to Mozambique more than 60 million dollars last year. The amount shows that the efforts underway are worthwhile, also considering the fact that the market of the product represent about 3 percent of the GDP. Annual estimates of exports of two types of shrimp are estimated at more than 10 thousand tons. But it is believed that the income could be bolder, if the country adapt its shrimp prodution to the expectation of international consumers. In fact, about 59 percent of consumers believe that a product with eco-labelling, especially MSC, represents a less negative impact to the environment.c
he current level of exploitation of deep-water shrimp (pink and red shrimps) in Mozambique is below the recommended maximum level which indicates that this fishery is a good candidate for the certification process. This fishery is also exploited only by industrial operators which facilitates its fisheries management. In turn, the shallow-water shrimp fishery is exploited by artisanal, semi-industrial and industrial operators and the stock status is about to reach the limit of exploration. It is estimated that there are less than 15 deep-water fishing boats while the number of shallow-water shrimp vessels exceeds the same number. c
he Marine Stewardship Council (MSC) is an independent, non-profit and international organization, founded in 1992, which aims at solving the problem of overfishing. Essentially, the MSC label is based on three principles of the fishery. The first principle states that fishing activity must be carried out in such a way as to avoid overfishing and extinction of stocks. The second is a
precaution to prevent negative consequences of fishing on the marine environment. The third, comprising the fishing management system, provides that each fishing agency should prove the existence of a management system which follows local, national and international laws and directives. These are the steps to be followed for the national shrimp fisheries to obtain the MSC eco-label.c
