Com a nova reviso j vigente na Europa, a norma srie da IEC 61439 que trata dos
Conjuntos de Manobra e Controle de Baixa Tenso, vem esclarecer e reforar os
requisitos indispensveis para a construo de painis eltricos ensaiados e certificados.
Hoje, no Brasil, est em vigor a norma ABNT NBR IEC 60439 publicada em 2003, mas
a norma IEC 61439 encontra-se em processo de traduo e adaptao no Comit
Brasileiro de Eletricidade CB-03 e em breve o mercado brasileiro contar com a
publicao dessa nova srie pela Associao Brasileira de Normas Tcnicas (ABNT).
Durante cinco anos permanecer a norma atual ABNT NBR IEC 60439 e a futura
ABNT NBR IEC 61439 Parte 1 e Parte 2, como perodo de transio necessrio, aos
moldes do que ocorreu na Europa. As alteraes entre as sries desta norma e os
benefcios da norma IEC 61439 sero abordados na sequncia.
Foi abandonada a dupla funo da norma ABNT NBR IEC 60439-1, que atuava
como norma de produto e como norma de regras gerais para Conjuntos de manobra
e controle de baixa tenso, e por consequncia a IEC 61439-1 uma norma que
abrange as regras gerais e a IEC 61439-2 passa a ser a norma de produto.
Requisitos para os invlucros vazios para Conjuntos (ABNT NBR IEC 62208)
foram incorporados.
Segurana.
Para obter a segurana das pessoas e do patrimnio ao redor do Conjunto de manobra e
controle em baixa tenso, os seguintes requisitos devem ser avaliados: suportabilidade
s sobretenses, capacidade de conduo de corrente, suportabilidade das correntes de
curto-circuito, proteo contra choques eltricos e proteo contra riscos de incndio ou
exploso.
O Conjunto deve ter capacidade para suportar sobretenses temporrias, transitrias e
de longa durao. Este requisito verificado por meio de ensaio de propriedades
dieltricas e medio das distncias de isolamento e escoamento.
A verificao da capacidade de conduo de corrente deve garantir proteo contra
incndios atravs da limitao de temperaturas excessivas, nesse caso aplicado o
ensaio de elevao de temperatura, ou a comparao com projeto de referncia testado
ou sob condies muito restritas, clculos com margem de segurana.
Os ensaios de suportabilidade aos curtos-circuitos comprovam a capacidade do
Conjunto de suportar os esforos trmicos e dinmicos das correntes de curto-circuito
em todos os condutores e asseguram a atuao correta dos dispositivos de proteo
contra curtos-circuitos.
Para garantir a proteo contra choques eltricos, os elementos ou peas devem estar
dispostos de forma a facilitar a operao e manuteno por parte de pessoal qualificado
e ao mesmo tempo garantir a segurana necessria instalao. Para tal, os ensaios de
grau de proteo, funcionamento mecnico, propriedades dieltricas e proteo contra
choque eltrico e integridade dos circuitos de proteo devem ser realizados.
Continuidade de servio.
A capacidade de preservar a continuidade de servio mantendo a segurana do pessoal
qualificado durante os trabalhos de manuteno e modificao ou ampliao de um
conjunto assegurada pela norma por meio dos ensaios de grau de proteo e
funcionamento mecnico.
O ensaio de compatibilidade eletromagntica (EMC), por sua vez, garante o
funcionamento adequado e evita a gerao de distrbios eletromagnticos quando na
incorporao de dispositivos eletrnicos de acordo com suas relativas normas de EMC e
sua correta instalao.
Concluso.
Por fim, as melhorias implementadas na norma IEC 61439 vm trazer maior
confiabilidade aos Conjuntos de manobra e controle em baixa tenso, com uma ampla
gama de requisitos que proporcionam proteo s pessoas contra quaisquer perigos que
possam ser gerados pelo Conjunto, controle das influncias externas, otimizao da
operao e manuteno do Conjunto e possibilidade de modificao e/ou ampliao do
projeto inicial.
Tanto para o fabricante original e o fabricante do Conjunto, quanto para o usurio final,
dispor de uma soluo ensaiada e certificada vai alm do atendimento de requisitos
tcnicos, pois a regulamentao no mercado brasileiro torna a norma de uso obrigatrio.
Na NR-10, em 10.1.2, podemos constatar: Nas instalaes e servios em eletricidade,
devem ser observados no projeto, execuo, operao, manuteno, reforma e
ampliao, as normas tcnicas estabelecidas pelos rgos oficiais competentes e, na
falta destas, as normas internacionais vigentes.
O Cdigo de Defesa do Consumidor no seu Art. 39 VIII, tambm aborda a
necessidade de atender s normas vigentes: vedado ao fornecedor de produtos ou
servios colocar no mercado de consumo qualquer produto ou servio em desacordo
com as normas expedidas pelos rgos oficiais competentes ou, se normas especficas
no existirem, pela Associao Brasileira de Normas Tcnicas ABNT ou outra
entidade credenciada pelo Conselho Nacional de Metrologia, Normalizao e Qualidade
Industrial CONMETRO .
Portanto, conhecer as necessidades do mercado mundial e local e assegurar a
conformidade dos produtos e servios em nvel global so as principais vantagens
competitivas que a norma IEC 61439 proporciona ao mercado de painis eltricos em
baixa tenso.

The coming into force of the new IEC 61439 series of international standards, adopted in
Europe (with possible variations) as EN 61439, has changed the requirements for lowvoltage power distribution boards in the European Economic Area. It significantly impacts
electrical power distribution in buildings and industrial applications. The entirely
restructured series of standards came into force on June 1, 2010. After the end of the
transition period, the IEC 61439 series replaced the previous IEC 60439 series of

The new IEC 61439 series of international standards defines clear regulations for lowvoltage switchgear and controlgear assemblies. It specifies the safety requirements for
the electrical equipment of planners, system engineers, electricians and end users in order
to define protection objectives for people and industrial plants with regards to electrical
installations.
The standard applies for power distribution boards, switching and control systems, meter
cabinets and distribution cabinets in residential and non-residential buildings, distribution
boards for construction sites and power distribution cabinets as well as for controlgear
assemblies in special areas.
In addition to the current state of technology, the standards contain some new terminology,
ratings and verifications. As the successor of IEC 60439, the new standards describe
operating conditions, design requirements, technical properties and verification options for
all types of low-voltage switchgear and controlgear assemblies.[2]
The standards furthermore introduce the so-called "black box concept", which specifies
important issues between the manufacturer of the switchgear and controlgear assembly
and its user.
The new IEC 61349 standards clearly define the responsibilities with regards to switchgear and
controlgear assemblies
In contrast with the previous standard, IEC 61439 uniquely describe the areas of
responsibility of all parties concerned. DIN EN 61439 differentiates between the obligations
of an original manufacturer and those of a "manufacturer of switchgear and controlgear
assemblies".
The "original manufacturer" is the company manufacturing a ready-to-use switchgear and
controlgear assembly for customer applications. Siemens AG is an example of an "original
manufacturer" and is therefore responsible for design verification.
A "manufacturer of switchgear and controlgear assembly" is any certified electrician, who
builds a power distribution using switchgear and controlgear assembly from an original
manufacturer. That electrician is responsible for the relevant switching system and
therefore obligated to provide a design verification for all changes not included in the
design verification supplied by the original manufacturer.
A "user" can be a planner or system operator, who purchases, uses or operates the
switchgear and controlgear assembly. Users must request certifications of the complete
design verification.
The rating factor has been defined in more detail, the requirements with regards to heat
development have been more explicitly described and have been adapted to the current
state of technology. New requirements from IEC 62208 standard (empty enclosure for
switchgear and controlgear assemblies) have been additionally applied.

All these are defined by relevantly unique technical characteristics and properties, e.g. the
protection type (IP), rated frequency fn, rated insulation voltage Ui or door locking.
From the viewpoint of the manufacturer, the black box includes the switchgear and
controlgear assembly equipment with its internal workings, the implementation of the
defined interfaces to installations outside the equipment and the user requirements. For the
electrician, the advantages of the black box concept are on the one hand a significant
simplification of their work, on the other hand optimized safety due to the use of
prefabricated power distribution board systems.

The original manufacturer has various methods for verification available to him to prove that
the design complies with the requirements of the relevant switchgear and controlgear
assembly standard.
The "routine verification" is the verification process all switchgear and controlgear
assemblies must be subjected to during and after manufacture. It detects faults in materials
and workmanship and ascertains proper functioning of the manufactured assembly. The
results are documented. The manufacturer of the switchgear and controlgear assembly will
only have to provide a documented routine verification, if he creates it in accordance with
the provisions of the original manufacturer. If that is not the case and the manufacturer of
the switchgear and controlgear assembly installs own modifications, then he will be
deemed to be the original manufacturer and has to carry out the design verification as well
as the routine verification.

The manufacturer of the switchgear and controlgear assembly is faced with new
requirements in terms of the extensive documentation obligations of standard EN 61439-1.
This may include the verification of sample switchgear and controlgear assemblies or of
parts thereof to show that the design complies with the requirements of the relevant
switchgear and controlgear assembly standard. Other requirements may include:
