Uma Experincia Pioneira

or uma iniciativa da Rede Nossa So Paulo
(RNSP), a capital paulista foi a primeira cidade
do Brasil a aprovar uma emenda para obrigar os
prefeitos a apresentarem um programa de metas
quantitativas e qualitativas para cada rea da ad-
ministrao municipal.
Apresentada ao Legislativo Paulistano em agosto de
2007 e aprovada em fevereiro de 2008, a Lei do Plano
de Metas de So Paulo determina que todo prefeito, eleito
ou reeleito, apresentar o Programa de Metas de sua ges-

A tramitao do projeto 08/2007 durou exatos seis
meses e sua aprovao foi resultado de uma intensa mobili-
zao da sociedade civil. Aps a apresentao, em agosto, a
proposta passou pelas comisses de Constituio e Justia,
de Administrao Pblica, de Finanas e Oramento, alm de
audincias pblicas. As duas votaes ocorreram em feve-
reiro de 2008. Na ltima, o PLO 008/07 foi aprovado por
unanimidade de 54 votos (de um total de 55 vereadores), sob
o olhar atento de dezenas de representantes da sociedade
civil que estavam presentes nas galerias do plenrio. Por ser

Considerando que as Propostas de Emenda Constituio

(PEC) 52/11 e 10/11, que estabelecem a obrigatoriedade do
Programa de Metas para os governos federal, estaduais e mu-
nicipais, encontram-se prontas para votao em plenrio. Soli-
