Qualidade de Ensino Superior: MCTESTP diz que promoveu capacitação
Se por um lado, está exposta a péssima qualidade de
grande parte dos graduados do ensino superior em
algumas unidades de ensino no país, está o Ministério
da Ciência e Tecnologia, Ensino Superior e Técnico
Profissional, por outro a dizer que promoveu durante
o quinquénio 2015-2019, um total de 96 projectos de
capacitação de Instituições de Ensino Superior entre
públicas e privadas, uma acção que concorre para a
melhoria da qualidade e a relevância do ensino, atra-
vés do reforço curricular, incluindo a expansão de
programas de pós-graduação, da aplicação de meios
para a melhoria do ensino-aprendizagem, e da criação
de programas de estágios, em parceria com o sector
produtivo. O anúncio é da última Sexta-feira, 21 de
Junho, e dá a conhecer que no âmbito das interven-
ções que concorrem para a melhoria da qualidade do
ensino superior e pesquisa e sua relevância no contex-
to actual de Moçambique e da Região, foram avalia-
dos 91 cursos e programas para efeitos de acreditação
pelo Conselho Nacional de Avaliação de Qualidade
do Ensino Superior (CNAQ). É o próprio ministro da
Ciência e Tecnologia, Ensino Superior e Técnico Pro-
fissional Jorge Nhambiu, que falou que foi no quadro
das acções que visam melhorar a qualidade dos servi-
ços prestados pelas Instituições de Ensino Superior
(IES), de 2015 a 2018 foram realizadas 31 vistorias e
162 Inspecções, sendo 154 ordinárias e 8 extraordiná-
rias. Ainda na área de ensino superior foram aprova-
das diversas politicas de governação, com destaque
para a aprovação do Decreto no. 15/2018, de 17 de

foi aprovado o Plano Estratégico do Ensino Técni-
co Profissional (2018-2024), que é um instrumento

Instituições de Educação Profissional (Decreto no.

todo tipo de Abuso Sexual nas Instituições do
Ensino Técnico Profissional, um instrumento que
a ser aplicado como na verdade, deve ser, pode
reduzir ou mitigar a situação que se vive no sec-

tuições de Ensino Superior e, revoga o Decreto no.
27/2011, de 25 de Julho; Aprovação do Decreto nº.
23/2017, de 15 de Junho, que aprova o Regulamento
do Conselho Nacional do Ensino Superior, instrumen-
to jurídico que visa estabelecer o conjunto de normas
que regem a organização e funcionamento deste órgão
consultivo e, de assessoria ao Conselho de Ministros
para assuntos do Ensino Superior; e Aprovação do De-
creto no. 46/2018, de 1 de Agosto, que aprova o Regu-
lamento de Licenciamento e Funcionamento das Insti-
tuições de Ensino Superior e, revoga o Decreto no.
48/2010, de 11 de Novembro. O ministro deu a conhe-
cer outras acçoes deste período de governação, tendo
se referido no que tange a área de Ensino Técnico Pro-
fissional (ETP), em que foi aprovada a Lei n.˚ 16/2016,
16 de Junho, Lei da Educação Profissional, através da
revisão e republicação da Lei no. 23/2014, de 23 de
Setembro. A aprovação deste instrumento possibilitou,
entre outros aspectos a criação da Autoridade Nacional
de Educação Profissional (ANEP), órgão regulador da
Educação Profissional; a elaboração do Sistema Nacio-
nal de Qualificações Profissionais; a atribuição de auto-
nomia às Instituições de Ensino Técnico Profissional.
No entanto, não deixa de se mostrar preocupante a
qualidade de ensino nestes subsistemas e até está ex-
posta quando comparada com outros países.
