Ambiguities in the post-2003 brazilian house policy
Abstract
The housing policy historical background in Brazil presented moments in which the Federal
management at times gave more attention to the legal and institutional organization, other times to
the demands of the program or to meet the interests of private sectors, by investing in boosting the
economy with the improvement of the civil construction sector and increase in workforce offer. These
characteristics are sometimes distinct and conflicting and other times complementary. This article
aims at understanding the aspects present in the social interest housing policy after 2003 with the
implementation of the Ministry of Cities up to the implementation of the program ‘Minha Casa Minha
Vida’ (My House My Life) in 2016. Based on the literature and documental research, distinct
moments were found which expressed multiple meanings of the housing policy, which at times did not
converge but were located as coexisting, which we considered ambiguities of this public policy.
