Bandeira Bahamas, adotará como padrão os
procedimentos descritos neste Plano de
Emergência Aeronáutica (PEA) em linha com as
leis brasileiras em vigor e, além disso, outros
planos de resposta rápida da empresa, a fim de
salvaguardar a vida humana, preservar o meio
ambiente e evitar gastos com a perda de
materiais caros.
O conteúdo deste Plano de Emergência
Aeronáutica (PEA) deverá ser plenamente
entendido por todos os envolvidos em operações
aéreas e definir a participação da unidade
marítima nas diversas situações de emergência
aeronáutica realizadas pela Embarcação Deep
Star, sendo compulsoriamente atualizado em
caso de alteração às características físicas do
heliponto, do sistema de combate a incêndio ou
alteração ao tipo de helicóptero de maior porte
que pode ser operado e, até onde os
procedimentos prescritos forem detalhados, o
resultado das boas práticas e o conhecimento
adquirido durante treinamento e atividades
aéreas realizadas no heliponto.
Este plano tem como objetivo estabelecer as
normas e procedimentos a serem adotadas
desde o instante em que se caracteriza uma
emergência até o momento em que a
infraestrutura aeronáutica é desinterditada para
as operações normais a fim de no menor tempo
possível, prover socorro adequado ao pessoal,
preservar indícios para os trabalhos de
investigação e remover os destroços das
aeronaves em operação com esta unidade
marítima ou em sua proximidade. O pessoal
envolvido no PEA deverá passar por treinamento
periódico para a manutenção da proficiência e
agilidade de ação nas condições de emergência.

Bahamas flag, will adopt as standard procedures
set out in this Aeronautical Emergency Plan
(AEP) in line with current legislation in Brazil and,
in addition, other plans of quick response of the
company, in order to safeguard human life,
preserve the environment and prevent outlays
with the loss of costly material.
The contents of this Aeronautical Emergency
Plan (AEP) should be fully understood by
everyone involved in air operations and define
the participation of the maritime unit in the
various situations of aeronautical emergencies
performed by the Vessel Deep Star, being
compulsorily updated should there be any
change to the physical characteristics of
helideck, the firefighting system or change to the
type of largest helicopter that can operate and, to
the extent that the prescribed procedures are
optimized, the result of good practices and
knowledge acquired during training and air
activities conducted on the helideck.
This plan aims to establish the standards and
procedures to be adopted from the moment an
emergency is characterized until the moment
when the aeronautical infrastructure is delimited
to normal operations in order to provide adequate
help to personnel in the shortest possible time
preserve evidence for the investigation work and
remove the wreckage of aircraft in operation with
this maritime unit or in its vicinity. The personnel
involved in the PEA must undergo periodic
training to maintain the proficiency and agility of
action in the emergency conditions.
This Aeronautical Emergency Plan (AEP) was
prepared according to information prescribed
within the following legislation:

3 Generalidades / General
0301 ‐ Tipos de emergências / Types of emergency
Este navio possui um Helideque classificado
como de categoria III dimensionado para receber
aeronaves cujo comprimento “D” seja de até
22.20 metros e peso máximo de 12.800 Kgf, de
acordo com a Portaria nº 6.920/SIA de 06 de
Janeiro de 2022 da ANAC. O gerenciamento de
risco desta unidade levantou os seguintes
eventos críticos para os quais devem ser
estabelecidas das barreiras necessárias para
prevenir acidentes aeronáuticos e
consequentemente também as ações ou
procedimentos a serem adotados em caso de
falhas dessas barreiras:
a) Pouso de emergência no Helideque;
b) Acidente no Helideque;
c) Pouso de emergência ou acidente no mar;
d) Pouso de emergência ou acidente em terra
nas proximidades da UM;
e) Princípio de Incêndio em aeronave no
helideque;
f) Panes com falhas estruturais da aeronave no
helideque;
g) Emergências médicas; e
Emergências por desastres naturais.
Nos anexos constam as providências a serem
tomadas por cada setor envolvido nas operações
aéreas, desde o instante em que se configura
uma emergência, real ou potencial, até as
investigações preliminares (anexo “f”) e o
helideque é desinterditado (anexo “g”), a fim de:
a) Garantir uma eficaz transição entre as
situações de operação normal e de
emergência;
b) Definir a competência e a responsabilidade
de cada setor em caso de emergência
aeronáutica;
c) Estabelecer uma perfeita coordenação de
esforços envolvidos; e

are trained and know the first aid procedures;
and
• Establish procedures to receive, treat and
remove all personnel involved in aeronautical
accidents.
This ship has a Helideck classified as level III
sized to receive aircraft whose length "D" is up to
22. 20 meters and maximum weight of 12,800
Kgf, according to the ordinance no. 6.920/SIA, of
January 06, 2022 the ANAC. The risk
management of this unit raised the following
critical events for which the necessary barriers to
prevent aeronautical accidents must be
established and consequently also the actions or
procedures to be adopted in case of failures of
these barriers:
a) Emergency landing on helideck;
b) Helideck accident;
c) Emergency landing or accident at sea;
d) Emergency landing or accident on land in the
vicinity of UM;
e) Principle of Fire in aircraft on the helideck;
f) Breakdowns with structural failures of the
aircraft on the helideck;
g) Medical emergencies; and
Emergencies from natural disasters.
The annexes contain the measures to be taken
by each sector involved in air operations, from
the moment in which an emergency is set up,
real or potential, to preliminary investigations
(Annex “f") and the helideck is banned (annex
"g"), in order to:
a) Ensure an effective transition between normal
and emergency situations;
b) Define the competence and responsibility of
each sector in the event of an aeronautical
emergency;
c) Establish a perfect coordination of efforts
involved; and

4 Condições / Conditions
0401 ‐ Socorro ou Urgência / Mayday or Urgency
A aeronave em emergência que estiver na
situação de socorro ou urgência deverá utilizar,
por meio da radiotelefonia, a mensagem (sinal)
correspondente prevista no Anexo A e no
MCA100-16 (Fraseologia de Tráfego Aéreo).
a) Socorro: uma condição em que a aeronave
encontra-se ameaçada por um grave e/ou
iminente perigo e requer assistência
imediata; e
Nota: A condição de socorro refere-se
também à situação de emergência em que o
acidente aeronáutico é inevitável ou já está
consumado.
As mensagens de socorro serão sempre
precedidas da expressão MAYDAY, MAYDAY,
MAYDAY.

segurança da aeronave ou de alguma pessoa a
bordo, mas que não requer assistência imediata.
As mensagens de urgência serão sempre
precedidas da expressão PAN-PAN, PAN-
PAN, PAN-PAN.
Nota: As mensagens de socorro e de
urgência serão pronunciadas três
vezes.

UM DEEP STAR's human resources meet the
requirements of the NORMAM 223 being subject
to periodic internal and external audits.
Emergency aircraft in the emergency or

radiotelephony, the corresponding message
(signal) provided for in Annex A and MCA100-16
(Air Traffic Phraseolog

Phase
Ao ocorrer uma emergência aeronáutica com a
aeronave, o DEEP STAR deverá comunicar
imediatamente o órgão ATS(AIR TRAFFIC
SERVICE) responsável pelo controle da
aeronave. As providências obedecerão ao
seguinte roteiro:
a) Estabelecimento da Fase de Emergência
São condições de prontidão disseminadas pela
Pessoa em Comando (PIC) aos setores
envolvidos nas operações aéreas, em função da
ausência de informação e comunicação com a
aeronave destinada ao navio.
Compreende as fases de: Incerteza (INCERFA),
Alerta (ALERFA) e Perigo (DESTREFA).
Fase de Incerteza (INCERFA):
− Quando não se tiver informação alguma da
aeronave, dentro dos 30 (trinta) minutos após
a hora que se estima receber uma
comunicação de posição ou de voo normal; ou
− Após o momento em que pela primeira vez se

In the event of an aeronautical emergency with
the aircraft, DEEP STAR must immediately
communicate the ATS(AIR TRAFFIC SERVICE)
agency responsible for the control of the aircraft.
The measures will comply with the following
route:
a) Emergency Phase Establishment
These are conditions of readiness disseminated
by the Person in Command (PIC) to the sectors
involved in the air operations, depending on the
lack of information and communication with the
aircraft destined to the ship.
It comprises the phases of: Uncertainty
(INCERFA), Alert (ALERFA) and Danger
(DESTREFA).
Uncertainty Phase (INCERFA):
− Where no information is available from the
aircraft within 30 (thirty) minutes after the hour
estimated to receive a normal position or flight
communication; or
− After the moment when for the first time it was
tried, fruitlessly, to establish communications
with the aircraft, whichever occurs first.
− When the aircraft does not arrive within 30
(thirty) minutes following the estimated time of
arrival, estimated by the pilot or calculated by
the air controller, which is subsequently
resulting.
Alert Phase (ALERFA):
− When the Uncertainty Phase has not been
established, no communications with the
aircraft have been established, or, by other
means, no news of the aircraft has been
obtained;
− Where an aircraft authorized for landing does
not do so in the following five (5) minutes and
no communication with it is established;
− When information is received indicating that
the operational conditions of the aircraft are
abnormal, but do not require a forced landing,
unless there is favorable evidence as to the
safety of it and its occupants; or
− When it is known or suspected that the aircraft
is being subjected to unlawful interference.

As Fases de Emergência exigem medidas
imediatas a serem tomadas pelos setores do
navio envolvidos nas operações aéreas, listadas
no Anexo “B”.
0502 ‐ Comunicação do Acidente / Accident Communication
• O Comandante é responsável por comunicar a
ocorrência de um acidente às Autoridades,
Marítima, Aeronáutica e da Aviação Civil, além
do cliente. É fundamental que o tempo entre o
conhecimento de um acidente a divulgação às
autoridades envolvidas seja o menor possível,
especialmente quando for necessário o
acionamento do serviço de Busca e
Salvamento (SAR). Pois quanto maior o tempo
menor a probabilidade de resgate de pessoas
com vida.
• Se necessário o acionamento do SALVAERO
deve ser utilizado o meio radioelétrico (telefone
ou rádio) previsto no capítulo SAR da
publicação AIPBRASIL do Comando da
Aeronáutica, de posse do setor de
comunicação da empresa.
• A comunicação de um acidente deverá conter
as seguintes informações:
− Tipo de ocorrência;
− Modelo do helicóptero;
− Numeral ou matrícula do helicóptero;
− Data e hora da ocorrência;
− Local, referência geográfica ou a
latitude/longitude;
− Quantidade de pessoas a bordo do
helicóptero;

establish communications with the aircraft and
other more extensive means of research is
unsuccessful, and it may be assumed that the
aircraft is in danger;
− Where, taking into account the planned supply
and average consumption, it is shown that the
aircraft's fuel has run out or is insufficient to
allow a safe landing;
− When information is received that abnormal
operating conditions of the aircraft lead to a
forced landing; or
− When information is received or can be safely
deduced that the aircraft will make a forced
landing or that its occupants are threatened by
any serious or imminent danger and that they
need immediate help.
Emergency Phases require immediate action to
be taken by the sectors of the ship involved in air
operations listed in Annex "B".
• The Captain is responsible for reporting the
occurrence of an accident to the Authorities,
Maritime, Aeronautics and Civil Aviation, in
addition to the client. It is essential that the
time between the knowledge of an accident
and disclosure to the authorities involved is as
small as possible, especially when the
activation of the Search and Rescue Service
(SAR) is necessary. Because the longer the
time, the less likely you are to rescue people
alive.
• If necessary, the activation of SALVAERO
must be used the radio medium (telephone or
radio) provided for in the SAR chapter of the
Publication AIPBRASIL of the Aeronautics
Command, owned by the company's
communication sector.

0503 ‐ Comunicação do Acidente/Incidente no Helideque /helideck Accident/Incident
Communication
O Comandante deverá informar à DPC, através
do endereço de e-mail
dpc.helideques@marinha.mil.br ou por telefone,
a ocorrência do Acidente/Incidente que atinja o
helideque, sua estrutura ou sinalização, ou o seu
guarnecimento. Neste caso, o Comandante da
unidade deverá interditar o helideque.
A fim de reestabelecer operacionalmente o
helideque, a unidade deverá solicitar a sua
abertura à DPC, a qual poderá realizar nova
vistoria ou requerer um CMCTH conforme o
Anexo 1-H, da NORMAM 223, devidamente
assinado. O objetivo desse documento é garantir
a continuidade das operações aéreas caso os
eventuais danos tenham sido resolvidos,
recuperando assim, a condição de operação do
mesmo em conformidade com a sua
homologação.
0504 ‐ Combate a Incêndio em Helicóptero e Salvamento da Tripulação / Helicopter
Firefighting and Crew Rescue
Iniciada quando a EMCIA se aproxima da
aeronave acidentada para extinção ou
prevenção de possível incêndio e socorro da
tripulação; e é complementada com o
salvamento das vítimas que tem prioridade sobre
a necessidade de preservação de indícios para a
investigação do acidente.
Em caso de incêndio no Helideque a EMCIA
dará início ao combate ao fogo, liderada pelo
ALPH até que o LIDER DA EQUIPE coordenador
de cenários de emergência de bordo assuma a
coordenação da emergência.
O melhor trajeto para o local de atendimento dos
feridos, após a remoção, deverá estar
previamente definido e ser do conhecimento da
equipe de resgate.
Nota: O salvamento das vítimas sempre terá
prioridade sobre a necessidade de
preservação de indícios para a
investigação do acidente, no entanto,
deve ser enfatizada essa necessidade
sempre que ela não interferir com o
socorro.

The Captain must inform the DPC, through the e-
mail address dpc.helideques@marinha.mil.br or
by telephone, of the occurrence of the
Accident/Incident that affects the helideck, its
structure or signage, or its trim. In this case, the
unit Captain must interdict the helideck.
In order to operationally reestablish the helideck,
the unit must request its opening to the DPC,
which may carry out a new inspection or request
a CMCTH according to Annex 1-H, of NORMAM
223, duly signed. The purpose of this document
is to ensure the continuity of air operations if any
damages have been resolved, thus recovering its
operating condition in accordance with its
approval.
Started when HERTM approaches the crashed
aircraft for extinction or prevention of possible fire
and salvage crew ; and is complemented by the
rescue of victims that takes priority over the need
to preserve evidence for the investigation of the
accident.
In the event of fire on helideck, HERTM will begin
firefighting, led by HLO until the TEAM LEADER
coordinating on-board emergency scenarios is
coordinated.
The best route to the place of care of the injured,
after removal, should be previously defined and
be known to the rescue team.
Note: The rescue of victims will always take
priority over the need to preserve
evidence for the investigation of the
accident, however, this need should be
emphasized whenever it does not
interfere with the rescue.

Não havendo mais fogo, risco de incêndio ou
explosão, inicia-se a etapa dos primeiros
socorros. A equipe de socorro avaliará a
conveniência de iniciar o atendimento ainda no
interior da aeronave ou efetuar a imediata
remoção.
A prioridade no atendimento ocorre mediante o
enquadramento das lesões de cada acidentado
pelo Médico ou enfermeiro de bordo.
Os primeiros acidentados em ordem de
prioridade deverão ser acomodados em leitos na
enfermaria/hospital.
Segue abaixo local e rota das enfermarias
principal e secundária:

coma ou choque e lesões das partes macias;

Sobreviventes ilesos - Os sobreviventes ilesos
podem estar acometidos de condições de
desconforto que poderão ter consequências
desagradáveis, pois, na maioria das vezes, após
uma evacuação de emergência, poderão estar
molhados, com o estado psicológico abalado, ter
inalado gases ou fumaça, ainda que pouco,
proporcionando condição potencial para a
ocorrência do estado de choque ou de histeria.

Vítima Fatal. Neste caso o corpo, ao ser retirado,
deverá ser identificado com a indicação do local
onde se encontrava na aeronave acidentada ou
nos seus destroços, bem como o registro do seu
estado geral.

que fique à vista das pessoas, principalmente

Unharmed survivors - Unharmed survivors may
be affected by conditions of discomfort that may
have unpleasant consequences, because, most
of the time, after an emergency evacuation, they
may be wet, with a shaken psychological state,
have inhaled gases or smoke, although little,
providing a potential condition for the occurrence
of shock or hysteria.
Category V
Fatal Victim. In this case the body, when
removed, should be identified with the indication
of where it was in the crashed aircraft or its
wreckage, as well as the record of its general
condition.
It should be placed in a body bag, preventing it
from being in the sight of people, especially the
survivors. Identification of the body shall begin as
soon as possible, allowing the proper
continuation of legal procedures and the
provision of relevant information.

ser localizadas, tomando-se por base um ponto
de referência conhecido ou notável. Devem ser
mostrados no croqui os pontos onde estavam
localizados:
a) Os sobreviventes ou corpos dos falecidos;
b) Os motores (turbinas), as pás do rotor ou
cabeça do rotor (se for o caso);
c) Os componentes maiores que se
desprenderam da aeronave;
d) As marcas feitas pela aeronave no solo; e
e) O norte (magnético ou verdadeiro).
Além disso deve-se determinar no croqui:
a) A direção e intensidade do vento;
b) Marcação e altura aproximada do Sol;
c) A topografia do terreno (elevações, cercas,
árvores notáveis, estradas, construções, rios,
