LAM procura atingir recorde
Mas, ao mesmo tempo, Moambique possui tambm uma das maiores incidncias de tuberculose, figurando entre os 22 pases mais afectados por aquela doena do mundo, estimando que se registem cerca de 40.000 novos casos por ano. E a principal causa de doena e mortalidade no pas a malria. Para piorar o quadro da sade, calcula-se que, actualmente, um mdico esteja para 25 mil habitantes; que 50% das crianas sofram de desnutrio crnica e que as taxas de seroprevalncia atinjam 11%, em Moambique. Nos ltimos anos, alguns esforos foram direccionados para expandir o acesso sade, segundo dados divulgados pelo African Economic Outlook. As dotaes totais destinadas aos sectores prioritrios para 2012 ascenderam a 23.355 milhes de meticais, sendo que o sector da Sade absorveu 20,3% da despesa total, excluindo os donativos para encargos com a dvida.

Em Moambique, o sector da Sade no se encontra altura de satisfazer a demanda, apesar de ser dos que mais recebem do Oramento do Estado. Este ano, o sector da Sade ir receber 10,3%, a terceira maior fatia depois da Educao e da Agricultura e Desenvolvimento. No obstante, e apesar dos esforos feitos, o nosso pas possui o desafio de disponibilizar um bolo oramental cada vez maior para a Sade, uma vez que o crescimento populacional no cessa. A estratgia traada para 2013 passa por continuar a expandir o acesso aos cuidados de sade, e melhorar a qualidade dos servios prestados. Alis, torna-se premente aumentar a cobertura dos servios de sade, expandir as unidades hospitalares, melhorar o acesso aos medicamentos, aumentar o nmero de profissionais de sade bem como a sua carga salarial. A propsito de carga salarial, em Janeiro passado, mdicos de todo o pas cumpriram oito dias de greve, uma manifestao que registou uma adeso de cerca de 90%. Os motivos dos protestos englobavam os baixos salrios, a melhoria de condies de trabalho, a reviso do estatuto do mdico, entre outras reivindicaes. Como consequncia, realizaram-se conversaes e negociaes, mas as greves continuaram e a fila dos utentes nos hospitais foi aumentando. Este o estado actual da nossa Sade.

But at the same time, Mozambique also has one of the highest rates of tuberculosis and it is ranked among the 22 most affected countries by that disease in the world. Note that it is estimated that about 40,000 new cases are recorded per year. And the main cause of illness and mortality in the country is malaria. To worsen the health framework, it is estimated that, at present, a medical doctor is for 25 000 inhabitants, out of which 50% of children suffer from chronic malnutrition and the prevalence rates reach 11% in Mozambique. In recent years, some efforts have been directed to the expansion of access to health care, according to the data released by the African Economic Outlook. The total appropriations for the priority sectors for 2012 amounted to MZN 23,355 million, and the health sector absorbed 20.3% of total expenditure, excluding donations for charges on loans.

In Mozambique, the health sector is not in a position to meet the demand, although it is one of the sectors which get the most from the State Budget. This year, the health sector will receive 10.3%, the third largest share after Education, Agriculture and Development. Nevertheless, and despite the efforts that have been made, our country has the challenge of providing an increased budgetary pie for the Health sector, given that the population growth never ceases. The strategy set for 2013 envisages the expansion of access to health care, and the improvement of the quality of services provided. In fact, the coverage of health services should be increased urgently, hospitals should be expanded, access to medicines should be improved, and the number of health professionals should be increased as well as their wages. With regard to the wages, last January, doctors around the country served eight days of strike, a demonstration that registered an adherence of about 90%. The reasons for the protests encompassed low wages, the improvement of working conditions, and the review of the status of a doctor, among other claims. As a result, there were talks and negotiations, but the strikes continued and the queue of the users in hospitals also increased. This is the present state of our Health sector

BCI adheres to the Private Sector Recovery Programme through the SMEs
Manica and Zambezia are also eligible in the 4 main components that have been previously identified: Credit line for Agricultural Funding; Credit line for Agricultural Commercialization and Services; Credit line for Agro-Industry; Leasing of movable property. On one hand, speaking on the occasion, the Minister of Industry and Trade briefly contextualized the scope of the emergence of the Fund and its purposes, emphasizing the importance of the Mozambican government in strengthening initiatives that aim at providing the private sector and in particular the SMEs with instruments that help them raise employability and competitiveness levels in order to better respond to the increasing demands raised by the mega-projects and the integration challenges in the Southern Africa Development Community. that support this mechanism were signed at the premises of the Ministry of Industry and Commerce (MIC), in a ceremony conducted by the respective Minister responsible, Dr. Armando Inroga and BCI was represented by its Chief Executive Officer, Dr. Paulo Sousa, in the presence of senior staff from both institutions. Under the terms of the signed documents, the farmers involved in the production of rice and other crops in accordance with the Action Plan for Food Production (PAPA) in the Districts of Nicoadala, Mopeia, Quelimane, Namacurra and Maganja da Costa (Province of Zambezia) and in the districts of Dondo, Buzi and Beira (Province of Sofala) are eligible. The entities interested in providing agricultural services, trading and agroindustry of the chain of cereals in Sofala, On the other hand, Dr. Paulo Sousa emphasized the historical relationship that BCI has maintained with various local business initiatives, highlighting its relevance to the countrys economic development and for the projection of the Bank. The BCI involvement under this funding mechanism is of distinctive character in that, in addition to the common responsibilities to the other financial institutions that are signatory to this Facility, the Bank also assumes the depositary role of the Fund in question. Both the Agreement and the Regulation

Recuperao de empresrios em falncia O ambiente de negcios no pas acaba de ganhar um novo estmulo com a aprovao pelo Governo dos mecanismos que permitem a recuperao de empresrios em falncia bem como a simplificao de procedimentos para o licenciamento de actividade comercial. SADC com fundo de desenvolvimento A Comunidade de Desenvolvimento da frica Austral (SADC) encontra-se a acertar questes especficas para a implementao do projecto de criao de um fundo de desenvolvimento. A deciso do estabelecimento do fundo de desenvolvimento da regio foi tomada, no ano passado em Luanda, durante a cimeira dos Chefes de Estado e de Governo, tendo sido proposto um capital inicial de 1.2 bilies de dlares norte-americanos. A instituio financeira vai financiar projectos de insfraestruturas e iniciativas privadas de grande impacto social. Pesca sem oficinas navais A falta de oficinas de reparaes navais est a condicionar a manuteno mecnica das embarcaes que se dedicam actividade piscatria de grande e mdia escala, na costa da provncia de Nampula. As empresas pesqueiras, que operam naquele ponto do banco de Sofala, so foradas a encaminhar as respectivas embarcaes s cidades da Beira e Maputo, em caso de avarias ou necessidade de manutenes rotineiras, o que representa custos adicionais com combustveis, lubrificantes e pessoal.

Teachers abandon students More than a thousand teachers drop five days of classes in average per month in the district of Pebane (Zambezia), allegedly in order to collect their salaries in the cities of Quelimane and Mocuba. This situation is due to lack of a bank in that coastal district of the province of Zambezia. The Director of the Education, Youth and Technology District Services in Pebane, Manuel Matique, considers it as alarming.

Recovery of bankrupt entrepreneurs The business environment in the country has just been given fresh impetus with the approval of the mechanisms by the Government that allow the recovery of bankrupt entrepreneurs and the streamlining of procedures for the licensing of commercial activity. One of the assumptions of the new regime is that in cases of bankruptcy or insolvency, the company should be recovered so that both the creditors and the workers who want to see their jobs maintained can benefit. SADC development fund The Southern Africa Development Community (SADC) is to settle specific issues towards the implementation of a development fund establishment project. Maioria dos portugueses discorda do memorando com a troika
A maior parte dos portugueses acha que o Governo de Pedro Passos Coelho deve denunciar ou renegociar o Memorando de Entendimento que assinou com a troika. A concluso de um inqurito da Eurosondagem. A pesquisa avana que apenas 12% dos inquiridos acha que o memorando est bem desenhado. No que diz respeito ao relacionamento entre o Governo e a troika, 45.4% acha que se tem caracterizado por uma cedncia excessiva de Passos Coelho e Vtor. Os portugueses parecem estar tambm pessimistas em relao aos resultados do ajustamento. O inqurito mostra que 55.1% antecipa que Portugal ficar em piores condies, com a economia em colapso e mais desemprego e apenas 11.8% acha que o pas passar a ter melhores perspectivas para o futuro.c

Indian companies have been unable to maintain the same speed of their Brazilian and Chinese
counterparts in the race to the mineral resources in Mozambique, as revealed by a survey conducted by the researcher Loro Horta.
In an article titled The Elephant stumbles in the savanna, Horta says that the Indian authorities are not being able to leverage the strength of its private sector, including large groups such as Tata and Reliance, unsuccessfully preferring to reproduce the approach of strong state intervention in China. It should be recalled that the consortium project of Ricon, comprised by the Indian state groups Rites and Ircon, which aimed to rebuild the Sena line, was marked by much controversy due to the alleged poor quality standards and corruption. Incidentally, the consortium was removed from the project. Indian officials, quoted by Horta, explain the difficulties, comparing them with China. They explain that India is a democracy with an independent parliament, making it difficult to approve projects. However, Brazil has been more responsive in similar circumstances. c

Union is the only part of the developed world that remains in recession, according to the data by the Organization for Economic Cooperation and Development (OECD) comparing the most recent data on the evolution of the Gross Domestic Product (GDP) for the first quarter of this year. The average EU GDP fell by 0.1% in the first three months of 2013 compared with the previous quarter, which was down by 0.5%. In the euro zone, the recession is longer (six consecutive quarters of falling GDP, which is the longest series

of GDP shrinkage since the euro was launched in 1999) and also deeper, and the economy suffered a contraction by 0.6% in the final stretch of 2012, followed by a further fall by 0.2% in the first three months of this year. While in Europe the recession persists although less pronounced, in Japan and the U.S. the recovery gains some balance. The Japanese GDP grew by 0.9% in the first quarter of this year, after having grown by 0.3% at the end of 2012; in the United States, the economy has advanced 0.9% in the first quarter, after 0.1%.c

Most Portuguese think that the Government of Pedro Passos Coelho must terminate or renegotiate the Memorandum of Understanding signed with the troika. The conclusion comes from a survey by Eurosondagem. The research refers that only 12% of respondents think that the memorandum is well designed. With regard to the relationship between the Government and the troika, 45.4% think that it is characterized by excessive lending of Passos Coelho and Victor. The Portuguese seem to be too pessimistic about the results of the adjustment. The survey shows that 55.1% anticipates that Portugal will be worse off, with the collapsing economy and more unemployment and only 11.8% think the country will have better prospects for the future.c

The Security Threat of the Internet Report by ASymantec Corps places Mozambique on the 25th position in terms of security with regard to the Internet use in Africa, in a ranking consisting of 30 countries on the continent. The document measures the level of vulnerability of each country against the malicious attacks from surfers. The Democratic Republic of Congo, Madagascar, Rwanda, Burkina Faso and Djiboti are said to be worse than Mozambique, in a ranking led by Egypt. The document also refers that there has been an increase of cyber attacks by 42% from 2011 to 2012. Above all, it is about attacks aimed at stealing intellectual property and more and more such attacks have been targeting the industrial sector as well as small businesses. Indeed, this group of companies is said to be the target of 31% of all attacks. Cybercriminals are captivated by information concerning the organizations bank accounts, customer data, intellectual property and knowledge, which often lack proper security practices.c

Uma pesquisa da IREX conclui que o clima poltico, social e da mdia em Moambique estvel. O relatrio do ndice de Sustentabilidade da Mdia 2012 para Moambique mostra que h um nvel razovel de liberdade de expresso e uma pluralidade de fontes de informao no pas. O ndice revela ainda que no obstante existir algum nvel de interferncia pelas autoridades (especialmente em relao s autoridades distritais que interferem no trabalho das rdios comunitrias) no trabalho dos meios h um ambiente saudvel para o desenvolvimento dos rgos de informao. O documento denuncia a existncia de autocensura por parte de jornalistas. Este problema est relacionado, entre outras coisas, com a dependncia de alguns jornalistas de patrocinadores na poltica e no sector empresarial, l-se na pesquisa. Neste contexto, a pesquisa aponta que um dos principais desafios do sector consiste nos rgos de informao virem a ter rendimentos suficientes para sustentar as suas operaes ao longo do tempo, alm da obteno de facilidades de acesso ao financiamento no sentido de expandirem as suas actividades. Devido a limitaes financeiras no sector, os salrios dos jornalistas em Moambique continuam baixos, o que limita suas oportunidades para o desenvolvimento profissional e de especializao, constata a pesquisa.c

E para minimizar o dfice de pessoal da sade e melhorar a qualidade dos servios, sero formados 2.010 tcnicos de nveis mdio e bsico nas Institues de Formao do MISAU, nas provncias de Niassa, Cabo Delgado, Nampula, Tete, Manica, Sofala, Inhambane, Gaza e Cidade de Maputo. Paralelamente, sero colocados 3.239 profissionais de sade de nvel superior, mdio e bsico em todas as provncias. Para completar o quadro dos esforos no sector, pretende-se tambm treinar praticantes de medicina tradicional e vendedores de medicamentos tradicionais na conservao caseira dos recursos medicinais. Tendo em conta os desafios que se impem, o sector da Sade tambm dos que mais recebem do Oramento do Estado. Para uma despesa aprovada de cerca de 175 bilies de meticais, este ano o sector da Sade vai receber 10,3%, a terceira maior fatia depois da Educao (18,6%) e da Agricultura e Desenvolvimento (12,6%). Vistos desta forma, os recursos alocados Sade parecem muitos, mas com um crescimento populacional de 2.3% ao ano, o pas enfrenta o desafio de disponibilizar um bolo oramental cada vez maior para o sector.

And in order to minimize the deficit of health personnel and improve the quality of services, 2010 basic and medium level technicians will be trained in the MOH Training Institutions in the provinces of Niassa, Cabo Delgado, Nampula, Tete, Manica, Sofala, Inhambane, Gaza and Maputo City. In parallel, 3239 higher, medium and basic level healthcare professionals will be deployed in all provinces. To complete the effort framework in the sector, the training of traditional healers and sellers of traditional medicines in the conservation of homemade medicinal resources is also anticipated. Given the challenges facing the health sector, this is also one of the sectors that get the most of the State Budget. For an approved state expenditure of about MZN 175 billion, this year the health sector will receive 10.3%, the third largest share after education (18.6%) and Agriculture and Development (12.6%). Energy, held in May in the Mozambican capital, Arsenio Mabote, the CEO of the National Oil Institute, put forward an interesting fact: The history of discoveries in the Rovuma Basin is just the beginning of a story. It is successful, but it is early. We can still have many pleasant surprises ... revealed at the meeting titled CEI Challenges in The Energy Industry. The fact is that all the previously announced gas discoveries occurred within a radius of only 50 km, which is negligible for a sedimentary basin as wide as that of Mozambique with an extension of about 2,500 Km. m Maio, a Capital ficou a saber que a refinaria de biocombustveis, cuja instalao estava agendada para este ano, ter de esperar para um futuro ainda por definir. A promessa de que a infraestrutura avanaria em 2013 foi feita por Miguel Rossetto, presidente da Petrobras-Biocombustveis, uma empresa brasileira com larga experincia no ramo e que apoia Moambique na estratgia de produo de biocombustveis. No quadro da ltima visita a Moambique do antigo presidente brasileiro, Luiz Incio Lula da Silva, em Novembro de 2012, Rossetto afirmara que j iam avanadas as negociaes com o Governo atravs dos ministrios da Energia e a Petromoc, e que a produo de etanol comearia no prximo ano. Entretanto, o vice-ministro da Energia, Jaime Himede, explicou Capital que a implementao dos respectivos projectos requer, primeiro, a instalao de
fabriquetas para comprimir o leo da jatropha (planta usada como matria-prima principal na produo do etanol) e avanar com a inteno. Alm disso, importante que tenhamos a produo e comercializao da jatropha em quantidades industriais, o que ainda no est a acontecer. Assim, fica cada vez mais distante de se concretizar a Estratgia de Biocombustveis, aprovada pelo Governo em 2009, e que deveria ter entrado em vigor em 2012. Trata-se de uma iniciativa que consiste na mistura de 10% do etanol em 90% de gasolina e 3% de biodiesel com 97% de gasleo, o que iria reduzir em 22 milhes de dlares os custos de importao de combustveis, avaliada em cerca de 500 mihes de dlares anuais. Gradualmente, prev-se que o pas evolua para a mistura de at 20% dos biocombustveis em combustveis fsseis, para reduzir ainda mais os custos de importao, que afectam duramente as divisas nacionais.
A experincia est em prtica em vrios pases, incluindo no Brasil, um dos maiores produtores e consumidores de biocombustvel do mundo, onde 5% do biodiesel misturado ao diesel, prevendo-se a adio desta mistura at 7% este ano, 10% em 2016 e 20% at 2020. Para concretizar esta ideia em Moambique, o Governo pretende facilitar a comercializao da jatropha para alimentar a mquina industrial que se vai instalar. A produo de biocombustveis vai exigir tambm a plantao da cana-de-acar. Aqui o desafio que o biodiesel no concorra com a produo do acar. Para este objectivo, Moambique conta com o apoio da Petrobrs na Companhia do Sena, em Marromeu, na provncia de Sofala. No mundo, os maiores produtores e consumidores de biocombistveis incluem, alm do Brasil, os Estados Unidos, Alemanha, Colmbia, Argentina, entre outros.c

The promise that the infrastructure would advance in 2013 was made by Miguel Rossetto, the CEO of Petrobras-Biofuels, a Brazilian company with extensive experience in the sector and also supporting Mozambique on the biofuels production
strategy. Under the last visit to Mozambique by the former Brazilian President, Luiz Inacio Lula da Silva, in November 2012, Rossetto said that negotiations with the Government through the ministries of Energy and PETROMOC had already been initiated and ethanol production would begin in the following year. However, the Deputy Minister of
Energy, Jaime Himede, told the Capital that the implementation of the projects requires, first, the installation of sweatshops to compress jatropha (a plant used as the main raw material for ethanol production) oil and then proceeding with the intent. Moreover, it is important to have the production and marketing of jatropha in industrial quantities, which is not happening yet. Thus, the realization of the Biofuels Strategy becomes increasingly distant, approved by the Government in 2009, which should have come into force in 2012. It is an initiative that consists of a mixture of 10% of ethanol in 90% of gasoline and 3% of biodiesel with 97% of diesel fuel, which would reduce by 22 million the costs of importing fuel, valued at about USD 500 million annually. Gradually, it is expected that the country will evolve into a mixture of up to 20% of biofuels in fossil fuels to further reduce import costs, which severely affect the national currencies. The experience is being put into practice in several countries, including Brazil, one of the largest producers and consumers of biofuels in the world where 5% of biodiesel is blended with diesel. The addition of this mixture to 7% this year, 10% in 2016 and 20% by 2020 is also expected. In order to realize this idea in Mozambique, the Government intends to facilitate the commercialization of jatropha to fuel the industrial machine that will be installed. Note that the biofuel production will also require planting the sugar cane. The challenge here is that biodiesel does not compete with the production of sugar. For this purpose, Mozambique has the support of Petrobras in the Sena Company, in Marromeu, in the province of Sofala. do Economic Briefing, projecta-se, para 2013, uma desacelerao no crescimento da economia moambicana, de uma mdia de 7.4 por cento, registada na ltima dcada, para 6 por cento, devido s cheias que fustigaram o Pas, nos primeiros meses de 2013. Tomando em considerao o impacto negativo das cheias, revimos em baixa as nossas previses de crescimento econmico para 2013, para um nvel de 6 por cento, abaixo da mdia da ltima dcada, de 7.4 por cento, e abaixo das projeces iniciais do Governo de 8.4 por cento, mas prev-se que a inflao mdia anual se mantenha a um dgito, frisou aquele economista. Como factores que concorrem para a desacelerao do crescimento econmico nacional, indicou as fortes chuvas que assolaram o Pas nos primeiros meses do corrente ano, com

Assumindo os avultados investimentos j efectuados pelas companhias internacionais nas reas de carvo e gs, conforme indicou David Humphrey, o desafio que agora se coloca ao Governo moambicano o de saber como tirar proveito desse investimento e obter receitas. O Governo pode identificar os projectos que quer priorizar e a forma como quer fazer, determinar os papis do sector pblico e privado, indicando igualmente as leis e as regulamentaes a serem seguidas e os Bancos, como o Standard Bank, podem indicar o papel que pretendem desempenhar no processo, concedendo emprstimos ou ento usar as nossas facilidades de comrcio ou transaco em moeda estrangeira, para que esses projectos possam ser realizados da forma mais rpida e eficiente possvel, frisou.

Para encerrar o Economic Briefing, o especialista em petrleo e gs do Grupo Standard Bank, Simon AshbyRudd, demonstrou aos presentes o expertise do banco na matria, tendo contado experincias de aconselhamento a empresrios nos mercados sul-africano e nigeriano e, ainda, dissertado sobre O efeito das descobertas de gs em Moambique. No decurso da sua dissertao, o especialista realou os investimentos que o Standard Bank est a realizar para potenciar as suas operaes em Moambique, por forma a apoiar a participao de investidores locais e estrangeiros nos projectos de minerao e no processo de produo de Gs Natural Liquefeito (LNG). Segundo Ashby-Rudd, transportar gs natural costa moambicana vai levar quatro a cinco anos, podendo isso ser
o factor catalizador para um grande desenvolvimento, consubstanciado principalmente na construo de plantas para a produo de etanol. Estes empreendimentos todos tero um impacto em termos de investimento de capital e investimento directo estrangeiro, indicou, realando que a produo do gs natural liquefeito ser operada e mantida pelas grandes empresas petrolferas. Com efeito, sugeriu que, para envolver o empresariado nacional e a comunidade local no processo de explorao do gs natural, se deveria listar as empresas privadas na Bolsa de Valores de Moambique (BVM). Em Joanesburgo, ns como Standard Bank j estamos a desenvolver esse projecto com o Governo moambicano, pois as oportunidades para os investidores locais sero maiores em termos de

impact of the floods, we have revised downwards our forecasts for 2013 economic growth to a level of 6 per cent, below the average of the last decade, 7.4 percent, and below the 8.4 percent initial projections of the Government, but it is also expected that the average annual inflation will remain at single digit , said the economist.

He also pointed out the following factors as contributing to the slowdown in the domestic economic growth the heavy rains that hit the country in the early months of this year, with a negative impact on agricultural production and damage to infrastructure, which led to the interruption of the export of coal from Moatize to Beira Port for a period of about three weeks. Despite the forecast of economic slowdown, Standard Bank believes that Mozambique remains the best performing economy in Southern Africa, as pointed out by Yvette Babb, an economist from the Standard Bank Group specialized in emerging markets, another speaker at the Economic Briefing. No por acaso que esta matria regularmente consta da lista de questes fiscais que os investidores estrangeiros querem ver esclarecidas previamente a investirem em Moambique. Em sntese, o preo de transferncia corresponde ao valor cobrado por uma entidade a uma outra com a qual mantem uma relao especial. Estas relaes especiais podem originar a fixao de preos artificiais, por forma a concentrar o lucro numa ou noutra entidade do grupo. Em rigor, o controlo fiscal sobre os Preos de Transferncia surgiu com o objectivo de evitar que a manipulao dos preos praticados internamente nos grupos econmicos pudesse gerar distores no mercado de livre concorrncia , principalmente a nvel de tributao, originando uma transferncia indirecta do lucro e, consequentemente, uma reduo de receita fiscal. Este controle de preos feito tanto entre entidades residentes como entre entidades residentes e as que residam em outros Pases. Os preos de transferncia so regidos pelo arms length principle introduzido pelas orientaes da OCDE em 1995, tendo sido largamente adoptado por diversos Pases, como referido anteriormente. O arms length principle ou o princpio da plena concorrncia significa que o preo acordado entre entidades relacionadas deve ser determinado como se as mesmas estivessem a contratar com total independncia, obedecendo as regras do mercado. Portanto, toda a

vez que se verificar uma transaco entre partes relacionadas que no respeite o arms lenght principle, ou seja, que se constate divergncia entre o preo praticado e aquele de livre concorrncia, a Administrao Fiscal deve exercer o controlo sobre esse preo com o objectivs de evitar a transferncia de lucros de uma entidade para a outra. A Proposta de Regulamento do Regime dos Preos de Transferncia O Regulamento presentemente em preparao ter como alvo todas as entidades que efectuem transaces comerciais com outras entidades com as quais existe uma relao especial. O principal corolrio que advm da aprovao deste Regulament, a obrigatoriedade do sujeito passivo de adoptar mtodos ou o mtodo mais apropriado para a determinao do preo para cada operao que realize com uma entidade relacionada, dado que caber a este provar que as condies acordadas obedeceram ao princpio do arms length, ou seja, so as mesmas que seriam acordadas entre entidades independentes. Consequentemente, nos termos da proposta, todas as entidades que possuam relaes comerciais com entidades relacionadas devero dispor de um processo de documentao fiscal, o qual conter informao e documentao respeitantes poltica adoptada na determinao dos preos de transferncia, por forma a provar que as condies acordadas seriam as mesmas se se tratasse de entidades no relaciondas. No entanto, cumpre destacar que, de acordo com a referida proposta, ficaro dispensados do cumprimento desta obrigao os sujeitos passivos que, no exerccio anterior, tenham atingido um valor anual de vendas lquidas e outros proveitos, inferior a 2.500.000,00 Meticais. Com a entrada em vigor deste Regulamento, as empresas que tenham relaes comerciais com entidades relacionadas tero de fazer um exerccio inerente anlise, determinao e justificao dos preos praticados entre elas, para que no haja distores no preo acordado, sob pena de sofrer uma correco fiscal. Quanto ao mbito de aplicao, o Regulamento aplicar-se- a operaes entre entidades relacionadas, realizadas entre o sujeito passivo de IRPC ou do IRPS e uma entidade no residente, as operaes entre a casa-me e o seu estabelecimento estvel situado em Moambique, incluindo as realizadas entre um estabelecimento estvel e outros estabelecimentos estveis da mesma entidade situados fora de Moambique e as operaes entre entidades residentes, sujeitos passivos do IRPC ou dos IRPS. Se analisarmos o mbito de aplicao acima descrito, concluiremos que as importaes e exportaes de bens ou de servios entre entidades relacionadas estaro abrangidas por este regime. A aprovao deste Regulamento era expectvel dado que, como referido anteriormente, o CIRPC j fazia referncia ao regime dos preos de transferncia, embora, de acordo com a nossa experincia, este tipo de correco nunca tenha sido efectuada por inexistncia de regulamentao prtica nesse sentido. Com este Regulamento, a Administrao Fiscal espera arrecadar mais impostos provenientes das correces fiscais a efectuar ao lucro das empresas que tenham negcios com entidades relacionadas. Cumpre-nos deixar uma nota aos sujeitos passivos no sentido de ponderar rigorosamente, aquando da determinao dos preos com entidades relacionadas e, mais importante, manter toda a documentao que comprove a observncia do arms lenght principle por forma a evitar correces fiscais inesperadas matria colectvel. c

he regulatory proposal for the Transfer Pricing scheme is under discussion in Mozambique. It is common knowledge that in the Mozambican legal system the Transfer Pricing matter, internationally known as Transfer Pricing, boils down to only one item and it is mirrored in Article 49 of the Tax Code on Corporate Income Tax (IRPC Code ), approved by the Law no. 34/2007. This matter had already been enshrined in the previous IRPC Code approved by the Decree 21/2002 of 30 July; however, it has not been applied up to date, possibly due to lack of rules defining the practical application of this standard and incidental obligations associated to it. Thus, it is within the definition perspective of its practical application that the transfer pricing scheme is intended to be regulated, and its Regulation is under preparation. In order to draw the attention of taxpayers about the possible entry into force of this regulation, brief considerations on the matter and the practical significance of its adoption will be given in this regard. The Principle of Transfer Pricing and the reason for its existence The transfer pricing system has been adopted in many tax schemes worldwide and has been rigorously applied by the respective tax Authorities. It is no coincidence that this matter regularly
appears on the list of tax issues that foreign investors want to see clarified prior to investing in Mozambique. In short, the transfer pricing is the amount charged by an entity to another with which it has a special relationship. These special relationships may lead to artificial pricing in order to focus the profit on one or another group entity. Strictly speaking, the tax control on transfer pricing has emerged in order to prevent the manipulation of domestic prices in economic groups from leading to distortions in the free competition market and especially the level of taxation, resulting in an indirect transfer of profit and consequently, a reduction in tax revenue. This price control is done both between resident entities and between resident entities and those residing in other countries. Note that transfer pricing is governed by the arms length principle introduced by the OECD Guidelines in 1995, and it was widely adopted by many countries, as mentioned above. The arms length principle means that the price agreed between related entities shall be determined as if the same were to hire with complete independence, according to the market rules. Therefore, whenever there is a transaction between related parties that do not respect the arms length principle, that is to say, there is divergence between the price charged and that of the free competition, the tax

authorities shall exercise control over that price in order to avoid the transfer of profits from one entity to another. The Regulation Proposal for the Transfer Pricing Scheme The Regulation currently under preparation will target all entities that do business with other entities with which there is a special relationship. The main corollary that stems from the adoption of this regulation is the obligation of the taxpayer to adopt methods or the most appropriate method for determining the price for each operation that is performed with a related entity, as it will be up to this to prove that the agreed conditions obeyed the principle of arms length, that is to say, they are the same principles as they would be agreed between independent entities. Consequently, under the proposal, all entities that have business relationships with related parties shall have a process of tax documents, which contain information and documentation related to the policy adopted in the determination of transfer pricing in order to prove that the conditions agreed would be the same if they were not related entities. However, it should be noted that, according to this proposal, taxable persons, who in the previous year reached an annual value of net sales and other income less than MT 2 500 000.00, will be exempted from this obligation. With the entry into force of this Regulation, companies that have business relationships with related entities will have to do an exercise inherent to the analysis, determination and justification of prices between them, so that there is no distortion at the agreed price, otherwise they will suffer a correction tax. With regard to the scope of the application, the Regulation will be applied to the transactions between related parties, held between the taxpayer of the IRPS or IRPC and a non-resident entity, transactions between the parent company and its permanent establishment situated in Mozambique, including those carried out between a permanent establishment and other permanent establishments of the same entity outside of Mozambique and transactions between resident entities, IRPS or IRPC taxpayers. If the scope described above is analyzed, it can be concluded that the imports and exports of goods or services between related entities are covered by this system. The adoption of this Regulation was already expected given that, as mentioned earlier, the CIRPC already made reference to the transfer pricing system, although, according to our experience, this type of correction has never been effected due to the lack of practical regulation in this regard. With this Regulation, the Tax Administration hopes to raise more taxes from the tax adjustments to be made to the profit of the companies that have business with related parties. A note should be left to the taxpayers in order for them to think carefully when determining the prices with related parties and, most importantly, they should keep all the documentation certifying compliance with the arms length principle in order to avoid unexpected tax adjustments to the taxable. c

Um estudo global da Accenture sobre gesto de risco, que inquiriu executivos de 397 organizaes de 10 sectores, revelou que 80% destes profissionais consideram que a rea de gesto de risco essencial para lidarem com a volatilidade do mercado e a complexidade organizacional actual. Muitos desses gestores afirmaram mesmo que a sua empresa est a ponderar um reforo dos seus investimentos futuros em capacidades de gesto de risco. No momento actual, de incerteza global, h lies que se devem aprender, para que no futuro no se efectuem os mesmos erros. Com a situao actual da nossa economia, aconselhvel reconhecer a necessidade de fazer melhor, de que possvel e imprescindvel aperfeioar o desempenho das organizaes e posicionarmo-nos para o crescimento sustentado. Mas, ser eficaz requer tambm que as empresas passem a integrar a gesto de risco de forma transversal,
e com ela restaurar a confiana e criar uma plataforma mais forte, integrada e alinhada, para melhoria do desempenho numa variedade de condies de negcio. De modo a criar organizaes de alto desempenho a Accenture sugere uma estratgia de gesto de risco assente em cinco etapas: Etapa 1: Definio de guidelines estratgicas. Defina quais os objectivos que a empresa deseja alcanar atravs de um programa de gesto de risco. Para delinear estes objectivos, efectue entrevistas a interlocutores oriundos de vrios nveis da pirmide hierrquica. Nas conversas questione, entre outros aspectos, acerca daquilo que eles esperam de um programa de gesto de risco e informe, tanto quanto possvel, o resto da equipa/organizao dos objectivos. Lembre-se que importante no ser visto como o controller. Etapa 2: Determine a direco a dar ao modelo de gesto de risco. Defina at que ponto a organizao est disposta a arriscar. Para obter essa mensurao, avalie todo o tipo de riscos, desde o risco de mercado, ao risco de crdito, passando pelos riscos operacionais e estratgicos. Etapa 3: Escolha o modelo mais adequado. Na posse da informao colhida na etapa 2, identifique o quanto a sua empresa est disponvel a investir em risco diariamente. Para identificar e
confirmar estes valores, defina e utilize indicadores de desempenho e, da sua anlise, avalie em que medida estes esto dentro da zona de conforto de risco da sua empresa. Etapa 4: Efectue a anlise de falhas. Se a empresa j efectua anlise gesto de risco, compare o que tem com a nova estratgia e perceba o que deve fazer para o futuro. Lembre-se que as lacunas podem estar na gesto, nos suportes prpria gesto, nas metodologias adoptadas, nas pessoas, nas ferramentas. Analise todos os tipos de falhas e foque o seu esforo da identificao e definio de planos de correco/mitigao do risco. Etapa 5: Trace um mapa de linhas estratgicas. Comece pela etapa da transio e descreva as aces necessrias para transformar a estratgia em realidade, nunca perdendo de vista a discusso ao mais alto nvel sobre a integrao daquilo que pretende. S com a interaco de todos conseguir criar uma espcie de mapa rodovirio que funcionar para a organizao como o programa. Por ltimo, necessrio ter em conta que uma gesto de risco eficaz deriva da cultura da organizao e que existem especialistas que podem ajud-lo a alcanar altos nveis de desempenho, e dotar a sua empresa de uma vantagem competitiva num mundo em constante mudana. c

In other words, there is a need to be vigilant and aware of the approach to risk management, which is nothing more than a competitive advantage in an uncertain world. A global study by Accenture on risk management, which surveyed executives from 397 organizations in 10 industries, found out that 80% of these professionals regard the risk management area as essential for dealing with market volatility and the current organizational complexity. Most of these managers said that their company is considering an increase of its future investments in risk management capabilities. At the present moment of global uncertainty, there are lessons that should be learned so that the same mistakes will not be made in the future. With the current state of our economy, it is advisable to recognize the need to do better and that it is possible and essential to improve the performance of organizations as well as positioning ourselves for sustained growth. But, in order to be effective, companies should start integrating risk management across the board, and with it restore confidence and create a stronger platform,
integrated and aligned for improved performance in a variety of business conditions. In order to create high-performance organizations, Accenture suggests a risk management strategy based on five steps: Step 1: Definition of strategic guidelines. The objectives the company wants to achieve through a risk management program should be defined. To delineate these objectives, interlocutors from various levels of the hierarchical pyramid should be interviewed. In conversations, among other things, they should be questioned about what they expect from a risk management program and as much as possible, the rest of the team/ organization objectives should be informed. It should be remembered that it is important not to be seen as the controller. Step 2: The direction to be given to the risk management model should be determined. The extent to which the organization is willing to risk should be defined. For this measurement, all types of risks from market risk, credit risk, through the operational and strategic risks should be assessed. Step 3: The most suitable model should be chosen. In possession of the information gathered in step 2, the extent at which the company is available to invest in risk daily should be identified. To identify and confirm these values, performance
indicators and their analysis should be set and used, and the extent they are within the comfort zone of the company should be assessed. Step 4: Failure analysis should be carried out. If the company already performs risk management analysis, what the new strategy has should be compared and what to be done in the future should be understood. It should be remembered that gaps may be in the management, in the management support itself, in the methodologies adopted, in the people as well as in the tools. n Mozambique, about 250 vehicles were converted into gas in a period of five years. It is a rather small figure judging by the global fleet, estimated at 500,000 vehicles, but it is significant, by the awareness of the citizens with regard to the importance of adhering to the conversion of their vehicles. The chairman of Autogas, Joo Neves, believes that with these figures, membership is unequivocally positive,. Note that Autogas is a company that was licensed in order to operate in the vehicle conversion. Mozambicans already believe that, after all, natural gas is an alternative and it is much cheaper, secured Das Neves, adding that a significant part of the conversion happens at the company level. We have, for instance, the transport company Lalgy which has already converted ten cars (sedan), although it has not yet converted trucks but the administrative cars for staff and company operations have already been converted. In the company, the conversion is already showing results: the savings in fuel is at 67%, which is very significant, for being connoisseurs of fleet management and for the impact
of those savings on the management of many cars. Besides Lalgy, many other companies such as O Peixe da Mam which is distributing its products with a fleet of gas-powered cars, and Mozambique Distribution Service - MDS which is also in a similar business and several other small businesses have already adhered to the conversion.
But the advantage of using gas is not all about saving ...
Gas-powered cars hardly take off exhaust smoke, so they are less toxic to the environment which means that fewer respiratory illnesses and a response that meets the need to curb the negative effects of climate change. With regard to costs saving, those

who adopt the natural gas system start spending a lot less and the savings can reach about 60%. In this respect, the government stops paying foreign currency to import fuel and does not have to subsidize. Therefore, this has a positive impact on the state accounts. Incidentally, the the 2010/2011 Economic Social Plan Report indicates that the subsidies that the government had already paid for the fuels were above USD150 million. Worldwide, there are over 16 million gas-powered cars and at least six countries have more than one million gas-powered cars. That is to say, with a total fleet of 500,000 cars, there are countries that, at present, have at least the double of the entire gaspowered fleet of the whole country: Pakistan, Iran, Argentina, Bolivia and among others.

Argel e na Sorbonne (faculdade de letras), inicia a sua carreira no ensino. Jornalista durante alguns anos (Director de redaco da revista Comunas e Regies de Frana) muda de rumo em 1981 ao tornarse Embaixador itinerante para os pases da Amrica Latina e Carabas. Seguidamente nomeado Embaixador de Frana na Argentina (1984 1988). Em Janeiro de 1989, o Secretrio Geral da ONU (Javier Prez de Cullar) nomeia-o nmero 2 da Organizao (director geral para o Desenvolvimento e Cooperao Econmica Internacional). Esta alta funo ser suprimida por Boutros Boutros Ghali e Antoine Blanca regressa ao Quai dOrsay em Paris. Nomeado Embaixador de Frana em Washington, junto da Organizao dos Estados Americanos (OEA), termina a sua carreira diplomtica como Embaixador no Per. Publicou uma biografia de Salvador Allende e uma obra sobre a vida de seu pai: Itinerrios dum republicano espanhol. Mais recentemente, colaborou no trabalho literrio colectivo sobre os campos de refugiados espanhis da guerra civil, na frica do Norte, ento francesa Sables dexi Areias de exlio).
Nascido em 1936, Antoine Blanca efectua os estudos primrios e secundrios na Arglia. Estudante nas universidades de Toulouse,
com a soberania de cada Estado, guerras tnicas ou religiosas que resultavam no enfraquecimento da autoridade e independncia de governos inexperientes, atentados integridade territorial das novas naes ... Dag Hammarskjold foi o nico responsvel da Organizao a encarar de frente estas pragas devastadoras. Estava-se num contexto de guerra fria. Ocidentais e Soviticos atacaram o Secretrio Geral. Alis, como todo o novo Movimento dos No Alinhados. O sueco perdeu a vida neste combate (um acidente de avio nunca devidamente explicado, na noite de 17 para 18 de Setembro de 1961). Depois da ocorrncia, o Secretariado Geral apenas avana com cuidados notrios. As suas operaes s resultam quando os Grandes lhe do luz verde. Foi o caso na independncia da Nambia no seguimento da queda do muro de Berlim, do fim das guerras civis (?) em Angola e Moambique coincidindo, mais ou menos, com o fim do Apartheid, da resoluo frgil da questo sudanesa... Todos os outros grandes problemas ainda no tm soluo: continuamos a perguntar-nos quem o verdadeiro responsvel do Kivu e quando ter lugar o referendo que decidir o futuro do Sahara Ocidental. Entretanto, o sistema das Naes Unidas concentra a sua aco nas agncias especializadas (FAO, PAM, UNICEF, PNUE, OMS, UNESCO...) e os Estados Africanos enviam para Nova Iorque chefes de misso e embaixadores sem interesse e sem verdadeira motivao. Uma confisso de falhano da poltica tanto da ONU como africana.c

This is not because the continent was able to participate in the San Franciscos debates (which hosted the General Constitutive Assembly: the liberation from colonialism was still in gestation). But the new organization which was thought to be universal was forced to realize the almost complete absence of one of its worlds: Africa
and the Africans. If the mandate of the Secretary-General, Trygve Lie (Norwegian) was filled in by the installation of the administrative offices in New-York and troubled by the cold war (Trygve Lie ended up resigning), the Dag Hammarskjolds mandate would be that of decolonization. Soon, as well, it would be Africas mandate. The terrible tragedy of the former Belgian Congo carries within itself all the deadly diseases that have affected and continue to affect the continent: ruthless struggle

Antoine Blanca
Sorbonne (faculty of humanities), where he began his career as a teacher. He was a journalist for a few years (editorial Director of the Communes and Regions of France magazine) and in 1981 he becomes Ambassador at large for the Latin America Countries and the Caribbean. Soon after that he was appointed French Ambassador in Argentina (1984-1988). In January 1989, the UN Secretary General (Javier Prez de Cullar) appoints him as the number 2 of the Organization (Director General for Development and International Economic Cooperation). This high position was then eliminated by Boutros Boutros Ghali and Antoine Blanca returns to Quai dOrsay in Paris. Then, he was appointed as French Ambassador in Washington, along with the Organization of American States (OAS), and his diplomatic career comes to an end after becoming Ambassador in Peru. He has published Salvador Allendes biography and a book on the life of his father: Itineraries of a Spanish republican. More recently, he has collaborated on a collective literary work on the Spanish refugee camps of the Civil War, in North Africa, then French (Sables dexil - Sands of exile).
Born in 1936, Antoine Blanca attends the primary and secondary education in Algeria. He was a student at the universities of Toulouse, Algiers and

Westerners and Soviets attacked the Secretary General. Incidentally, just like all the new Non-Aligned Movement. The Swede lost his life in this battle (a plane accident never properly explained, on the night of 17 to 18 September 1961). After the incident, the General Secretariat only advances with notable care. Its operations only work out when the Great powers give it the green light. That was the case of Namibias independence following the fall of the Berlin Wall, the end of civil wars (?) in Angola and Mozambique coinciding, more or less, with the end of Apartheid, the fragile resolution of the Sudanese issue ... All the other major problems still do not have a solution: we keep asking ourselves who is the real responsible for Kivu and when will the referendum to decide the future of Western Sahara be held. However, the UN system focuses its activities on the specialized agencies (FAO, WFP, UNICEF, UNEP, WHO, UNESCO ...) and the African States send the heads of mission and ambassadors to New York with no interest and real motivation. This is a confession of policy failure from both the UN and the African states.c

Ao longo de 30 anos de publicao, ele construiu uma vasta obra ficcional caracterizada pela inovao estilstica e profunda humanidade, o que tem sabido renovar na sua produo, acrescentou o jurado na sua apreciao. A obra de Mia Couto, foi inicialmente muito valorizada pela criao e inovao verbal, mas tem tido uma cada vez maior solidez na estrutura narrativa e capacidade de transportar para a escrita a oralidade. Alis, considera-se que a obra de Mia Couto conseguiu passar do local para o global. Mia Couto nasceu na Beira, Moambique, em 1955. Foi jornalista e professor e actualmente bilogo e escritor. As suas obras esto traduzidas em mais de 20 lnguas. Entre outros prmios e distines (de que se destaca a nomeao, por um jri criado para o efeito pela Feira Internacional do Livro do Zimbbw, de Terra Sonmbula como um dos 12 melhores livros africanos do sculo XX). Venceu a primeira edio do Prmio Jos Craveirinha, o maior Galardo da Literatura moambicana. Foi galardoado, pelo conjunto da sua vasta obra, com o Prmio Verglio Ferreira 1999 e com o Prmio Unio Latina de Literaturas Romnicas 2007. Ainda em 2007 foi distinguido com o Prmio Passo Fundo Zaffari & Bourbon de Literatura pelo seu romance O Outro P da Sereia. O seu livro Jesusalm foi considerado um dos 20 livros de fico mais importantes da rentre literria francesa por um jri da estao radiofnica France Culture e da revista Tlrama. Foi igualmente galardoado, em 2011, com o Prmio Eduardo Loureno, pela sua contribuio para o desenvolvimento da Lngua Portuguesa.c

The Cames Prize was created in 1988 both by Portugal and Brazil in order to distinguish one Portuguese speaking author who, by the intrinsic value of his work, has contributed to the enrichment of the literary and cultural heritage of the common language. In 2012, the prize was awarded to the Brazilian writer, Dalton Trevisan and in the previous year it was awarded to the Portuguese writer, Manuel Antonio Pina. Ferreira Gullar (2010), Armenio Vieira (2009), Antonio Lobo Antunes (2007), Sophia de Mello Breyner Andresen (1999), Pepetela (1997), Jos Saramago (1995) and Jorge Amado (1994) have also been awarded the Cames Prize, which in its first edition recognized Miguel Torgas work. The prize awarded to Mia Couto this year has come to mark the celebration of his 30 years of literary life.
BIOGRAPHY
The meeting took place at the Gustavo Capanema Palace, at the headquarters of the Book International Centre, at the National Library Foundation of Rio de Janeiro. Jos Carlos Vasconcelos stated on the occasion that everything was examined with regard to the value of [the work of Mia Couto] in the Portuguese and Mozambican literature. Over 30 years of publication, he has built a vast fictional work characterized by stylistic innovation and deep humanity, which he has been able to renew in his production, added the jury in its assessment. Mia Coutos work was initially highly valued by the creation and verbal innovation, but it has had a growing soundness in the narrative structure and in the capacity to carry the oral communication to the written work. Incidentally, Mia Coutos work is regarded as having moved from the local to the global level.
Mia Couto was born in Beira, Mozambique, in 1955. He was a journalist and teacher and currently he is a biologist and writer. His works have been translated into over 20 languages. Among other awards and distinctions (the nomination by a jury to the effect created by the International Book Fair from Zimbabwe, Sleepwalking Land as one of the 12 best African books of the twentieth century stands out). He has also won the first edition of Jos Craveirinha Prize, the largest Mozambican Literature Award. Furthermore, he was awarded, by the whole of his vast work, the 1999 Virgilio Ferreira Prize and the 2007 Latin Union Prize of Romance Literature. In 2007, he was also awarded the Passo Fundo Zaffari & Bourbon Literature Prize for his novel The Other Mermaids Foot. His book, Jesusalm, was considered as one of the most important 20 fiction books of the French literary rentre by a jury formed by a French radio station, France Culture, and the Tlrama magazine. In 2011 he was also awarded the Eduardo Loureno Prize for his contribution to the development of the Portuguese Language.c

Falando na cerimnia de abertura, o Governador da provncia de Cabo Delgado, Eliseu Machava, disse que o treinamento dever contribuir para o aprofundamento do conhecimento sobre o sector florestal em Moambique, o que ir garantir que as florestas Moambicanas sejam geridas de forma sustentvel e os dois pases tenham uma cooperao saudvel neste sector. O governo est preocupado com a sonegao dos reais volumes de cubagem da madeira a ser exportada, bem como a tendncia de muitos operadores em exportarem madeira em torro. Com este curso, o governo espera que muitas destas questes sejam discutidas de forma aberta entre as duas partes. Espera-se tambm que o encontro contribua para a reduo da maioria das prticas nocivas s florestas, afirmou o Governador. Falando durante o evento, os participantes apresentaram vrias inquietaes, dependendo do local de origem de cada um, sendo que os aspectos comuns apresentados tm a ver com a fraca capacidade de absoro do mercado Moambicano, o que faz com que as empresas estejam limitadas em produzir certo tipo de produtos, e as dificuldades de interpretao da legislao florestal Moambicana por alguns operadores. Respondendo a estas e outras questes apresentadas, o Director Nacional de Terras e Florestas (DNTF) de Moambique, Simo Pedro, enfatizou na necessidade de as empresas Chinesas que operam em Moambique investirem no processamento secundrio da madeira localmente, como forma de dar valor acrescentado ao produto, ao mesmo tempo que iro contribuir para criao de mais postos de trabalho. O governante tambm
pediu s empresas participantes que cumprissem integralmente com a legislao Moambicana vigente no sector de florestas. Por seu lado, o Director do Departamento de Planeamento de Desenvolvimento e Gesto Financeira da Administrao Florestal Estatal (SFA) da China, Dr. Fu Jianquan, disse que importante aumentar o investimento Chins em Moambique, e, tendo neste momento muitas empresas Chinesas a operar em Moambique, muito importante que estas cumpram com as normas e legislao vigente no pas, como forma de consolidar estes investimentos e parceria. As nossas empresas devem agir de acordo com a legislao local, e o nosso governo sempre tem vindo a trabalhar neste sentido. As empresas Chinesas devero trabalhar em estreita colaborao com o Governo Moambicano, para garantir uma gesto sustentvel dos recursos florestais, acrescentou Dr. Jianquan. Em Julho de 2011, uma delegao da Direco Nacional de Terras e Florestas do Ministrio da Agricultura de Moambique, visitou a China e manteve encontros com o Embaixador de Moambique na China e com representantes Seniores da SFA, liderados pelo seu Director Geral-Adjunto, o Sr. Su Ming. Durante estes encontros foram identificadas potenciais reas de cooperao entre a DNTF e a SFA, tendo as duas instituies concordado em se assinar um Memorandum de Entendimento para a cooperao no sector florestal. Algumas das reas prioritrias identificadas para cooperao foram o fortalecimento da Legislao, o fortalecimento da capacidade tcnica e financeira das empresas Chinesas com concesses florestais em Moambique, de modo que possam implementar os planos de maneio de forma efectiva,
a promoo de parcerias entre empresas Moambicanas e Chinesas para a implementao de planos de maneio, a facilitao da transio dos operadores com licenas simples para concessionrios florestais, a traduo e disseminao da legislao florestal nos dois pases, o promoo de reflorestamento com o envolvimento das comunidades locais e o sector privado, a criao e partilha de bases de dados sobre o corte e comrcio ilegal de madeira, informao sobre os mercados e o melhoramento da indstria de processamento de madeira, para garantir que a madeira tenha um valor acrescentado em Moambique antes da sua exportao. Falando nas vsperas do treinamento, o Coordenador do Programa de Florestas do WWF em Moambique, Rito Mabunda, afirmou que apenas com boa cooperao entre Moambique e China poder conduzir futuro mais sustentvel para as florestas em Moambique visto que a explorao florestal em Moambique decorre em volta de investimentos de operadores chineses. O facto de 20% das concesses florestais serem detidas por cidados chineses e cerca de uma centena de empresas chinesas estarem envolvidas na compra e exportao de madeira em Moambique, mostra o quo importante trabalhar com empresas chinesas se pretendermos influenciar as prticas de explorao, transporte e exportao de madeira no pas, disse Mabunda Recorde-se que em Moambique existe a percepo de que so as Empresas Chineses que trabalham no sector florestal as mais implicadas no comercio ilegal da madeira. O WWF, atravs dos seus escritrios em Moambique, China e Tanznia tem vindo a facilitar a cooperao entre as duas instituies Governamentais da China e Moambique.c
