1-01 GOALS

The European air operations regulations (Paragraph 1.c.2 Annex I to article 5 of regulation
(EC) No 216/2008) requires that all equipment installed on an aircraft required for type
certification or by operating rules shall be operative.
The following constitutes the master basis, approved by European air operations regulations,
for all operators or national authorities. However, the Requirements also permit the use of a
Minimum Equipment List ( MEL ) where compliance with certain equipment requirements in
not necessary in the interests of safety under all operating conditions. Experience has shown
that with various levels of redundancy designed into aircraft, operation of every system or
installed component may not be necessary when the remaining operative equipment can
provide an acceptable level of safety.
THE EASA MASTER MINIMUM EQUIPMENT LIST ( MMEL ), is supplied by the manufacturer
ATR (the type certificate holder) TO IMPROVE AIRCRAFT UTILIZATION AND THEREBY
PROVIDE MORE CONVENIENT AND ECONOMIC AIR TRANSPORTATION FOR THE
PUBLIC. THE EASA MMEL INCLUDES THOSE ITEMS OF EQUIPMENT RELATED TO
AIRWORTHINESS AND OPERATING REQUIREMENTS AND OTHER ITEMS OF
EQUIPMENT WHICH THE EASA FINDS MAY BE INOPERATIVE AND YET MAINTAIN AN
ACCEPTABLE LEVEL OF SAFETY BY APPROPRIATE CONDITIONS AND LIMITATIONS.
The MMEL is the basis for development of individual operator’s MEL, which take into
consideration the operator’s particular aircraft equipment configuration and operational
conditions.
An OPERATOR’S MEL may differ in format from the MMEL, BUT CANNOT BE LESS
RESTRICTIVE THAN THE MMEL. The individual operator’s MEL, WHEN APPROVED,
permits operation of the aircraft with inoperative equipment.
The MMEL MUST NOT BE USED AS AN OPERATOR’S MEL because it does not take into
account:
- Operator-specific requirements, definitions, operations or regulations
- Specific flight operations
- Equipment added or modified by the operator after manufacturer delivery (e.g.
Supplemental Type Certificate).
1-02 PRINCIPLE
For the sake of brevity, the MEL does not include:
- Obviously required items such as wings, rudders, flaps, engines, landing gear...
- Items which do not affect the airworthiness of the aircraft such as galley equipment,
entertainment systems...
- Passenger convenience items…

Suitable conditions and limitations in the form of placards, maintenance procedures, crew
operating procedures and other restrictions as necessary are specified in the MEL to ensure
that an acceptable level of safety is maintained.
The MEL is intended to permit operation with inoperative items of equipment for a period of
time until repairs can be accomplished. It is important that repairs be accomplished at the
earliest opportunity. In order to maintain an acceptable level of safety and reliability the MMEL
establishes limitations on the duration of and conditions for operation with inoperative
equipment. The MEL provides for release of the aircraft for flight with inoperative equipment.
Operators are to establish a controlled and sound rectification program including the parts,
personnel, facilities, procedures and schedules to ensure timely rectification.
Operators are responsible for exercising the necessary operational control to ensure that an
acceptable level of safety is maintained and to evaluate the new operational capability of the
aircraft.
The exposure to additional failures during continued operation with inoperative systems or
components must also be considered. Wherever possible account has been taken in this MEL
of multiple inoperative items. However, it is unlikely that all possible combinations of this
nature have been accounted for. Therefore, when operating with multiple inoperative items,
the inter–relationships between those items and the effect on aircraft operation and crew
workload must be considered.
WHEN USING THE MEL, COMPLIANCE WITH THE STATED INTENT OF THE PREAMBLE,
DEFINITIONS AND THE CONDITIONS AND LIMITATIONS SPECIFIED IN THE MEL IS
REQUIRED.

Identifies the system per ATA and its item, it indicates the equipment, systems, components for
which dispatch conditions apply. An “if installed” annotation indicates that the listed item is not
applicable to all models or configurations. It does not imply that the aircraft may be operated, in
accordance with the MEL, with the item removed, unless clearly indicated in the associated
Dispatch conditions.
2) Dispatch Condition:
Gives remarks or conditions linked to a MEL dispatch. It indicates the suitable conditions and
limitations in the form of placard, maintenance procedures, operational procedures and dispatch
conditions as necessary to ensure that an acceptable level of safety is maintained.
For each applicable item, the Rectification Interval column indicates the rectification interval
category.

These procedures are normally carried out by qualified flight or cabin crew, but may be
accomplished by other qualified, approved personnel. However the flight crew must always be
informed of the applicable operational procedure prior to each flight under associated MEL item.
When flight situation occurs the operational procedures must always be applied under the
associated item (unless its periodicity of application is clearly specified in remarks and
conditions).
The operational Procedure is described just after the associated Dispatch Condition of the MEL
item and is identified with the same number and title.
b) “M” Column:
The “YES” in Maintenance Column (M) identifies a maintenance procedure to be performed.
These procedures are normally carried out by maintenance personnel, but some elementary
maintenance tasks may be accomplished by crew members or other qualified, approved
personnel. Flight crew can accomplish some of these elementary (m) procedures but it remains
the responsibility of the operator and under its national authority approval.
However it is recommended that maintenance personnel accomplish procedures that require
specialized knowledge, skills, or the use of tools and test equipment. The maintenance
procedures must always be performed one time before the flight under the associated item and,
if applicable, must be repeated at the interval specified in the Remark.
The maintenance Procedure is published in the MEL maintenance Part (MMP) and is identified
with the same number and title.
8) Notes
There are three levels of notes:
- Notes at the level of the item: these notes appear below the item title and before the first
dispatch condition of this item. These notes apply to all the dispatch conditions of the item.
- Notes at the level of the dispatch condition: these notes appear at the end of the dispatch
condition. These notes apply only to this dispatch condition.
- Notes at the level of the requirement: these notes appear within a proviso. These notes apply
only to this requirement.
9) References
References are introduced to assist the Operator in complying with MEL requirements.
However, as indicated in the PREAMBLE, the Operator is still responsible for determining
the applicable interrelationships and associated requirements.

10) NEF
Non-essential equipment and furnishings (NEF) are those items installed on the aircraft as part
of the original certification, supplemental type certificate, or engineering order that have no
effect on the safe operation of flight and would not be required by the applicable certification
rules or operational rules. They are those items that if inoperative, damage or missing have no
effect on the aircraft’s ability to be operated safely under all operational conditions. These
nonessential items may be installed in areas including, but not limited to, the passenger
compartment, flight deck area, service areas, cargo areas, crew rest areas, lavatories, and
galley areas. NEF items are not identified at this MEL or CDL(Configuration Deviation List).
They do not include items that are functionally required to meet the certification rule or for
compliance with any operational rule. Passaredo’s NEF process shall not provide deferral of
items within serviceable limits identified in the manufacture’s maintenance manual or operator’s
approved maintenance program such as wear limits, fuel/hydraulic leak rates, oil consumption,
etc. Cosmetic items that are fully serviceable but worn or soiled may be deferred under an
Passaredo’s NEF procedure.
Once ATR MMEL does not bring NEF items, this Passaredo MEL describes a procedure,
through MNT-066, to create NEF items, control them, to dispatch aircrafts in accordance with
NEF items, responsibilities regarding this procedure, how the items are going to be included and
removed from this MEL, which restrictions are related to the dispatch, and finally how ANAC is
going to be advised about NEF items.
NEF items are included on ATA25, but they not necessarily are ATA25. The reason for this is to
keep all NEF items together, to make it easier for ANAC evaluation and for Passaredo technical
team, and crew, research.

01-01 GENERAL

This document provides information to assist maintenance and flight crew personnel in
identifying potential dispatch conditions following FWS messages. It provides a cross reference
table between FWS messages and potential MEL items reference to be considered for
aircraft dispatch.
3 classes of FWS messages appear on the engine and warning display ( EWD ) and follows the
priority order as :
- WARNING messages: indicates operational or system conditions that require immediate
corrective action.
- CAUTION messages: indicates operational or system conditions that require prompt
corrective action.
- ADVISORY messages: indicates current aircraft configuration and do not indicates any
equipment fault.
These FWS messages affect the dispatch of the aircraft.
The conditions of the messages have to be corrected prior to the flight or the MEL dispatch
conditions and procedures have to be considered to determine if dispatch is possible. This
cross reference table helps finding the MEL associated items for FWS messages.
01-02 PRINCIPLE

EASA – APPROVED
The FWS messages list provides a cross reference to MEL items or remarks for the dispatch
relief if available. It also identifies the no dispatch cases.
If the operator chooses not to consider MEL relief, then maintenance must be accomplished
to rectify any system and/or component failure before aircraft dispatch.
Note
This cross reference table shall be used for guidance purpose only as it does not
cover all the combinations of systems and/or component failures that may cause
FWS message(s)..

The configuration deviation list belongs to airplane flight manual (RN 15 FEB 12). Flight with
certain secondary airframe missing parts is possible as indicated in this list. Any part not
included in this list must be considered as necessary.
When no time rectification interval is given for operating with missing parts, repairs or
replacements must be done at the first station where they can be made, as additional deviations
may require the aircraft to be used as revenue service.
Letter ( m ) against an item indicates that some maintenance action is necessary to permit flight
with these parts missing. Refer to the related section of the Maintenance Manual for this
information.
LIMITATIONS
Dispatch is not allowed with more than two (2) missing CDL items. No more than one (1) item
per ATA chapter in this appendix may be missing unless specifically designated combinations
