Resumo
O programa Redes de Centros de Excelência é talvez a mais dramática inovação em política científica do
Canadá desde a Primeira Guerra Mundial. Este artigo traça seu desenvolvimento, por meio de análise
documental e entrevistas com os atores políticos responsáveis ​pela concepção e implementação do
programa. Estabelecidas em 1989, as redes foram explicitamente projetadas para mudar as normas da
ciência. A intenção era incutir uma abordagem de pesquisa fundamental de longo prazo que considerasse
as possibilidades de uso desde o início. Igualmente importante foi a ideia de que a gestão era essencial
para produzir conhecimento em uma estrutura de rede.
