Em 12 de maio de 1985, um dos trs tanques do Jatob, que transportava 1,5 mil tonelada de gs butano (gs de cozinha), explodiu
no porto pernambucano. Havia dois navios, tambm carregados
com gs butano, prximos ao Jatob um foi retirado pelo prprio
Nelcy, e o outro, por um colega, o prtico Irua da Conceio.
Three decades after the accident with the oil tanker Jatob in
Recife, in April the city council paid homage to pilot Nelcy da Silva
Campos, deceased in 1990. Nelcy prevented an accident that
could have destroyed part of the city by towing the burning oil
tanker far from the coast.

On May 12, 1985, one of the three tanks on the Jatob, which was
carrying 1,500 tons of butane gas (cooking gas), exploded in the
Pernambuco port. Two other ships, also loaded with butane gas,
were moored next to the Jatob; Nelcy moved one away and his
colleague, pilot Irua da Conceio, moved the other.
There were no victims, but a catastrophe could have occurred if
Nelcy had not taken the initiative to tow the vessel away. The
Jatob caught fire a few meters from the Brum Tank Complex,
where flammables were stored. According to specialists, an
explosion there would have destroyed the port and several of
the citys neighborhoods over a radius of three miles.
The Fire Brigade was quick to reach the port, but its efforts were
not enough to quench the fire. The flames were 20 meters high and
some warehouse walls were already partially destroyed or badly
damaged.
Nelcys participation in the episode was as a volunteer, but he then
was considered a hero after having towed the Jatob under dire
conditions, risking his own life. With the help of sailors and his
amazing skill, the pilot successfully moved the vessel beyond the
bar, saving lives as well as public and private property.

ATPR starts
its third cycle
The first two classes of 2015 have inaugurated the third cycle of
the Pilots Refresher Course (ATPR Curso de Atualizao para
Prticos), which will be extended to 2019. It is estimated that in
the end all qualified and working pilots, except for pilots and
pilot apprentices from the 2012 selective process, that is, 450
professionals, will have attended this course.
During 2014 the Technical Council members studied and discussed
how to reformulate the refresher course, as its name indicates,
without losing focus on the recommendations on pilot training,
certification and operating procedures contained in the IMO
Resolution A.960 (23). At the latest TC meeting last October,
decisions were taken and guidelines adopted on how to act from
the third cycle on.
Last year, CONAPRA invested heavily in sending instructor pilots to
the Maritime Institute of Technology and Graduate Studies
(MITAGS), Maryland, to upgrade the instructors qualifications,
mainly with regard to new technologies; to motivate them for
instruction practices; and prospect new instructor pilots, since
often problems arise for taking classes in their time off.
After training, it was found that this was the right measure, since
everyones contribution was fundamental in formatting and
programming the lectures and objectives of the course, as well
as standardizing procedures in running ATPR activities.
The main Technical Council guideline for the course in this cycle
was to encourage the use of e-navigation equipment and introduce
the new pilots to the latest technologies used on the bridges of
the ships that visit the Brazilian pilotage zones.

Como podemos observar, a fora do vento em um navio com muita rea lateral pode ser muito grande. Esse exemplo considera uma situao
de navio parado com vento de travs. Para se deslocar contra o vento, a fora necessria (rebocadores, propulsores laterais, fora transversal dos propulsores principais/fora exercida pelo leme) de 364 toneladas.

Na maioria dos navios, porm, existe espao para ajustes e no

regulares medida que muda a bordo a distribuio do combustvel, da gua e do lastro. Esse processo recebe grande auxlio
quando o navio equipado com monitores de trim, que fornecem a
orientao necessria para os ajustes indispensveis.
Os motivos pelos quais o trim ideal no pode ser mantido ao longo
de toda a viagem variam: vo desde restries de calado em um
porto ao transporte de carga de convs. Vale lembrar que a otimizao do trim pode trazer economia de at 5%.

caractersticas de consumo de combustvel do navio tornar possvel a identificao precoce de qualquer deteriorao.
A manuteno de rotina e o monitoramento das condies garantiro eficincia mxima na operao da mquina e, por conseguinte,
menos poluio. Isso se aplica tambm aos sistemas de recuperao
trmica. Semelhantes s mquinas a diesel, eles so algumas vezes
otimizados para operar em velocidades mais altas. No obstante, o
sistema ainda dever ser operado corretamente e receber manuteno regular para que se possa obter benefcio mximo.
O guia, em suma, apresenta fatos e informaes-chave sobre as
iniciativas da indstria de navegao comercial para economizar
combustvel, assim como as aes adotadas pela IMO para apoiar
esse segmento de forma que ele explore sua operao com eficincia no consumo de energia, fator fundamental para a navegao
sustentvel.
A IMO acredita que melhorar em 40% a eficincia energtica dos
navios seja meta vivel para a indstria de navegao martima, o
que reduziria significativamente a emisso de dixido de carbono.
A principal mensagem a seguinte: cada martimo, com pleno
apoio de sua empresa, pode dar sua contribuio.

o impulsionava, at que, quando se sentiu preparado, prestou
concurso e passou para a praticagem do Rio de Janeiro. A melhor

gives me enormous pleasure he comments, mentioning pilots
Francisco Oliveira (Chico), Z Peixe and Claudio Ferraz as men
who greatly influenced him in his professional life, either from the
lessons learned or from admiration.
Today he thinks it essential to reassure the crew of the tugs and
pilot motorboats. He therefore makes a point of praying to the
great Helmsman before he goes to work. The work is collective
and everyone needs to feel good.
All our sustenance depends on it. Its not easy, its not a walkover,
it's a daily challenge he concludes.
Mr Mello
One word that can describe pilot Fabio Mello Fontes is eloquence.
He talks a lot and fluently. If the subject is pilotage, well it is
advisable for the speaker to reserve a reasonable amount of time
for chatting. Mello Fontes is 76 years old and began in 1969 as a
pilot apprentice in the Santos coastal region in So Paulo State.
What is remarkable in him is the passion with which he talks about
the profession. He is so enthusiastic that he gives the impression
of being a newcomer despite having worked for more than forty
years as a pilot.
He has an excellent memory and recalls details of events of long
ago, names of old ships and people who have already passed, and
has so many tales to tell, that at this time in his life he could
easily retire and start writing books on what he experienced as a
Merchant Navy officer and pilot. Retirement, however, is not in his
plans. He says that as long as he isnt a bother to anyone, hell
carry on. Since hes in great shape, that doesnt pass through his
mind at the moment.
Im very disciplined. I love rules and regulations. I dont drink
or smoke and am very punctual. When I know Im going on
maneuver in the early morning and I get ready, I follow a small
ritual. I have some soup at 7:30 p.m., go to bed and switch on the
air-conditioning. I dont sleep because my biological clock doesnt
allow it, but I rest and recharge my batteries, and go onboard
rested and in a good mood he explains.
Those attending the Latin American Pilots Forum in Bzios, Rio
de Janeiro state, in 2013 were witness to how Mello Fontes is
respected by his colleagues. When asked how he felt about the
media attacks against pilotage, he said that he felt discredited and
could hardly believe that everything he had helped build was being
irresponsibly called into question.
Having left the podium amidst warm applause after his talk, his
colleague Carlos Alberto de Souza Filho was moved to tears. Souza
Filho said that Mr Mello was like a father to the Santos pilots and

loved what I was doing. At that time there was no GPS, so we had
to use celestial navigation. I loved doing calculations for direction,
marking stars and sun at midday. All this fascinated me he

A book written by a
Portuguese pilot tells the
story of the profession
in Viana port
To know the history of Portuguese pilotage
is like plunging into the early days of
the profession in Brazil. The first pilots
working here were Portuguese since
preference was given to professionals
who had already plied their trade
in Portugal. The word for pilotage in
Portugal is "pilotagem", but in Brazil
it is "praticagem", since the pilot (or
prtico in Brazil) was first known as a
practitioner pilot, and only today is
called an inshore marine pilot of
port or river, or simply piloto.
His passion for Viana do Castelo and its harbor was the reason
why pilot Manuel de Oliveira Martins has offered a valuable
contribution to the history of pilotage in Portugal. He studied
books, magazines, journals and documents in files and libraries, in
a comprehensive research on the activity in the region. The result
can be seen in the book Pilotos da Barra de Viana do Castelo 100
anos de histria (1858/1968) [Pilots of Barra de Viana do
Castelo 100 years of history], published in 2010.
In the introduction, Oliveira Martins explains that Viana do Castelo
owes a lot to its privileged geographical location in the Minho
province and to its harbor, considered for centuries the most
important in the region. Situated at the mouth of the Lima River,
northwest of the Iberian Peninsula, the port of Viana do Castelo is
surrounded by reefs at the entrance, which justifies the existence
there of inshore marine pilots. Of course, the coming and going
of ships with a larger draft gave rise to training personnel skilled
in such maneuvers.
He reckons that it is impossible to be precise about the time when
a navigator had help for the first time in Viana by someone with
local knowledge to berth a ship. It is known, however, that the first

people involved in this work came from the fishing activity, because
of the fishermens vast knowledge of the depths and their nature,
currents and winds.
The book begins with the author justifying the emphasis on the
period of the study 1858 to 1968. This is because the first
general regulation applied to this profession was drafted in 1858,
a year before its publication on September 30, 1859, when the pilot
corporations were created, putting an end to the regulations in all
ports. A hundred years later in 1958, the General Pilots Corporation
was created, another benchmark in the profession in Portugal.
He also mentions in the introduction:
Viana do Castelo originated from the sea, next to the sea and
for the sea. Every activity related to sea life is a natural part of
its history, deep-rooted in its people. Most of them have a
relative, a friend who has or had some connection with the sea,
and this is another reason to bring to light facts and events of
Vianas past.

The Camellia Freedom Award was created by the Center for
Interaction of Marginalized Populations (Ceap), a nongovernmental organization founded in Rio de Janeiro in 1989 by
former inmates of the now extinct National Foundation for the
Wellbeing of Minors (Funabem) with the help of leaders of social
movements.
It is an annual award and its purpose is to encourage companies,
universities, and public and private institutions to undertake
projects that give value to diversity and ethnic inclusion in their
spheres. The awards go to public or private groups that, during
the year, have shown firm commitment to the inclusion of
Afro-descendants in Brazilian society, and personalities whose
lives were driven by the fight for promoting and adding value to the
elements of black culture and identity.
Ceap activities consist of fighting for a fairer society, where
opportunities are offered to all without distinction. One of the main
workfronts consists of the effective consolidation of federal law
no. 10639/03, making it mandatory to teach African and AfroBrazilian culture and history in primary and secondary schools.
Ivanir dos Santos, teacher and religious leader, head of Ceap, is
known worldwide for his work on behalf of human rights.
