E XPRESSÕES I DIOMÁTICAS
O idioma Inglês é uma das línguas mais vastas e mais vivas do mundo. Ela é composta de mais
de 1,5 milhões de palavras. Além disso, a mesma palavra pode ter vários significados diferentes
dependendo do contexto em que é colocado, duas (ou mais) palavras podem ter exatamente a
mesma grafia, mas são pronunciadas de forma diferente, dependendo de seus significados.
As Expressões Idiomáticas (Idioms) não têm o mesmo significado das palavras que você encontra
no dicionário quando as pesquisa separadamente, ou seja não podem ser traduzidas ao pé da
letra. Isto torna então difícil para os alunos e leitores interpretarem corretamente um texto em
Língua Inglesa. Elas são palavras, frases ou expressões que são comumente utilizados no
cotidiano na conversação dos falantes nativos de Inglês. Elas são muitas vezes metafóricas
(significado não-literal) e tornam a linguagem mais colorida.
Existem centenas delas, aqui nesta aula, veremos as principais, algumas das mais usadas.
Observe inicialmente o exemplo abaixo, que caiu numa prova da CGU:
Bite the dust = ser derrotado, ser vencido, cair morto ou ferido, bater as botas, chegar ao fim,
falhar.
No texto da prova, que é um artigo do The Economist, o título é Another one Bites the Dust (
Mais um é derrotado), o texto se refere ao governo romeno que foi subjugado. Observe outro
exemplo com a mesma expressão no artigo abaixo que também é do The Economist:
OFF THE HOOK = FORA DO GANCHO – (Literal) Foi originalmente uma referência ao telefone,
aquele modelo mais antigo, analógico, que você tinha que discar, geralmente quando alguém
não queria atender o telefone, então o deixava fora do gancho (off the hook), e aí não tinha o
perigo de ser incomodado.
OFF THE HOOK – (Figurado) – Ser inocentado, estar livre de culpa ou de uma obrigação
incômoda, ou responsabilidade; não ter que fazer algo que você não gosta, legal, sem problema;

É claro, não podemos deixar os democratas completamente sem culpa.

Origem = vem do século dezenove e refere-se a alguém que está tão furioso ou insano que

Uso figurado = estar tão zangado ou agitado ao ponto de ter que ser refreado, consternado;

Uso Figurado: algo que é generalizado, tornado comum, atravessou barreiras, algo que inclui ou
tem efeito sobre todas as pessoas, classes e categorias. Algo que está sendo propagado,
tornado geral, difundido.

Come in out of the rain – entre e saia da chuva = acorde para a realidade, passe a ver as coisas
que estão acontecendo ao redor
Cry over spilled milk – chorar o leite derramado – ficar triste por algo que não pode ser desfeito;

Há duas formas de relatar o que alguém disse: pelo discurso direto e pelo indireto. No discurso
direto (direct speech ou quoted speech) é relatado o que foi dito usando as mesmas palavras da
pessoa, ou seja, reproduzindo as palavras exatas de um falante ou interlocutor. Este discurso é
usado em: citações, conversações nos livros de ficção, peças de teatro, relatórios, depoimento
de testemunhas,etc. No discurso direto sempre está entre aspas o que a pessoa disse, palavra
por palavra:
No discurso indireto (indirect speech ou reported speech) é contado o que foi dito com as
próprias palavras de quem o relata. Não se usa aspas para expressar o que foi dito no discurso
indireto, e não tem que ser palavra por palavra, o relatante usa as suas palavras para transmitir o
discurso:
Ao relatar o que alguém disse, de forma indireta, precisamos modificar o tempo verbal, o
advérbio e, às vezes, o pronome. Observe as mudanças em negrito nos exemplos abaixo:
Discurso Direto:
They said: “We are going to sell the old house.”
Eles disseram: “Vamos vender a casa antiga.”
Discurso Indireto:
They said that they were going to sell the old house.
Eles disseram que eles iam vender a casa antiga.
Discurso Direto:
Laura said:”My cousin has gone to Brazil”.
Discurso Indireto:
Laura said that her cousin had gone to Brazil.
Laura disse que o primo dela tinha ido para o Brasil.
Quando usamos o discurso indireto as frases em geral mudam. Isto é por que quando nós
transmitimos o discurso de forma indireta, nós usualmente estamos falando sobre um tempo no
passado (por que obviamente a pessoa de quem falamos originalmente falou no passado). Os
verbos portanto usualmente têm que está no passado também. Observe novamente abaixo a
mudança no tempo verbal que há quando se passa do discurso direto (direct ou quoted speech)
para o discurso indireto (indirect speech):
Mas, se o verbo (ação) for no tempo presente, o discurso indireto ou relatado permanece no
tempo presente. Observe que no exemplo abaixo há mudança apenas no pronome.
Discurso direto:
Steve says:”My children are hungry”.
Steve diz:”Meus filhos estão com fome.”
Discurso Indireto:
Steve says his children are hungry.
Steve diz que os filhos dele estão com fome.
John told me, “You know him” - John told me I knew him.
O João me disse,"Você o conhece." -> O João me disse que eu o conhecia.
"We are having lunch" -> They said they were having lunch.
"Estamos almoçando" -> Eles disseram que estavam almoçando.
"I have finished my homework" -> He said he had finished his homework.
"Eu terminei meu dever de casa" -> Ele disse que tinha terminado o seu dever de casa.
“We had bought a car” -> They said they had bought a car.
“Tínhamos comprado um carro” – Eles disseram que tinham comprado um carro.
"I have been studying English" -> She said she had been studying English.
"Eu tenho estudado English" -> Ela disse que tinha estudado Inglês.
"We are going to the airport" -> They said they were going to the airport.
“Estamos indo para o aeroporto” – Ele disseram que estavam indo para o aeroporto.
"I will go to the bank tomorrow" -> He said he would go to the bank tomorrow.
“Irei ao banco amanhã” - Ela disse que iria ao banco amanhã.
N UMERAIS
If a person does not keep up with household chores, he or she will find that things pile up with
alarming speed.
Se uma pessoa não acompanhar as tarefas domésticas, ele ou ela vai achar que as coisas se
acumulam com uma velocidade alarmante.
If people do not keep up with household chores, they will find that things pile up with alarming
speed.
Se as pessoas não acompanharem as tarefas domésticas, eles(as) vão achar que as coisas se
acumulam com uma velocidade alarmante.
They distributed the books yesterday – one took five, another six, someone else got three or
four.
Eles distribuiram os livros ontem – uma pessoa levou cinco, outra levou seis, e mais alguém
levou três ou quatro.
Em Inglês os milhares são divididos por vírgula e não por ponto como no Português. E os
decimais são divididos por ponto.
They levied $123,000 fines on ten economists for purportedly misleading consumers.
Eles aplicaram multas de 123.000 dólares em dez economistas por supostamente enganarem
os consumidores.
Os números ordinais indicam a posição de algo em um grupo. Eles são usados para
indicar: datas, ordem de eventos, posição no espaço ou ordem de qualidade. Geralmente se usa
o artigo definido the com os números ordinais. Veja os exemplos abaixo:
Os números ordinais geralmente são formados quando se acrescenta o sufixo -th aos números
cardinais. Observe que ao se usar números acrescenta-se o sufixo -th depois do número.
Os números que terminam com “y” também são irregulares. O “y” é substituído por -ieth:

M ARCADORES DE D ISCURSO

usual. O Right indica um interlecutor está concordando em algo com o outro. O marcador de
discurso Anyway indica uma mudança de assunto, onde a interlocutora que antes estava
chateada agora está bem, visto que aquele que a chateou pediu perdão. Usa-se esse marcador
de discurso para mudar o tópico, voltar ao tópico original ou concluir o que se estava dizendo.
Na escrita, eles são usados pelo autor para guiar o leitor através do texto destacando o que é
mais importante e tornando a leitura mais compreensível, coerente e agradável. Um dos modos
mais importantes em que o autor usa os marcadores de discurso é para fazer com que a próxima
oração ou frase retome algo que foi citado anteriormente. Alguns exemplos:
With poor connectivity, rural firms struggle to break into the economy. In addition / Moreover/
Furthermore, rural areas have lost out from Britain government’s austerity programme. (The
Economist)
Com conectividade pobre, as empresas rurais lutam para serem introduzidas na economia. Além
do mais / Além disso, as áreas rurais não tem recebido ajuda do programa de austeridade do
governo da Grã-Bretanha.
Para mudar de assunto e falar de algo que não está conectado com o assunto principal usa-se o
marcador de discurso By the way (a próposito, por falar nisso, aliás, mudando de assunto). Ele
vem no início da frase ou no meio da frase entre vírgulas:
Observe o contexto, pois se o by the way significar “pelo modo”, ele não é marcador de
discurso:
O marcador de discurso On the other hand (por outro lado, mas) expressa uma ideia que
contrasta com algo que foi citado anteriormente.
Many mothers work on the outside, not out of choice, but out of necessity. On the other hand,
some mothers work, not for financially needs, but for self-fulfillment.
Muitas mães trabalham fora, não por que queiram, mas por que precisam. Por outro lado,
algumas mães trabalham, não por necessidade, mas por realização pessoal.
Há muitos marcadores de discurso para mostrar atitude como satisfação, arrependimento,
opinião, etc. Veja alguns exemplos:
Alguns marcadores de discurso são usados para indicar ordem ou sequência. Podem aparecer
em uma pequena lista ou espalhados pelo texto com parágrafos entre si.
The first was his mocking of a reporter with disabilities...The second was Mr. Trump’s
repeated insistence that Gonzalo Curiel, a federal judge, could not rule fairly…Third was Donald
Trump’s criticism of a grieving parents of Army Capt. Humayun Klan, who was killed in Iraq.

Uma Question Tag é uma pergunta usada para confirmação que é acrescentada ao final
de uma frase com o objetivo de confirmar se uma informação é verdadeira. As Questions Tags
podem ser positivas ou Negativas. Se a frase for positiva, a tag será negativa. Se a frase for
negativa, a tag será positiva.
Se a frase principal tiver um verbo auxiliar, então a question tag é feita com o mesmo verbo
auxiliar.
She will travel with us, won’t she? – Yes, she will.
Ela vai viajar conosco, não vai? – Sim, ela irá.
Para as frases afirmativas sem verbos auxiliares e que não tenham o verbo to be (ser, estar)
como verbo principal, usa-se os auxiliares Do ou Does (Presente) e Did (Passado) para fazer
as questions tags.
As respostas curtas são aquelas que são dadas em resposta às questions tags, geralmente yes
(sim) ou no (não). Elas também são dadas às perguntas curtas.
She can’t play the piano, can she? – No, she can’t.
Ela não sabe tocar piano, ela sabe? – Não, ela não sabe.
W H -Q UESTIONS
As Wh-questions são aquelas palavras que são usadas para fazer perguntas em Inglês,
cuja maioria começa com Wh. São elas: Who (quem), What (o que), Where (onde), When
(quando), Why (por que), Which (que, qual), Whose (De quem) e How (como). Diferente das
questions-tag e perguntas curtas, as Wh-questions não podem ser respondidas apenas com
yes (sim) ou no (não).
How are poetry and music related? - Como a poesia e a música estão relacionadas?
Both of them appeal to our feelings and emotions. = Ambas apelam para nossos sentimentos e
emoções.
Why did she buy a new car? – Because her old one doesn’t run anymore.
Por que ela comprou um carro novo? – Por que o carro velho dela não funciona mais.
I NFINITIVO E G ERÚNDIO
Alguns verbos são usados apenas com o Infinitivo e outros apenas com o Gerúndio. Outros são
usados com ambos.
Nos exemplos abaixo veja como o Gerúndio aparece depois de certos verbos:
Outros exemplos de verbos que são usados apenas com o Gerúndio são: admit (admitir),
advise (advertir), consider (considerar), discuss (discutir), dislike (não gostar), finish
(terminar), suggest (sugerir).
Nos exemplos abaixo veja como o Infinitivo aparece depois de certos verbos:
Outros exemplos de verbos que são usados apenas com o Infinitivo são: appear (aparecer),
choose (escolher), decide (decidir), expect (esperar), hope (esperar), seem (parecer), wait
(esperar).
O primeiro tipo é conhecido como Zero Conditional. É usado para se referir a uma condição
em geral ou para falar de algo que geralmente acontece. O seu formato é:
O quarto tipo é conhecido como Third Conditional. Usa-se quando é impossível que a
condição seja cumprida, porque se refere ao passado.
If they had found his address, they would have sent him an invitation.
Se eles tivessem achado o endereço dele, eles lhe teriam enviado um convite.
Observe o uso dos pronomes na oração explicativa: para se referir a pessoas se usa os pronomes
who (que, o/a qual), whom (cujo, quem) ou o that (que) e para se referir a coisas e
situações se usa o pronome which (que, o/a qual) ou o that (que). O pronome possessivo
whose (cujo, de quem) é usado tanto para pessoas como coisas.
Nas frases restritivas acima não são usadas vírgulas, as orações relativas introduzidas pelos
pronomes nos indicam exatamente de que pessoa e coisa estamos falando.
Jeannette Rankin, the first woman to hold national office in the United States, was
born in 1880.
Jeannette Rankin, a primeira mulher a ocupar cargo nacional nos Estados Unidos,
nasceu em 1880.
No exemplo acima a frase apositiva está entre vírgulas por que a informação não é importante.
Sem a frase apositiva, a oração ficaria:
The first woman to hold national office in the United States Jeannette Rankin was born in
1880.
A primeira mulher a ocupar cargo nacional nos Estados Unidos Jeannette Rankin nasceu em
1880.
Na frase acima não precisamos colocar a apositiva entre vírgulas por que essa informação é
essencial. Se tirarmos a apositiva a oração ficaria:
The first woman to hold national office in the United States was born in 1880.
A primeira mulher a ocupar cargo nacional nos Estados Unidos nasceu em 1880.
R ESUMO
• A Expressão Idiomática OFF THE HOOK significa: Ser inocentado, estar livre de culpa ou
de uma obrigação incômoda, ou responsabilidade; não ter que fazer algo que você não
gosta, legal, sem problema;
• A melhor forma de estudar expressões idiomáticas é resolvendo questões.
• No Discurso Direto sempre está entre aspas o que a pessoa disse, palavra por palavra: Ex:
She said: “I am enjoying my new house”. Ela disse: “Estou gostando da minha casa nova”.
• Em Inglês os milhares são divididos por vírgula e não por ponto como no Português. E os
decimais são divididos por ponto.
• Para mudar de assunto e falar de algo que não está conectado com o assunto principal
usa-se o marcador de discurso By the way (a próposito, por falar nisso, aliás, mudando de
assunto).
• As Questions Tags podem ser positivas ou Negativas. Se a frase for positiva, a tag será

• As orações condicionais (conditional sentences) também são conhecidas como if
frases. Eles são usadas para expressar que a ação da oração principal (sem if) só pode
ocorrer se uma determinada condição (na cláusula com if) for cumprida.
• Use a tabela de conectivos para aprimorar seus estudos e fixação de vocabulário.

The adoption of cloud computing has been on the up since as far back as 2008, when a survey
conducted by the Pew Research Institute found that cloud services were used by nearly 69% of
Americans. Since then, the industry has experienced hyper-growth and exceeded the already
vast predictions of how big it would become.
IDC predicts that the cloud computing market in 2017 will be worth $107 billion and, according
to Gartner, by 2020 a corporate ‘no-cloud’ policy will be as unusual as a ‘no-internet’ policy
would be today. Indeed, it would be difficult to imagine an organisation in 2017 that did not use
webmail, file sharing and storage, and data backup.
As the use of cloud computing spreads so does awareness of the associated risks. At the time of
writing, there have been 456 data breaches worldwide this year according to the Identity Theft
Resource Center (ITRC). The ITRC also noted a 40% increase in data breaches in 2016 compared
to the previous year. Yet, despite the well-documented cases of data breaches, organisations
continue to invest in and adopt cloud-computing services because the benefits usually outweigh
the risks.
To understand why the growth of cloud computing has continued in the face of high-profile data
breaches, look first to what it can offer an organisation.
Cloud computing is a virtual environment that can adapt to meet user needs. It is not constrained
by physical limits, and is easily scalable – making it an obvious choice for start-ups. Cloud

CO2 emissions in history. Public spending on sustainable energy in economic recovery packages
has only mobilised around one-third of the investment required to jolt the energy system onto a
new set of rails, with the largest shortfall in developing economies that continue to face a
pressing public health crisis. Progress towards universal energy access has stalled, especially in
sub- Saharan Africa.
The direction of travel is a long way from alignment with the IEA’s landmark Net Zero
Emissions by 2050 Scenario (NZE), published in May 2021, which charts a narrow but achievable
roadmap to a 1.5C stabilisation in rising global temperatures and the achievement of other
energy-related sustainable development goals.
Pressures on the energy system are not going to relent in the coming decades. The
energy sector is responsible for almost three-quarters of the emissions that have already pushed
global average temperatures 1.1C higher since the pre-industrial age, with visible impacts on
weather and climate extremes. The energy sector has to be at the heart of the solution to climate
change.
At the same time, modern energy is inseparable from the livelihoods and aspirations of a
global population that is set to grow by some 2 billion people to 2050, with rising incomes
pushing up demand for energy services, and many developing economies navigating what has
historically been an energy -- and emissions-intensive period of urbanisation and industrialisation.
Today’s energy system is not capable of meeting these challenges; a low emissions revolution is

Management ideas, traditional Weberian administration still is the main organizing principle. This
is the picture that emerges from a large-scale survey among the entire population of top civil
servants in 18 European countries. The findings have now been published in our book — Public
Administration Reforms in Europe: The View from the Top.
True, many tools and management practices associated with the NPM such as staff performance
talks or management by objectives have become very common. Across all countries, the almost
7000 top civil servants we surveyed list achieving results and ensuring an efficient use of
resources among the most important roles they have. They are also in agreement that, compared
to five years ago, the public sector has made major progress in terms of efficiency and service
quality — two main objectives of the NPM.
There are ‘NPM champions’ — countries that have gone further than others in reforming the
Weberian state. Think the UK or the Netherlands, where public employment is increasingly
normalised, and delivery contracted out. But even there, the structures of traditional public
administration remain firmly in place.
Some elements of the NPM are still mainly absent from current management practice in
European countries. Internal steering by contract is not very common, and performance related
pay is very rare despite the popularity in reform talk. The weak presence of flexible employment
also shows that the Weberian model still dominates. Despite attempts to normalize public
employment in some countries, civil servants still enjoy a unique statute. We also observed this
during the fiscal crisis, where outright firing permanent civil servants or cutting salaries has been
relatively rare.
For civil servants, referring issues upwards in the hierarchy is still the dominant response in
situations when responsibilities or interests conflict with that of other organisations. European
top civil servants consider the impartial implementation of laws and rules as one of their
dominant roles, and largely prefer state provision of services over market provision, with the
exception of the British, Danish, and Dutch.
There are clear country differences, with management ‘champions’ such as the UK, Estonia,
Norway and the Netherlands, and more legalistic and traditional public administrations such as in
Austria, France, Germany, Hungary and Spain. The adoption of newer reform ideas suggest that
the Weberian state may now be in decline. Yet some of the other findings of the survey,
reported above, show that Weberianism’s main ideas are still deeply embedded in European
countries.

Police officers’ ability to recognize and locate individuals with a history of committing crime is
vital to their work. In fact, it is so important that officers believe possessing it is fundamental to
the craft of effective street policing, crime prevention and investigation. However, with the total
police workforce falling by almost 20 percent since 2010 and recorded crime rising, police forces
are turning to new technological solutions to help enhance their capability and capacity to
monitor and track individuals about whom they have concerns.
One such technology is Automated Facial Recognition (known as AFR). This works by analyzing
key facial features, generating a mathematical representation of them, and then comparing them
against known faces in a database, to determine possible matches. While a number of UK and
international police forces have been enthusiastically exploring the potential of AFR, some
groups have spoken about its legal and ethical status. They are concerned that the technology
significantly extends the reach and depth of surveillance by the state.
Until now, however, there has been no robust evidence about what AFR systems can and cannot
deliver for policing. Although AFR has become increasingly familiar to the public through its use
at airports to help manage passport checks, the environment in such settings is quite controlled.
Applying similar procedures to street policing is far more complex. Individuals on the street will
be moving and may not look directly towards the camera. Levels of lighting change, too, and the
system will have to cope with the vagaries of the British weather.

As with all innovative policing technologies there are important legal and ethical concerns and
issues that still need to be considered. But in order for these to be meaningfully debated and
assessed by citizens, regulators and law-makers, we need a detailed understanding of precisely
what the technology can realistically accomplish. Sound evidence, rather than references to
science fiction technology --- as seen in films such as Minority Report --- is essential.
With this in mind, one of our conclusions is that in terms of describing how AFR is being applied
in policing currently, it is more accurate to think of it as “assisted facial recognition,” as opposed
to a fully automated system. Unlike border control functions -- where the facial recognition is
more of an automated system -- when supporting street policing, the algorithm is not deciding
whether there is a match between a person and what is stored in the database. Rather, the
system makes suggestions to a police operator about possible similarities. It is then down to the
operator to confirm or refute them.

As with all innovative policing technologies there are important legal and ethical concerns and
issues that still need to be considered. But in order for these to be meaningfully debated and
assessed by citizens, regulators and law-makers, we need a detailed understanding of precisely

The adoption of cloud computing has been on the up since as far back as 2008, when a survey
conducted by the Pew Research Institute found that cloud services were used by nearly 69% of
Americans. Since then, the industry has experienced hyper- growth and exceeded the already
vast predictions of how big it would become.
IDC predicts that the cloud computing market in 2017 will be worth $107 billion and, according
to Gartner, by 2020 a corporate ‘no-cloud’ policy will be as unusual as a ‘no-internet’ policy
would be today. Indeed, it would be difficult to imagine an organisation in 2017 that did not use
webmail, file sharing and storage, and data backup.
As the use of cloud computing spreads so does awareness of the associated risks. At the time of
writing, there have been 456 data breaches worldwide this year according to the Identity Theft
Resource Center (ITRC). The ITRC also noted a 40% increase in data breaches in 2016 compared
to the previous year. Yet, despite the well-documented cases of data breaches, organisations
continue to invest in and adopt cloud-computing services because the benefits usually outweigh
the risks.
To understand why the growth of cloud computing has continued in the face of high-profile data
breaches, look first to what it can offer an organisation.
Cloud computing is a virtual environment that can adapt to meet user needs. It is not constrained
by physical limits, and is easily scalable – making it an obvious choice for start-ups. Cloud
computing makes state-of-the-art capability available to anyone with an internet connection and
a browser, reducing hardware and IT personnel costs.
Cloud services and software applications are managed and upgraded off-site by the provider,
meaning organisations can access technology they would not have been able to afford to install
and manage on their own. The popularity of the cloud essentially comes down to its provision of
advanced, next- generation IT resources in an environment that is cheaper and more scalable
than local networks.
The risks involved with cloud computing are mostly security- based. Clouds are often made up of
multiple entities, which means that no configuration can be more secure than its weakest link.
The link between separate entities means that attacks to multiple sites can occur simultaneously.
When cloud providers do not employ adequate cyber security measures, those clouds become a
target for cybercriminals.
Yet, it’s not all bad news. A user survey conducted by one cloud service provider found that
concerns about security fell to 25% compared to 29% last year. And as more becomes known
about security risks so too does our knowledge around what organisations can do to protect
themselves.

In auditing, the concept of professional skepticism is ubiquitous. Just as a Jedi in Star Wars is
constantly trying to hone his understanding of the “force”, an auditor is constantly crafting his or
her ability to apply professional skepticism. It is professional skepticism that provides the
foundation for decision-making when conducting an attestation engagement.
A brief definition
The professional standards define professional skepticism as “an attitude that includes a
questioning mind, being alert to conditions that may indicate possible misstatement due to fraud
or error, and a critical assessment of audit evidence.” Given this definition, one quickly realizes
that professional skepticism can’t be easily measured. Nor is it something that is cultivated
overnight. It is a skill developed over time and a skill that auditors should constantly build and
refine.
Recently, the extent to which professional skepticism is being employed has gained a lot of
criticism. Specifically, regulatory bodies argue that auditors are not skeptical enough in carrying
out their duties. However, as noted in the white paper titled Scepticism: The Practitioners’ Take,
published by the Institute of Chartered Accountants in England and Wales, simply asking for
more skepticism is not a practical solution to this issue, nor is it necessarily always desirable.
There is an inevitable tug of war between professional skepticism and audit efficiency. The more
skeptical the auditor, typically, the more time it takes to complete the audit.
By its definition, professional skepticism is a concept that specifically applies to auditors, and is
not on point when it comes to other audit stakeholders. This is because the definition implies
that the individual applying professional skepticism is independent from the information he or
she is analyzing. Other audit stakeholders, such as members of management or the board of
directors, are naturally advocates for the organizations they manage and direct and therefore
can’t be considered independent, whereas an auditor is required to remain independent.
However, rather than audit stakeholders applying professional skepticism as such, these other
stakeholders should apply an impartial and diligent mindset to their work and the information
they review. This allows the audit stakeholder to remain an advocate for his or her organization,
while applying critical skills similar to those applied in the exercise of professional skepticism.
This nuanced distinction is necessary to maintain the limited scope to which the definition of
professional skepticism applies: the auditor.
It is also important to be critical of your own work, and never become complacent. This may be
the most difficult type of skepticism to apply, as most of us do not like to have our work
criticized. However, critically reviewing one’s own work, essentially as an informal first level of
review, will allow you to take a step back and consider it from a different vantage point, which
may in turn help detect errors otherwise left unnoticed. Essentially, you should both consider
evidence that supports the initial conclusion and evidence that may be contradictory to that
conclusion.
The discussion in auditing circles about professional skepticism and how to appropriately apply it
continues. It is a challenging notion that’s difficult to adequately articulate.

The government wants to open up the Tapajós basin – an area the size of France – for trade with
China. But the indigenous Munduruku won’t let it happen without a fight
Crashing upstream through the São Luiz rapids, the churning river throws the speedboat around
like a child’s toy. There is first a moment of fear, then relief and finally wonder at crossing a
natural boundary that has held back the destruction of this corner of the Amazon for almost five
centuries.
This is the gateway to a land that indigenous inhabitants call Mundurukania, after their tribe, the
Munduruku, which has settled the middle and upper reaches of the Rio Tapajós since ancient
times. The thickly vegetated shores, misty hills and untamed waters – breached at one point by a
dolphin – mark it out as one of the few regions of the planet still to be explored and exploited by
industrial commerce.
The tranquillity is breathtaking, but misleading. These rapids are now on the frontline of one of
the world’s most important struggles for indigenous rights and environmental protection. Long
ignored, they are suddenly seen as a strategically crucial step between the nations with the
world’s biggest farms – Brazil – and the world’s most numerous dining tables – China. Longer
term, the changes now being planned could bring this waterway closer to the industrialised,
traffic-filled Yangtze in more ways than one.
Over the coming years, the Brazilian government – backed by Chinese and European finance and
engineering – wants to turn this river into the world’s biggest grain canal by building 49 major
dams on the Tapajós and its tributaries.
This would make the rapids navigable by barges carrying produce from the deforested cerrado
savanna of Mato Grosso – which produces a third of the world’s soya – up to the giant container
port being planned in the closest city of Santarém and then out to global markets, particularly in
Asia.
The network of dams would also produce 29gW of electricity, increasing Brazil’s current supply
by 25%. A consortium headed by Furnas – a subsidiary of the state-run energy utility Electrobras
– plans to sell the power to distant cities and to local mining companies that want to unearth the
mineral riches under the forest.
For the Brazilian government, this mega-scheme to open up the Tapajós basin – which is roughly
the area of France – is a linchpin of national economic development and trade with China. For
local politicians, it is an opportunity to industrialise, expand and enrich the business of nearby
cities, which expect their populations to double in size over the next 10 years.
For opponents, however, the “hydrovia” – as the river transport scheme is known – and related
projects are the biggest threat ever posed to the native inhabitants, traditional riverine
communities, waters and wildlife. By one estimate,950,000 hectares of forest would be cleared,

sources of energy such as wind and solar PV continued to grow rapidly, and electric vehicles set
new sales records. The new energy economy will be more electrified, efficient, interconnected
and clean. Its emergence is the product of a virtuous circle of policy action and technology
innovation, and its momentum is now sustained by lower costs. In most markets, solar PV or wind

Statecrafting
After 30 years of public administration reform in European countries inspired by New Public
Management ideas, traditional Weberian administration still is the main organizing principle. This
is the picture that emerges from a large-scale survey among the entire population of top civil
servants in 18 European countries. The findings have now been published in our book — Public
Administration Reforms in Europe: The View from the Top.
True, many tools and management practices associated with the NPM such as staff performance
talks or management by objectives have become very common. Across all countries, the almost
7000 top civil servants we surveyed list achieving results and ensuring an efficient use of
resources among the most important roles they have. They are also in agreement that, compared
to five years ago, the public sector has made major progress in terms of efficiency and service
quality — two main objectives of the NPM.
There are ‘NPM champions’ — countries that have gone further than others in reforming the
Weberian state. Think the UK or the Netherlands, where public employment is increasingly
normalised, and delivery contracted out. But even there, the structures of traditional public
administration remain firmly in place.
Some elements of the NPM are still mainly absent from current management practice in
European countries. Internal steering by contract is not very common, and performance related
pay is very rare despite the popularity in reform talk. The weak presence of flexible employment
also shows that the Weberian model still dominates. Despite attempts to normalize public
employment in some countries, civil servants still enjoy a unique statute. We also observed this
during the fiscal crisis, where outright firing permanent civil servants or cutting salaries has been
relatively rare.
For civil servants, referring issues upwards in the hierarchy is still the dominant response in
situations when responsibilities or interests conflict with that of other organisations. European
top civil servants consider the impartial implementation of laws and rules as one of their
dominant roles, and largely prefer state provision of services over market provision, with the
exception of the British, Danish, and Dutch.
There are clear country differences, with management ‘champions’ such as the UK, Estonia,
Norway and the Netherlands, and more legalistic and traditional public administrations such as in
Austria, France, Germany, Hungary and Spain. The adoption of newer reform ideas suggest that
the Weberian state may now be in decline. Yet some of the other findings of the survey,
reported above, show that Weberianism’s main ideas are still deeply embedded in European
