ÀS RELAÇÕES INTERNACIONAIS E AOS ESTUDOS DE DEFESA
EMENTA
A disciplina Introdução às Relações Internacionais e aos Estudo de Defesa tem por objetivo
principal apresentar um panorama abrangente da agenda de pesquisa e da atividade acadêmica na
área da Relações Internacionais e dos Estudos de Defesa. Ao longo da disciplina, é analisada, em
perspectiva interdisciplinar e dialética, uma série de conceitos fundamentais relacionados às
relações internacionais, à agenda de segurança, à política de defesa e às questões estratégicas. A fim
de contemplar a articulação complexa de diversos saberes, a disciplina explora, em suas aulas: a
estrutura da educação e a filosofia da ciência; a sociologia da violência; o conceito de política e as
relações de poder; a origem do Estado, da nação e dos demais atores internacionais; os marcos
fundamentais do sistema internacional, da sociedade internacional e da ordem mundial; as
instituições internacionais; as definições de segurança e de defesa; a agenda tradicional e a nova
agenda de segurança; e a relação entre guerra e paz.

Aula 8: Guerra e Paz
A aula 10 analisa a guerra tradicional, as suas diferentes definições ao longo do tempo; as suas
características permanentes e transitórias; e os seus tipos: convencional, total, assimétrica, irregular,
civil, de libertação nacional, por procuração, psicológica, econômica, preemptiva e preventiva.
Especial ênfase é dada à abordagem de Carl von Clausewitz, bem como ao debate sobre guerra
total e guerra justa.
Em seguida, estuda-se as novas guerras, sua relação com os Estados fragilizados e os seus efeitos
colaterais: refugiados; deslocados internos; vítimas civis; questões de gênero; crianças soldado;
desequilíbrio ecológico; doenças; e desnutrição. Estuda-se, também, os tipos das novas guerras:
conflito intraestatal; conflito não estatal; e violência unilateral.
Por fim, investiga-se os estudos da paz; as manifestações da paz negativa e da paz positiva; bem
como suas relações com a violência pessoal, estrutural e simbólica. Investiga, ainda, sobre as
operações de paz tanto as de primeira quanto as de segunda geração. Investiga, por fim, críticas à
paz liberal e à criação de uma indústria de intervenções humanitárias. E a relação dialética entre
guerra e paz.
