Fantasies of Prevention in American Film
O curso Fantasias da preven-
ção no cinema norte-americano, mi-
nistrado pelo professor convidado
Stefan Willer (Univesidade Humbol-
dt) e pela professora Claudia Linha-
res Sanz (UnB) corresponde a uma
disciplina intensiva do Programa de
Pós-Graduação em Comunicação
da UnB, sendo também uma das
atividades do II Seminário Imagem,
Tecnologia e Subjetividade: Biopo-
líticas do Futuro. Dada a relevân-
cia do tema, o lastro acadêmico do
professor convidado e a importância
de fortalecermos o elo entre ensino,
pesquisa e extensão, o curso será
aberto ao alunos de outras Pós-Gra-
duações; das diversas Graduações
e à comunidade em geral. Fruto de
parceria entre as duas Universida-
des, o curso tem o objetivo de am-
pliar as redes interdisciplinares de
investigação acerca da problemática
da prevenção e do risco; fortalecer o
intercâmbio acadêmico internacio-
nal; estudar suas implicações polí-
ticas e analisar suas representações
imagéticas, sobretudo no cinema.
The Prevention Fantasies in the
American Film course, taught by guest
professor Stefan Willer (Humboldt
University) and Professor Claudia
Linhares Sanz (PPGCOM UNB), is
an intensive subject of Programa de
Pós Graduação em Comunicação
da Unb and also one of the activities
inside the II Image, Technology and
Subjectivity Seminar: Biopolitics
of the Future. Given the relevance
of the theme, the academic
background of the guest Professor
and the importance of fortifying the
link between teaching, research and
extension, the course will be open
to students from other postgraduate
programs; other graduation areas
and to the wider community. As a
result of a partnership between the
two universities, the course aims to
broaden interdisciplinary research
networks on the issues of prevention
and risk, study their political
implications and analyze their
imagery representations, especially
in film. It is thus about strengthening
international academic exchanges
and broadening our education.

 Resumo do curso
Course abstract
A noção de prevenção parece
se constituir como uma das doutrinas
mais efetivas no âmbito da seguran-
ça. Prevenção significa estar prepa-
rado da melhor forma para o futuro,
ou seja, certificar-se de que algo não
aconteça de um determinado modo.
Isso também significa que a noção de
prevenção é caracterizada por uma
estranha negatividade: o futuro por
si mesmo se torna a “causa finalis de
sua própria proibição” (Peter Fuchs). Today,
Hoje, a doutrina da prevenção
é frequentemente vista como um pa-
drão que definiria a forma mais res-
ponsável para o sujeito lidar com sua
vida e com a vida das novas gerações.
Uma lógica presente tanto em ações
precautórias no âmbito doméstico
quanto contra potenciais criminosos
ou ataques terroristas, além de es-
tar presente nas crescentes ofertas
da profilaxia médica. Assim, o com-
plexo (e paradoxal) pensamento
concentrado em antecipações ne-
gativas se tornou uma norma para
lidar com nosso senso de futuro.

The notion of prevention may
count as one of the most effective
doctrines of security. Prevention
means to be prepared for the future
in a way to outsmart it, that is, to make
sure something does not happen in a
certain way. This also means that the
notion of prevention is characterized
by a strange negativity: Future
itself turns into a “causa finalis of
its own prohibition” (Peter Fuchs).
the doctrine of
prevention is often seen as standard
for a responsible way of dealing with
one’s life and the ones of following
generations. This applies similarly to
precautionary actions by domestic
and foreign affairs against potential
criminal or terrorist attacks, but also
to the increasing offers of medical
prophylaxis. Thus, the complex
(and slightly paradoxical) thinking
of negative anticipations has turned
into a normative handling of futurity.
 Nesse sentido, o curso discute
a relevância social da prevenção e
investiga o momento em que ela se
consolidou nas representações fic-
cionais. Começaremos analisando
a base das doutrinas da prevenção
nas práticas de seguro e de precau-
ção; a seguir, discutiremos o enqua-
dramento sociológico do risco, ava-
liando seu atual papel nos debates
médicos, militares e políticos. Cabe
ressaltar que o elemento central do
curso será as diversas representa-
ções cinematográficas nos Estados
Unidos desde 1960. Como esses
filmes lidam com a estrutura pros-
pectiva do pensamento preventivo?
Como contemplam a noção de po-
der e suas potenciais consequências?
Ministrado em inglês, com
tradução para português, o curso
está estruturado a partir de aulas
expositivas, debate acadêmico e
análise fílmica. Ofereceremos tam-
bém, no horário da tarde, a exibi-
ção dos filmes analisados no curso.

The course deals with the social
relevance of prevention, but also
with the momentum it has gathered
in fictional representations. We will
start by analysing the basis of the
doctrines of prevention in practices
of insurance and precaution; by
following its theorization within
the sociological framework of risk;
and by analyzing its current role
in medical, military, and political
debates. However, the main body
of the course will be several filmic
representations in American cinema
since the 1960s. How do these films
deal with the prospective structure
of preventive thinking? How do they
contemplate the notion’s power
and its potential consequences?
Taught in English, with
Portuguese translation, the
course’s structure is based on
lectures, academic debates
and film analysis. The course
will also offer, on overtime, the
screening of films analyzed.

 Pressupostos teóricos: por que estudar a prevenção?
Theoretical Assumptions: should we study “prevention”?
A ‘prevenção’ denota uma ma-
neira específica de controlar e garan-
tir o futuro. O termo é derivado do la-
tim praevenire, ‘antecipar’. O oposto
ideal-típico de um futuro evitável é o
futuro como acontecimento imprevi-
sível, ou seja, um futuro aventureiro
(do latim advenire; cf. avenir francês,
alemão Zukunft). Duas abordagens
contrárias sobre o futuro são, assim,
colocadas em marcha: antecipação
esperançosa ou medrosa versus in-
tervenção ativa. A prevenção, além
de pró-ativa e preventiva, também é
caracterizada por outro aspecto: tipi-
fica o futuro como negativo, ou seja,
a princípio indesejável, razão pela
qual pretende negá-lo. A prevenção
tenta gerenciar situações que ain-
da não ocorreram de modo que, se
possível, elas possam ser impedidas
de se realizarem. O futuro, assim, “de
certo modo, torna-se a causa finalis
de sua própria prevenção. Se a pre-
venção for bem-sucedida, a preven-
ção nunca terá sido o futuro de ne-
nhum presente” (Fuchs 2008: 364).

‘Prevention’ denotes a specific
way of controlling and securing the
future. The term is derived from Latin
praevenire, ‘to preempt’. The ideal-
typical opposite of a preventable future
is the future as impending advent,
i.e. an adventive future (from Latin
advenire; cf. French avenir, German
Zukunft). Two contrary approaches
to the future are thus designated:
hopeful or fearful anticipation versus
active intervention. Prevention,
aside from being proactive and
preemptive, is also characterized by
another aspect: it conceptualizes the
future as negative, i.e. undesirable
on principle, which is why it aims
to negate it. Prevention attempts
to manage situations that have not
occurred yet so that they, if possible,
may never occur. The future thus “in
a way becomes the causa finalis of its
own prevention. It will, if prevention
succeeds,never have been the future of
any present” (Fuchs 2008: 364).
 Poderíamos dizer que, de um
ponto de vista lógico, a prevenção
apresenta aspectos paradoxais. Na
prática, pode se efetivar como efi-
caz e operacional. De toda manei-
ra, qualquer ação preventiva exige,
“em primeiro lugar, que indicadores
atuais prevejam as condições pros-
pectivas indesejadas; em segundo
lugar, que, sem a intervenção, haja
pioras dos indícios de desenvolvi-
mentos indesejáveis; em terceiro lu-
gar, que intervenções precoces pro-
metam máxima minimização de risco
e intervenções preventi vas, e, em
quarto lugar, que possam ser concei-
tuadas como corretivas” (Bröckling
2008: 39). Assim, a tensão entre a
possível implementação da preven-
ção e seus paradoxos lógicos resulta
nas “ambivalências práticas das in-
tervenções preventivas” (ibid.). questions: How does knowledge

de enorme magnitude: como o co-
nhecimento sobre possíveis de-
senvolvimentos futuros ganha lu-
gar socialmente? De que maneira
esse conhecimento circula? Quem
define quais são resultados futu-
ros indesejáveis ​​e aqueles que
deveriam ser vistos como desejá-
veis? Por extensão, quem autoriza
e aprova medidas de prevenção?

From a logical point of view,
prevention is thus paradoxical. In
practice, it can nevertheless be
effective and become operative. Any
preemptive action requires “that,firstly,
unwelcome prospective conditions
can be forecast from present
indicators that, secondly, indications
of undesirable developments
worsen without intervention, that
therefore, thirdly, early interventions
promise maximum risk minimization,
and preemptive interventions
fourthly can be conceptualized as
remedial” (Bröckling 2008: 39). Thus
the tension between the possible
implementation of prevention
and its logical paradoxies results
in the “practical ambivalences of
preemptive interventions” (ibid.).
This leads to far-reaching
about possible future developments
even arise, and how is it distributed?
Who gets to decide what count
as undesirable or desirable
future outcomes? By extension,
who gets to authorize and
approve preemptive measures?
 Essas questões se aplicam
especialmente ao gerenciamento
contemporâneo do futuro, que tem
como um de seus “focos” prever fa-
tores de risco estatísticos e sua oti-
mização preventiva. A prevenção
atinge, assim, não apenas uma di-
mensão fortemente normativa, mas
também normalizadora, e, desse
modo, torna-se totalizante e indivi-
dualizante simultaneamente. Trata-se
de um tipo de orientação para o fu-
turo que se torna padrão em várias
áreas funcionais da sociedade, como
medicina, polícia e forças armadas.
Em um nível muito mais geral,
tem-se argumentado que o “compor-
tamento preventivo” é uma capacida-
de essencialmente humana que as-
segurou a sobrevivência evolutiva de
nossa espécie e levou ao desenvolvi-
mento de sociedades (Blumenberg
2007). A importância dessa interpre-
tação neodarwinista não reside tanto
na afirmação de uma constante inde-
pendente da cultura, mas sim na re-
dução da questão da prevenção das
técnicas sociais contemporâneas para
questões de “comportamento” huma-
no em um nível básico e fundamental.

These questions especially
apply to the future management of
our present age, with its focus on
statistical risk factors and preventive
optimization. Prevention thus attains
not only a strongly normative but
also normalizing dimension, and in
this way it becomes totalizing and
individualizing simultaneously. This
kind of orientation toward the future
has become the standard in various
societal functional areas such as
medicine, the police, and the military.
On a much more general level,
it has been argued that “preventive
behavior” is an essentially human
capacity that once secured our
species’ evolutionary survival and
led to the development of societies
(Blumenberg 2007). The importance
of this neo-darwinist interpretation
lies not so much in its assertion of a
culture-independent constant than in
its reduction of the issue of prevention
from contemporary social techniques
to ones of human ‘behavior’ on
a basic and fundamental level.
 Se a prevenção pode, assim, ser de-
finida como um “instrumento de pos-
sibilidade” (ibid.: 17), então as ficções
daí desenvolvidas são de especial
interesse. Como forma de lidar com
futuros possíveis, a prevenção é com-
pletamente permeada por ficções.
Está situada em um “reino de pos-
síveis alternativas de versões igual-
mente plausíveis, ainda que contra-
ditórias ou mutuamente exclusivas
de um evento” (Horn 2014: 304-305).

If prevention thus can be
defined as an “instrument of
possibility” (ibid.: 17), then the fictions
involved are of special importance.
As a way of dealing with possible
futures, prevention is thoroughly
permeated by fictions. It is situated
in a “realm of possible alternatives of
equally plausible yet contradictory
or mutually exclusive versions of
an event” (Horn 2014: 304-305).

About the teachers
Cláudia Guilmar Linhares Sanz
é líder do grupo de pesquisa Imagem,
Tecnologia e Subjetividade (CNPq), pro-
fessora da Faculdade de Educação da
UnB e professora e pesquisadora do PP-
GCOM FAC da UnB. Doutora em Comu-
nicação pela UFF com pesquisa no Ins-
tituto Max Plank de História da Ciência
em Berlim. Tem pesquisado e orientado
temas como: experiência contemporâ-
nea do tempo e regimes de visibilidade;
imagem, risco e tecnologia; imagem,
tecnologia e subjetividade; educação,
comunicação e sociedade de contro-
le; futuridade, imagem e subjetividade.
Stefan Willer é professor de lite-
ratura alemã moderna na Universidade
Humboldt em Berlim. Ele ensina litera-
tura alemã comparada do século XVII
até o presente. Interesses de pesquisa:
futuro e futuridade na literatura; histó-
ria cultural da genealogia, gerações e
herança; teorias da linguagem e tra-
dução; literatura e música. Publicações

Claudia Guilmar Linhares Sanz
is leader of the research group Image,
Technology and Subjectivity (CNPq),
professor at UNB’s Faculty of Education
and professor and researcher at PPGCOM
FAC, at UnB. PhD in Communication
from the UFF with research at the Max
Plank Institute of History of Science in
Berlin. Has researched and oriented
topics such as contemporary time
experience and visibility regimes;
image, risk and technology; education,
communication and control society;
future, image and subjectivity.
Stefan Willer is professor of
modern German literature at Humboldt
University Berlin. He teaches German
and comparative literature from
the 17th century to the present.
Research interests: future & futurity in
literature; cultural history of genealogy,
generations and inheritance; theories
of language and translation; literature
& music. Selected book publications (all
