Fantasies of Prevention in American Film
O curso Fantasias da prevenção
no filme americano, ministrado pelo
professor convidado Stefan Willer
(Univesidade Humboldt) e pela pro-
fessora Claudia Linhares Sanz (PPG-
COM UNB) corresponde a uma dis-
ciplina intensiva do Programa de Pós
Graduação de Comunicação (PPG
FAC-UnB), sendo também uma das
atividades do II Seminário Imagem,
Tecnologia e Subjetividade: Biopo-
líticas do Futuro. Dada a relevância
do tema, o lastro acadêmico do pro-
fessor convidado e a importância de
fortalecermos na prática o elo entre
ensino, pesquisa e extensão, o curso
será aberto ao alunos de outras Pós-
-Graduações; das diversas Gradua-
ções à comunidade em geral. Fruto
de parceria entre as duas Universida-
des, o curso tem o objetivo de am-
pliar as redes interdisciplinares de
investigação acerca da problemática
da prevenção e do risco; fortalecer o
intercâmbio acadêmico internacio-
nal; estudar suas implicações polí-
ticas e analisar suas representações
imagéticas, sobretudo no cinema.

The Prevention Fantasies in
the American Film course, taught by
guest professor Stefan Willer (Hum-
boldt University) and Professor Clau-
dia Linhares Sanz (PPGCOM UNB), is
an intensive subject of the Postgra-
duate Communication Program (PPG
FAC-UnB) and also one of the activi-
ties inside the II Image, Technology
and Subjectivity Seminar: Biopolitics
of the Future. Given the relevance of
the theme, the academic backgrou-
nd of the guest Professor and the
importance of practically fortifying
the link between teaching, resear-
ch and extension, the course will be
open to students from other postgra-
duate programs; other graduation
areas and to the wider community.
As a result of a partnership betwe-
en the two universities, the course
aims to broaden interdisciplinary
research networks on the issues of
prevention and risk, study their po-
litical implications and analyze their
imagery representations, especially
in film. It is thus about strengthe-
ning international academic exchan-
ges and broadening our education.

Course abstract
A noção de prevenção parece
se constituir como uma das doutrinas
mais efetivas no âmbito da seguran-
ça. Prevenção significa estar prepa-
rado da melhor forma para o futuro,
ou seja, certificar-se de que algo não
aconteça de um determinado modo.
Isso também significa que a noção de
prevenção é caracterizada por uma
estranha negatividade: o futuro por
si mesmo se torna a “causa finalis de
sua própria proibição” (Peter Fuchs).
Hoje, a doutrina da prevenção é fre-
quentemente vista como um padrão
que definiria a forma mais responsá-
vel para o sujeito lidar com sua vida
e com a vida das novas gerações.
Uma lógica presente tanto em
ações precautórias no âmbito do-
méstico quanto contra potenciais
criminosos ou ataques terroristas,
além de estar presente nas cres-
centes ofertas de profilaxia médi-
ca. Nesse sentido, o complexo (e
levemente paradoxal) pensamento
concentrado em antecipações ne-
gativas se tornou uma norma para
lidar com nosso senso de futuro.

The notion of prevention may
count asone of the most effective
doctrines of security. Prevention me-
ans to be prepared for the future in
a way to outsmart it, that is, to make
sure something does not happen in a
certain way. This also means that the
notion of prevention is characterized
by a strange negativity: Future itself
turns into the "causa finalis of its own
prohibition" (Peter Fuchs). Today, the
doctrine of prevention is often seen
as the standard for a responsible way
of dealing with one's life and that
of the following generations.
This applies similarly to pre-
cautionary actions by domestic and
foreign affairs against potential cri-
minal or terrorist attacks, but also
to the increasing offers of medical
prophylaxis. Thus, the complex (and
slightly paradoxical) thinking in ne-
gative anticipations has turned into
a normative handling of futurity.
 O curso discute a relevância so-
cial da prevenção e investiga o mo-
mento em que ela se consolidou nas
representações ficcionais. Começa-
remos determinando a base das dou-
trinas de prevenção nas práticas de
seguro e precaução; a seguir, a teori-
zação a partir da estrutura sociológica
do risco; e ao analisar seu atual papel
nos debates médicos, militares e po-
líticos. Entretanto, o elemento central
do curso será as diversas represen-
tações cinematográficas nos Esta-
dos Unidos desde 1960. Como esses
filmes lidam com a estrutura pros-
pectiva do pensamento preventivo?
Como contemplam a noção de po-
der e suas potenciais consequências?
Ministrado em inglês, com
tradução para português, o curso
está estruturado a partir de aulas
expositivas, debate acadêmico e
análise fílmica. O curso oferecerá
também, em horário extra, a exibi-
ção dos filmes analisados no curso.

The course deals with the social
relevance of prevention, but also with
the momentum it has gathered in fic-
tional representations. We will start by
determining the basis for doctrines of
prevention in practices of insurance
and precaution; by following its the-
orization within the sociological fra-
mework of risk; and by analyzing its
current role in medical, military, and
political debates. However, the main
body of the course will be several fil-
mic representations in American ci-
nema since the 1960s. How do these
films deal with the prospective struc-
ture of preventive thinking? How do
they contemplate the notion’s power
and its potential consequences?
Taught in English, with
Portuguese translation, the cou-
rse is structured from lectu-
res, academic debates and film
analysis. The course will also of-
fer, on overtime, the screening
of films analyzed in the course.

 Pressupostos teóricos: por que estudar a prevenção?
Theoretical Assumptions: why we should study “prevention”?
A ‘prevenção’ denota uma ma-
neira específica de controlar e garan-
tir o futuro. O termo é derivado do la-
tim praevenire, ‘antecipar’. O oposto
ideal-típico de um futuro evitável é o
futuro como acontecimento imprevi-
sível, ou seja, um futuro aventureiro
(do latim advenire; cf. avenir francês,
alemão Zukunft). Duas abordagens
contrárias sobre o futuro são, assim,
colocadas em marcha: antecipação
esperançosa ou medrosa versus in-
tervenção ativa. A prevenção, além
de pró-ativa e preventiva, também
é caracterizada por outro aspecto:
tipifica o futuro como negativo, ou
seja, a princípio indesejável, razão
pela qual pretende negá-lo. A pre-
venção tenta gerenciar situações que
ainda não ocorreram de modo que,
se possível, elas possam ser impe-
didas de se realizarem. O futuro, as-
sim, “de certo modo, torna-se a cau-
sa finalis de sua própria prevenção.
Se a prevenção for bem-sucedida, a
prevenção nunca terá sido o futuro
de nenhum presente” (Peter Fuchs).

‘Prevention’ denotes a speci-
fic way of controlling and securing
the future. The term is derived from
Latin praevenire, ‘to preempt’. The
ideal-typical opposite of a preven-
table future is the future as impen-
ding advent, i.e. an adventive future
(from Latin advenire; cf. French ave-
nir, German Zukunft). Two contrary
approaches to the future are thus
designated: hopeful or fearful anti-
cipation versus active intervention.
Prevention, aside from being pro-
active and preemptive, is also cha-
racterized by another aspect: it con-
ceptualizes the future as negative,
i.e. undesirable on principle, which is
why it aims to negate it. Prevention at-
tempts to manage situations that have
not occurred yet so that they, if possi-
ble, may never occur. The future thus
“in a way becomes the causa finalis of
its own prevention. It will, if preven-
tion succeeds, never have been the
future of any present” (Peter Fuchs).
 Poderíamos dizer que, de um
ponto de vista lógico, a prevenção
apresenta aspectos paradoxais. Na
prática, pode se efetivar como efi-
caz e operacional. De toda manei-
ra, qualquer ação preventiva exige,
“em primeiro lugar, que indicadores
atuais prevejam as condições pros-
pectivas indesejadas; em segundo
lugar, que, sem a intervenção, haja
pioras dos indícios de desenvolvi-
mentos indesejáveis; em terceiro
lugar, que intervenções precoces
prometam máxima minimização de
risco e intervenções preventi vas,
e, em quarto lugar, que possam ser
conceituadas como corretivas” (Ulri-
ch Bröckling). Assim, a tensão entre a
possível implementação da preven-
ção e seus paradoxos lógicos resulta
nas “ambivalências práticas das in-
tervenções preventivas” (id.). possible future developments even

From a logical point of view,
prevention thus is paradoxical. In
practice, it can nevertheless be effec-
tive and become operative. Any pre-
emptive action requires “that, firstly,
unwelcome prospective conditions
can be forecast from present indica-
tors that, secondly, indications of
undesirable developments worsen
without intervention, that therefore,
thirdly, early interventions promise
maximum risk minimization, and pre-
emptive interventions fourthly can be
conceptualized as remedial” (Ulrich
Bröckling). Thus the tension betwe-
en the possible implementation of
prevention and its logical paradoxies
results in the “practical ambivalences
of preemptive interventions” (id.).
This leads to far-reaching ques-
tions: How does knowledge about
arise, and how is it distributed? Who
gets to decide what count as undesi-
rable or desirable future outcomes?
By extension, who gets to authorize
and approve preemptive measures?
 Essas questões se aplicam
especialmente ao gerenciamento
contemporâneo do futuro, que tem
como um de seus “focos” prever fa-
tores de risco estatísticos e sua oti-
mização preventiva. A prevenção
atinge, assim, não apenas uma di-
mensão fortemente normativa, mas
também normalizadora, e, desse
modo, torna-se totalizante e indivi-
dualizante simultaneamente. Trata-se
de um tipo de orientação para o fu-
turo que se torna o padrão em várias
áreas funcionais da sociedade, como
medicina, polícia e forças armadas.
Em um nível muito mais geral,
tem-se argumentado que o “compor-
tamento preventivo” é uma capaci-
dade essencialmente humana que
assegurou a sobrevivência evolutiva
de nossa espécie e levou ao desen-
volvimento de sociedades (Hans Blu-
menberg). A importância dessa inter-
pretação neodarwinista não reside
tanto na afirmação de uma constante
independente da cultura, mas sim na
redução da questão da prevenção das
técnicas sociais contemporâneas para
questões de “comportamento” huma-
no em um nível básico e fundamental.

These questions especially
apply to the future management of
our present age, with its focus on
statistical risk factors and preventi-
ve optimization. Prevention thus at-
tains not only a strongly normative
but also normalizing dimension, and
in this way it becomes totalizing and
individualizing simultaneously. This
kind of orientation toward the future
has become the standard in various
societal functional areas such as me-
dicine, the police, and the military.
On a much more general level,
it has been argued that “preventi-
ve behavior” is an essentially human
capacity that once secured our spe-
cies’ evolutionary survival and led to
the development of societies (Hans
Blumenberg). The importance of
this neo-Darwinist interpretation lies
not so much in its assertion of a cul-
ture-independent constant than in
its reduction of the issue of preven-
tion from contemporary social tech-
niques to ones of human ‘behavior’
on a basic and fundamental level.
 Se a prevenção pode, assim, ser defi-
nida como um “instrumento de possi-
bilidade” (id.), então as ficções daí de-
senvolvidas são de especial interesse.
Como forma de lidar com futuros pos-
síveis, a prevenção é completamente
permeada por ficções. Está situada em
um “reino de possíveis alternativas de
versões igualmente plausíveis, ainda
que contraditórias ou mutuamente
exclusivas de um evento” (Eva Horn).

If prevention thus can be de-
fined as an “instrument of possibility”
(id.), then it is the fictions involved that
are of especial interest. As a way of
dealing with possible futures, preven-
tion is thoroughly permeated by fic-
tions. It is situated in a “realm of pos-
sible alternatives of equally plausible
yet contradictory or mutually exclusi-
ve versions of an event” (Eva Horn).

About the teachers
Cláudia Guilmar Linhares Sanz
fez pós-doutorado do ZfL (Centro Lei-
bniz de Pesquisa Literária e Cultural de
Berlim). Líder do grupo de pesquisa
Imagem, Tecnologia e Subjetividade
(CNPq), é professora da Faculdade de
Educação da UNB, professora e pes-
quisadora do PPGCOM FAC da UnB.
Doutora em Comunicação pela UFF
com pesquisa no Instituto Max Plank
de História da Ciência em Berlim. Tem
pesquisado e orientado temas como:
Experiência contemporânea do tem-
po e regimes de visibilidade; imagem,
risco e tecnologia; imagem, tecno-
logia e subjetividade; educação, co-
municação e sociedade de controle;
futuridade, imagem e subjetividade.
Stefan Willer é doutor pela
Universidade de Münster, é ex-dire-
tor adjunto do ZfL (Centro Leibniz
de Pesquisa Literária e Cultural de
Berlim). Atualmente é professor de
Literatura Alemã Moderna do Insti-
tuto de História e Teoria Cultural da
Universidade Humboldt de Berlim e
líder dos projetos “Segurança e futu-
ro. Perspectivas de estudos culturais
sobre estudos de segurança”, “Tra-
duções em Transferência de conhe-
cimento” e “Prognóstico e literatura”.

Claudia Guilmar Linhares
Sanz has a postdoctoral de-
gree at the Zentrum Literatur-und
Kulturforschung (ZfL) in Berlin, de-
veloping the research Images of the
future and contemporary education
(2017/2018). Leader of the resear-
ch group Image, Technology and
Subjectivity (CNPq), is also professor
at UNB’s Faculty of Education, pro-
fessor and researcher at PPGCOM
FAC at UnB. PhD in Communication
from the UFF with research at the Max
Plank Institute of History of Science
in Berlin. Has researched and orien-
ted topics such as contemporary time
experience and visibility regimes;
image, risk and technology; educa-
tion, communication and control so-
ciety; future, image and subjectivity.
Stefan Willer has a doctorate
from the University of Münster, and
was adjunt director of the ZfL (Berlin
Leibniz Center for Literary and Cultural
Research). He is currently Professor
of Modern German Literature at
the Humboldt University Institute
of History and Cultural Theory of
Berlin and leader of the “Security and
Future. Perspectives of cultural stu-
dies on safety studies “, ” Translations
in Knowledge Transfer “and”
Prognosis and literature “ projects.
