5.1 INTRODUÇÃO
5.1.1 O Centro de Controle de Área Atlântico (ACC Atlântico) provê Comunicação por
Enlace de Dados Controlador e Piloto (CPDLC) e Vigilância Dependente Automática -
Contrato (ADS-C) na FIR Atlântico para as aeronaves com capacidade FANS-1/A.
5.1.2 Para utilizar ADS-C/CPDLC na FIR Atlântico, as aeronaves devem estar equipadas
com FANS1/A (ou equivalente), atender aos requisitos estabelecidos pelo documento RTCA
258 (Requisitos de interoperabilidade para aplicações ATS, utilizando Comunicações de
Dados ARINC 622), bem como cumprir os procedimentos dispostos neste capítulo.
5.2.1.1 A conexão deverá ser estabelecida, mediante procedimento realizado pelo piloto,
utilizando o código ICAO do ACC Atlântico: SBAO.
5.2.1.2 A conexão deverá ser estabelecida, pelo menos, 15 minutos antes do ingresso na FIR
Atlântico e não deverá ser realizada com antecedência superior a 45 minutos.
5.2.5 Para evitar a rejeição automática do LOGON, o piloto deverá assegurar-se de que a
identificação e o número de registro do voo contidos na mensagem FN_CON estão
exatamente iguais à identificação e ao número de registro apresentados no Plano de Voo.
5.2.6 Aeronave procedente da FIR Atlântico em direção às FIR não providas de ADS-C e
CPDLC receberá mensagem END SERVICE 5 minutos antes de cruzar o limite da FIR. Os
pilotos deverão verificar o status da conexão FANS 1/A ao cruzarem os limites da FIR
Atlântico e terminar a conexão CPDLC, caso esta permaneça ativa.
5.4.1 A aeronave equipada deve utilizar a CPDLC para todas as comunicações ATC. As
mensagens de posição serão, preferencialmente, atendidas por meio da ADS-C, conforme
disposto em 5.5.1.
5.4.2 Caso a CPDLC não esteja disponível ou, excepcionalmente, seja solicitado pelo ACC
Atlântico, a comunicação com esse órgão deverá ser realizada na frequência HF informada
pelo órgão ATS responsável pela FIR adjacente, ou estabelecida por meio das mensagens
“Monitor” ou “Contact”.
5.4.3 Ao cruzar o limite da FIR Atlântico, o piloto receberá uma mensagem EXPECT
SELCAL CHECK HF [frequency], com o objetivo de efetuar teste SELCAL com a
aeronave.
5.4.4 Quando uma mensagem de enlace ascendente “MONITOR” for recebida, o piloto
deverá mudar para a frequência designada no momento apropriado. Não é necessário uma
chamada de confirmação nessa frequência.
5.4.5 Quando uma mensagem “CONTACT” for recebida, o piloto deverá mudar para a
frequência designada, no momento apropriado, e efetuar uma chamada de confirmação nessa
frequência. O envio ou recebimento de uma mensagem de enlace ascendente “CONTACT”
não indica para o piloto que o uso de CPDLC deva ser terminado ou suspenso, uma vez que
o contato oral foi estabelecido. Se o ATC desejar o término ou a suspensão do uso de
CPDLC quando o contato oral for estabelecido, então uma instrução adicional deve ser
especificamente emitida, além da mensagem “CONTACT”.
5.4.7 Somente será usada mensagem de texto livre quando a mensagem pré-formatada
apropriada não estiver disponível, devendo ser observado o seguinte:
5.4.8 No caso de uso de mensagens de texto livre, deve ser dada preferência às Mensagens
de Texto Livre Padronizadas, previstas no Manual de Operações FANS 1/A (FOM).
5.4.10 Sempre que se julgar necessário fazer-se uma correção de uma mensagem enviada
por CPDLC ou o conteúdo de uma mensagem necessite de clarificação, o controlador ou
piloto deverá usar os meios mais apropriados disponível para emitir os detalhes corretos ou
para prover a clarificação.
5.4.11.1 Quando forem usadas comunicações orais para corrigir uma mensagem CPDLC
para a qual nenhuma resposta operacional tenha ainda sido recebida, a transmissão do
controlador ou do piloto deverá ser iniciada pela frase: “DISREGARD CPDLC (tipo de
mensagem) MESSAGE, BREAK”, seguida pela autorização, instrução, informação ou
solicitação corretas.
NOTA: Por exemplo, se o SAS 445, que mantém o FL 290, for instruído via CPDLC a subir
para FL 350, e o controlador precisa corrigir a autorização utilizando a
comunicação oral, poderá usar a seguinte frase:
5.4.11.3 Se uma mensagem CPDLC, que requeira uma resposta operacional, for veiculada
subsequentemente por via oral, deverá ser enviada uma resposta apropriada de fechamento
da mensagem CPDLC para assegurar que exista a adequada sincronização do diálogo

CPDLC. Isso pode ser alcançado instruindo o recebedor da mensagem explicitamente por
via oral para encerrar o diálogo.
5.4.11.4 Para não causar uma provável ambiguidade, os pilotos devem, quando possível,
evitar enviar solicitações múltiplas de autorização em uma única mensagem de enlace
descendente.
5.4.11.5 Quando um controlador ou um piloto for alertado de que houve falha da CPDLC, e
o controlador ou o piloto necessitar se comunicar antes que a CPDLC seja restabelecida, o
controlador ou piloto deve voltar para comunicação oral, se possível, iniciando a
comunicação com a seguinte informação : “FALHA DE CPDLC”.
5.4.11.6 Quando falhar a CPDLC, e as comunicações retornarem por via oral, todas as
mensagens CPDLC pendentes devem ser consideradas como não encaminhadas e o diálogo
inteiro que envolva as mensagens pendentes deve ser recomeçado por via oral.
5.4.11.7 Quando falhar a CPDLC, mas for restabelecida antes que seja necessário retornar à
comunicação oral, todas as mensagens pendentes devem ser consideradas como não
encaminhadas e o diálogo inteiro que envolva mensagens pendentes deve ser recomeçado
por CPDLC.
5.4.11.8 Quando controlador ou o piloto for alertado de que uma única mensagem CPDLC
tenha falhado, o controlador ou piloto deverá tomar uma das seguintes medidas, como
apropriado :
a) confirmará, por via oral, as medidas que serão tomadas, com respeito ao
diálogo relacionado, iniciando a comunicação com a seguinte informação :
FALHA DA MENSAGEM CPDLC; ou

5.4.11.12 Quando houver uma conexão em CPDLC em espaço aéreo sem ADS-C, os pilotos
deverão assegurar-se de que a mensagem de posição é conduzida por CPDLC. O reporte de
uma posição em CPDLC deverá ser encaminhado manualmente pelo piloto sempre que
cruzar um waypoint ATC ou, ainda, ao passar no través, quando estiver sendo utilizado um
procedimento de desvio lateral.
5.4.11.13 Os pilotos deverão enviar uma mensagem de posição em CPDLC por enlace
descendente (waypoint ATC) para o ACC responsável pela FIR adjacente, depois:
NOTA: Este reporte de posição é requerido se houver ou não um contrato ADS-C válido,
servindo como confirmação de que o ACC responsável pela FIR adjacente passa a
ser o órgão responsável pelo controle da aeronave em questão.
5.5.1 As mensagens de posição das aeronaves conectadas ao ACC Atlântico serão realizadas
por meio da ADS-C. Entretanto, o piloto deverá enviar uma mensagem de posição em
CPDLC na posição de entrada da FIR, para confirmar que o órgão ATS mantém a condição

de Autoridade de Dados Atual. Seguindo o reporte inicial em CPDLC no limite, não serão
requeridos reportes adicionais orais ou em CPDLC para operações dentro da FIR Atlântico.
5.5.4 A razão de atualização do contrato periódico poderá ser modificada, sem prévia
notificação, caso haja necessidade operacional.
5.5.5 Não será exigido dos pilotos que atualizem os estimados para os waypoints, quando a
aeronave estiver reportando em ADS-C. Exceções a essa regra são aquelas atualizações de
são requeridas quando:
b) uma ação iniciada pelo piloto, tal como uma mudança de velocidade, mudará
o estimado no próximo ponto de reporte por mais de 2 minutos.
NOTA: Quando a letra "J" é utilizada, deve ser especificado no Item 18, o
tipo de equipamento data link, precedido do indicador "DAT". No
caso do ACC Atlântico o data link empregado é via satélite, que
deve ser representado pela letra "S". Desta forma, o seguinte
indicador deve ser inserido no item 18: DAT/S.
5.6.2 O registro da aeronave deve ser inserido no item 18 do Plano de Voo, precedido do
indicador “REG”.
5.6.3 O código SELCAL da aeronave deve ser inserido no item 18 do Plano de Voo,
precedido do indicador “SEL”.

5.7.1 As aeronaves não equipadas FANS 1/A deverão estabelecer contato bilateral com o
ACC Atlântico, na frequência indicada pelo órgão ATS responsável pela FIR adjacente à
FIR Atlântico.
5.7.2 O Serviço Móvel Aeronáutico, por meio de comunicações orais, em HF, será prestado
por Operador de Estação Aeronáutica do ACC Atlântico, que proverá as informações
necessárias ao controlador de tráfego aéreo do ACC Atlântico e aos pilotos, com a finalidade
de permitir a prestação dos ATS na FIR Atlântico, às aeronaves não equipadas FANS 1/A.

A041 - AIP-BRAZIL – REQUIREMENTS AND SPECIAL PROCEDURES FOR AIRCRAFT OPERAT ION
IN AT LÂNTICO FIR
REPLACED, IN AIP-BRAZIL ENR 3-5.8 AND 3-5.9, THE ITEM 5 AS DESCRIBED IN ANNEX. SEE ANNEX:
5.1 INTRODUCTION
5.1.1 The Atlântico Area Control Centre (Atlântico ACC) provides “Controller-pilot data
link communications (CPDLC) and “Automatic Dependent Surveillance Service - Contract
(ADS-C) in Atlântico FIR for aircraft with FANS-1/A capacity.
NOTE: FANS 1/A refers to the applications of communications through data link, using the
ACARS system (Aircraft Communications Addressing and Reporting System), that
support the ATS air traffic services Such applications were implemented for Boeing
aircraft (FANS-1) and AIRBUS (FANS-A).
5.1.2 For ADS-C/CPDLC use in Atlântico FIR, aircraft shall be equipped with FANS1/A
(or equivalent), to assist to the requirements established by the document RTCA 258
(Interoperability requirements for ATS applications by using ARINC 622 Data
Communications), as well as to execute the procedures arranged in this chapter.
5.1.3 The ADS-C/CPDLC operations will be in accordance with the FANS1/A Operations
Manual (FOM). The crews shall be trained for the procedures use stated in FOM. That
Manual can be obtained from the following Internet address:

5.2 PROCEDURE FOR CONNECTION (LOGON) WITH THE ATC DATA LINK
SYSTEM
5.2.1.1 The connection shall be established by means of procedure accomplished by the pilot
by using the ICAO code of Atlântico ACC: SBAO.
5.2.1.2 The connection shall be established, at least, 15 minutes prior the entrance into
Atlântico FIR and shall not be accomplished with more than 45 minutes in advance.
5.2.2.1 The CPDLC and the ADS-C will be transferred automatically between Atlântico
ACC and the ACC responsible for the adjacent FIR, just in case the latter unit also uses such
applications.
5.2.2.2 The CPDLC connection will be transferred, approximately, 5 (five) minutes prior
crossing the limit point of Atlântico FIR.
5.2.3 Pilots shall verify the system connection condition at crossing Atlântico FIR limits. If
SBAO is not an active connection, that is to say, the transfer has not happened
automatically, when crossing Atlântico FIR limit, the pilot shall terminate the existent
CPDLC connection and execute the procedure to establish a new connection by using the
SBAO address.

5.2.4 When the avionics/pilot recognizes a failure of the data link connection, the pilot shall
terminate the connection by selecting ATC Com Off and then initiate a new AFN LOGON
(FN_CON) with the Atlântico ACC (SBAO).
5.2.5 To avoid an automatic rejection of the LOGON, the pilot shall ensure that the flight
identification and registration numbers contained in the FN_CON message are exactly the
same as the flight identification and registration numbers filed in the flight plan.
5.2.6 Aircraft coming from Atlântico FIR to not provided with ADS-C/CPDLC FIR will
receive the message END SERVICE 5 minutes prior crossing Atlântico FIR limit. Pilots
shall verify the data link status of FANS 1/A connection at crossing Atlântico FIR limits and
terminate the CPDLC connection in case it stays activated.
5.3.1 The aircraft operators shall verify the process of aircraft and operators approval
required for ADS-C/CPDLC operations, according to rules established by the State of
Operator or State of Registration, in accordance with the case. The operators of domestic
aircraft should consult the National Agency of Civil Aviation (ANAC), in order to verify the
aircraft and operators process for the use of ADS-C and CPDLC.
5.4.1 The equipped aircraft shall use CPDLC for all ATC communications. The position
reports will be, preferably, assisted by means of ADS-C, as stated in 5.5.1.
5.4.2 In case that the CPDLC is not available or, exceptionally, is required by the Atlântico
ACC, the communication with that unit shall be accomplished on HF frequency informed by
the ATS unit responsible by adjacent FIR or established by means of “Monitor” or
“Contact” message.
5.4.3 At crossing the Atlântico FIR limit, the pilot will receive the message EXPECT
SELCAL CHECK HF [frequency], with the objective of making SELCAL test with the
aircraft.
5.4.4 When a “Monitor” uplink message is received, the pilot shall change to the nominated
frequency at the appropriate time. A check call is not required on that frequency
5.4.5 When a “Contact” message is received, the pilot shall change to the nominated
frequency at the appropriate time and perform an acknowledgement call on that frequency.
The sending or receipt of a “Contact” uplink message is not an indication to the pilot that
CPDLC use must be terminated or suspended once voice contact is established. If
termination or suspension of CPDLC use is intended by the ATS when voice contact is
established then an additional instruction shall be specifically issued besides the CONTACT
message.
5.4.6 The controller or pilot shall construct CPDLC messages using the pre-formatted
message set, a free text message or a combination of both
5.4.7 Free text messages shall be used only when an appropriate pre-formatted message is
not available, so the following shall be observed:
5.4.8 In case of using free text messages, preference shall be given to Standardized Free
Text Messages outlined in FANS1/A Operations Manual (FOM)
5.4.9 Except in case of emergency, when a controller or pilot communicates via CPDLC, the
response shall be via CPDLC. In addition, when a controller or pilot communicates via
voice, the response shall be via voice.
5.4.10 Whenever a correction to a message sent via CPDLC is deemed necessary or the
contents of a message need to be clarified, the controller or pilot shall use the most
appropriate means available for issuing the correct details or for providing clarification
NOTE: The following procedures may be applied by the controller, in terms of clearances,
correcting clearances, instructions or information, or by a pilot, in terms of
correcting a reply to an uplink message or correcting previously advised requests or
information.
5.4.11.1 When voice communications are used to correct a CPDLC message for which no
operational response has yet been received, the controller’s or pilot’s transmission shall be
prefaced by the phrase: “DISREGARD CPDLC (message type) MESSAGE, BREAK” —
followed by the correct clearance, instruction, information or request..
5.4.11.2 When referring to and identifying the CPDLC message to be disregarded, caution
should be exercised in its phrasing so as to avoid any ambiguity with the issuance of the
accompanying corrected clearance, instruction, information or request.
NOTE: For example, if SAS 445, maintaining FL 290, had been instructed via CPDLC to
climb to FL 350, and the controller needs to correct the clearance utilizing voice
communications, the following phrase might be used:
5.4.11.4 In order to avoid a potential ambiguity, pilots should, where possible, avoid sending
multiple clearance requests in the one downlink message.
5.4.11.5 When a controller or pilot is alerted that CPDLC has failed, and the controller or
pilot needs to communicate prior to CPDLC being restored, the controller or pilot shall
revert to voice, if possible, by commencing the communication with the following
information: CPDLC FAILURE.
5.4.11.6 When CPDLC fails and communications revert to voice, all CPDLC messages
outstanding should be considered not delivered and the entire dialogue involving the
messages outstanding shall be recommenced by voice
5.4.11.7 When CPDLC fails but is restored prior to a need to revert to voice
communications, all messages outstanding should be considered not delivered and the entire
dialogue involving the messages outstanding should be recommenced via CPDLC.
5.4.11.8 When a controller or pilot is alerted that a single CPDLC message has failed, the
controller or pilot shall take one of the following actions as appropriate:
a) via voice, confirm the actions that will be undertaken with respect to the
related dialogue, prefacing the information with the phrase: CPDLC
MESSAGE FAILURE; or
5.4.11.9 When a controller requires to all aircraft or a specific flight to avoid sending
CPDLC requests for a limited period of time, the following phrase shall be used:
NOTE: Under these circumstances, CPDLC remains available for the pilot to respond, if
necessary, to messages, to report information and, to declare and cancel an
emergency.
5.4.11.10 The resumption of the normal use of CPDLC shall be advised using the following
phrase:
5.4.11.11 When the pilot or the controller elects to re-send a message after a reasonable
period of time has passed and no error message has been received indicating the non-
delivery of the message, the message shall be sent as a query message. Alternatively, voice
communication may be used.
Example:
5.4.11.13 Pilots shall downlink a CPDLC position report (ATC waypoint) to the next ATS
unit after the completion of:
b) Either when the CPDLC connection transfer has been completed; or at the
associated FIR boundary.
NOTE: This position report is required whether or not there is an ADS-C contract in place.
It serves as a confirmation that the receiving centre responsibility for the adjacent
FIR goes to the unit responsible for the aircraft in subject.
5.5.1 The position messages of aircraft connected to Atlântico ACC will be accomplished by
means of ADS-C. However, the pilot must send a CPDLC position report at the FIR entry
position to confirm that the ATSU holds the status of Current Data Authority. Following the
initial CPDLC report at the boundary, no further CPDLC or voice position reports will be
required for operations within the FIR.
5.5.2 The position messages shall be transmitted on the HF frequency established, in case
that the ADS-C and the CPDLC are not available, or when required by Atlântico ACC.
b) Event contract;
- at notification points;
5.5.4 The updating rate of the periodical contract can be modified, without previous
notification, in case of operational need.
5.5.5 It will not be demanded from the pilots to update the estimates for the waypoints when
the aircraft is reporting on ADS-C. Exceptions to that rule are those updating that are
required when:
b) a step commenced by the pilot, such as a speed change, will change the
estimate at the next report point for more than 2 minutes.
5.6.1 The aircraft operators that hold an aircraft and operations approval for using the ADS-
C and/or CPDLC shall insert in the item 10 of the Flight Plan:
NOTE: When the letter “J” is used, it shall be specified in the item 18, the
data link equipment type, preceded by "DAT" code. In the case of
Atlântico ACC, the data link employed is via satellite, which shall be
represented by the letter "S". This way, the following code shall be
inserted in the item 18: DAT/S.
5.6.2 The aircraft registration shall be inserted in the item 18 of the Flight Plan, preceded by
the “REG” indicator.
5.6.3 The aircraft SELCAL code shall be inserted in the item 18 of the Flight Plan, preceded
by the “SEL” indicator.
5.7.1 The FANS 1/A non-equipped aircraft shall establish bilateral contact with Atlântico
ACC, on the frequency indicated by the ATS unit responsible for the adjacent FIR to the
Atlântico FIR.
