CONCLUSÃO
Em suma, neste artigo identificaram-se alguns dos conceitos de segurança marítima,
analisando-os de uma forma aprofundada e sistemática, enquadrando-os nos estudos
de segurança. Primeiramente foram revisitados os conceitos de segurança e securitiza-
ção, de forma a compreender o enquadramento da segurança marítima e suportar a
análise desse conceito. Demonstrou-se que existem diferentes abordagens para o con-
ceito de segurança e que podem ser definidas como «a ausência de ameaças aos valores
adquiridos», ou «uma baixa probabilidade de danos aos valores adquiridos», e podem
ser analisadas em diferentes níveis – sistema individual, estadual e internacional – e
em diferentes dimensões – militar, económico, político, ambiental e social. Além disso,
analisou-se o conceito de securitização proposto por Buzan, Japp de Wilde e Ole Wae-
ver, e descreveu-se o processo de securitização, reconhecendo que uma questão levan-
tada por um ator pode levar a uma ameaça existencial percebida por um público, mas
se não há medidas de emergência ou quebra de regras, não será securitizado, perma-
necerá não politizado ou politizado.
Após o mapeamento e análise dos conceitos, pode-se afirmar que apesar das recentes
tentativas de fornecer uma compreensão mais sistematizada da segurança marítima, o
conceito continua subdesenvolvido, sendo definido principalmente como a ausência
de ameaças no domínio marítimo ou a manutenção da «boa ordem» no mar.
