Este artigo foi produzido no âmbito do projeto “A democracia deliberativa em face da crise da democracia:

seus elementos mais básicos, como a separação entre público e privado, os processos de
subjetivação e a possibilidade de se confrontar posições distintas.
Este artigo pretende retornar ao clássico habermasiano para abordar um conjunto de
fatores que, hoje, permitiriam dizer de uma nova mudança estrutural da esfera pública. O texto
se divide em duas partes. A primeira delas recoloca o argumento do clássico de 1962,
enfocando particularmente os fatores aos quais Habermas presta atenção para falar de ascensão
e declínio da Esfera Pública. Interessa-nos aí, aos moldes do trabalho de Bernard Manin que
dá título a este artigo, depurar um conjunto de eixos que permitem compreender as alterações
entre uma fase e outra, e que são entendidos como essenciais para se delinear uma mudança
estrutural. A segunda parte se volta para o que entendemos ser uma nova metamorfose
estrutural, mobilizando os mesmos eixos identificados ao longo de MEEP para compreender a
transformação mais recente.
