A agenda global
A própria elaboração de uma agenda de problemas globais coloca uma
importante questão político-diplomática, já que os problemas globais são,
utilizando a terminologia de Aron, divisíveis, havendo teoricamente tantas
globalidades e tantas ordens de priorização de problemas identificados mul-
tilateralmente, quantos pontos de vista.
Na realidade, a própria percepção da globalidade dos problemas am-
bientais não foi sempre compartida por todos os Estados. O globalismo
ecológico tem correspondido historicamente sobretudo a uma perspectiva

do mundo desenvolvido, que, em 1972, era, nos seguintes termos, criticada
pelo então Embaixador brasileiro em Washington. João Augusto de Araújo
Castro: "...os problemas... devem, do ponto de vista dos países desenvolvi-
dos, ser agora tratados globalmente, sem levar em conta a desigualdade da
distribuição, em escala global, dos benefícios e os relacionados efeitos des-
trutivos sobre o meio ambiente provocados pela revolução industrial." 123
Hoje em dia existe um clima internacional mais propício à elaboração,
na área de meio ambiente, de uma agenda global comum. São, contudo,
ainda imensas as dificuldades de se estabelecer uma agenda que seja consi-
derada, por todos, equilibrada e eqiiitativa.
