OBJETIVOS:
Entender a estrutura e a evolução dos conflitos no Oriente Médio durante os séculos
20 e 21, com ênfase no conflito israelo-palestino, analisando a interação entre fatores
internos (civilizacionais, religiosos, étnicos, de classe entre outros) e internacionais, e
discutindo as principais controvérsias historiográficas, políticas e éticas.
JUSTIFICATIVA:
O conflito israelo-palestino é objeto de um sem-número de debates acadêmicos e
políticos e de uma vasta bibliografia; ocupa um papel central na experiência
coletiva das comunidades árabe e judaica e domina suas interrelações; é um dos
temas incontornáveis nas relações internacionais atuais, com impacto significativo
cultural e religioso tanto no ocidente quanto no mundo muçulmano. É também um
assunto polemico que desafia o compromisso com a objetividade dos estudiosos.
Uma introdução à sua complexidade tem portanto relevância cientifica e cidadã.
PROGRAMA DA DISCIPLINA:
A pergunta que norteia o curso é o porque do conflito israelo-palestino (IP) nunca ter
sido resolvido, embora várias propostas de soluções de meio-termo e definitivas terem
sido, em algum momento, conhecidas e aceitas por muitos dos atores. Quais bloqueios
significativos sustentam o conflito: dessincronização das trajetórias ideológicas, falta
de vontade política, ou causas mais estruturais? Como as influências internas e
externas se relacionam às origens e ao percurso desta contemporânea “Guerra de Cem
Anos”? Quais foram os motivos que levaram à mediação externa e quais as

motivações das mediações internas? Quais são os obstáculos que tornam este conflito
tão resistente às soluções? Como avaliar as perspectivas políticas atuais?
O curso almeja lançar uma luz sobre a interdependência complexa e às vezes

contraditória entre, por um lado, influências internacionais e regionais e, por outro,
impulsos e forças políticas, sociais e ideológicas nascidas dentro das sociedades
israelense e palestina. Referências sobre o contexto religioso e civilizacional incluem
as crises do mundo muçulmano e judeu a partir do século 19, e o contexto
internacional de retrocesso e término do império otomano durante a fase da expansão
ocidental, o que permitiu a implementação do projeto sionista na Palestina e provocou
o choque com a população árabe. Analisaremos crises entre Israel e o mundo árabe
tais como as de 1948, 1967, “Oslo” 1992/3, a cúpula de Camp David em 2000 e o
imbróglio libanês-israelense, tudo através de leituras com perspectivas variadas
visando uma compreensão de diversos pontos de vista. No contemporâneo, as aporias
da segunda intifada e da colonização israelense chamam atenção, além da tentativa
internacional de mediar uma certa coexistência entre os dois lados.
Não apenas relações diplomáticas e militares se digladiam, mas também aspectos

intangíveis como ideologias religiosas radicais se confrontam. Percepções e normas
internacionais se modificam na esteira dos debates intelectuais e midiáticos. As
dicotomias internas, tanto no campo palestino quanto no israelense, se somam às
crises internacionais: analisaremos temas tais como a radicalização islamista,
terrorismo e guerra contra o terror; no quesito da interação entre a arena israelo-
palestina e os demais focos regionais o impacto da “primavera árabe” de 2011 é
particularmente tópico. Qual solução é ainda viável: dois Estados ou um? Quais são as
possibilidades e as limitações diante da busca de uma solução duradoura e justa desse
conflito intratável? Nosso objetivo é chegar a uma compreensão realista para estas
perguntas.
