Um perigo bem conhecido nas relações internacionais é a armadilha de Tucídides, onde
um poder em ascensão ameaça a posição de um poder corrente. Nesse aspecto, China e EUA estão nestas posições respectivamente, sendo que os valores de ambos são dilateralmente opostos.
EUA representam um programa de individualismo, liberalismo e democracia universal.
China de particularismo, estatismo e interesse coletivo sobressalente. Como Allison escreve num trecho: These philosophical differences and expression in each country’s concept of government. Although animated by a deep distrust of authority, the founders of the United States recognized that society required government. (…)They wrestled, however,with a dilemma: a government powerful enough to perform its essential functions wouldtend toward tyranny. (…)The Chinese conception of government and its role in society could hardly be more dfferent. (…)When the center is weak,then the provinces and their counties are run by little warlords.” Accordingly, the sort of strong central government that Americans resist represents to the Chinese the principal agent advancing order and the public good at home and abroad.
Outra questão que se assoma é a diferença de abordagens entre as lideranças no cenário
internacional. Os EUA desejando dominação total, China buscando ganhos relativos, tentando se fortalecer ao longo prazo. Apesar disso, ambos são extremamente excepcionalistas e apresentam suas respectivas nações como pináculos do desenvolvimento humano.
