1 DESCRIÇÃO
Este procedimento estabelece a sistemática para monitoramento e manutenção dos sistemas de tratamento de
efluentes líquidos instalados nos empreendimentos da CGNBE, de modo a contribuir com a sua melhoria contínua.

Análise físico-química São análises que têm a finalidade de determinar, quantificar ou qualificar
os componentes específicos do material amostrado
Estação de Tratamento de Eflu- Infraestrutura operacional composta por unidades de tratamento que,
entes através de processos físicos, biológicos ou químicos, removem as cargas
poluidoras do efluente sanitário
Efluente São os resíduos provenientes das indústrias, dos esgotos e das redes
pluviais, que são lançados no meio ambiente, na forma de líquidos ou de
gases
Efluente Bruto Condição natural do efluente
Efluente Tratado Condição do efluente após ser submetido a um sistema de tratamento
6 PROCEDIMENTO
O operador deve definir sua rotina de trabalho na Estação de Tratamento de Efluentes de acordo com o sistema
implantado. O fornecedor deve possuir um Manual de Operação, bem como checklist de atividades para inspeção
do sistema, o qual servirá de base para as atividades desenvolvidas.

O operador responsável pela manutenção periódica das estações de tratamento deve possuir e fazer uso dos
equipamentos de proteção individual, sendo:
a. Luva de borracha cano longo;
b. Bota de segurança;
c. Álcool etílico 96º GL (para desinfecção);
d. Capacete de segurança;
e. Máscara descartável;
f. Óculos de proteção.
Todo sistema de tratamento de efluentes líquidos deve ser monitorado a fim de que seja verificada sua eficiência.
A análise deve ser realizada por laboratórios acreditados, conforme cronograma pré-estabelecido em cada em-
preendimento, necessidade e destino final do efluente tratado.
Na hipótese de não ser definida pelo órgão ambiental a frequência de monitoramento, fica aqui estabelecido que
deverá ser realizada coleta mensal de amostras do efluente sanitário bruto e do efluente sanitário tratado, até que
o sistema atinja os níveis estabelecidos pela Resolução CONAMA nº430/11 por três meses seguidos. Posterior-
mente, a frequência passa a ser trimestral.
Observação: Para os usos previstos nos itens 6.2.1 e 6.2.2 deverá ser solicitada autorização prévia do órgão
ambiental, através do setor SHEQ.
Conforme a Resolução CONAMA nº 430/11, Art. 24, § 1º, “o órgão ambiental competente poderá estabelecer
critérios e procedimentos para a execução e averiguação do auto monitoramento de efluentes e avaliação da
qualidade do corpo receptor”. Caso não haja recomendações pelo órgão competente, mensalmente devem ser
amostrados o efluente bruto e o efluente tratado.
Para lançamento em corpos hídricos ou em locais com cursos d’água próximos, deve ainda ser incluída a análise
de amostras de um ponto à montante e outro ponto à jusante do local de lançamento, em frequência trimestral.
Os efluentes gerados em qualquer instalação do Canteiro de Obras ou Subestação, somente poderão ser lança-
dos diretamente no corpo receptor desde que obedeçam minimamente às condições e padrões previstos na
Resolução CONAMA nº 430/11, Art. 21:

No caso de legislações municipais ou estaduais que sejam mais restritivas que a Resolução CONAMA nº 430/11,
estas terão validade e deverão ser atendidas.
Deve ocorrer amostragem do efluente sanitário bruto e tratado mensalmente, enquanto durarem as atividades.
Ainda, antes de iniciar o aproveitamento do efluente tratado, o órgão ambiental competente deve ser consultado
a fim de que o empreendimento obtenha autorização para determinado fim.
De acordo com a Resolução nº 375, de 29 de agosto de 2006, do Conselho Nacional do Meio Ambiente – CO-
NAMA, que define critérios e procedimentos para o uso agrícola de lodos de esgoto gerados em estações de
tratamento de esgoto sanitário e seus produtos e derivados, há a “necessidade de dispor os lodos de esgoto
provenientes das estações de tratamento de esgoto sanitário de forma adequada à proteção do meio ambiente e
da saúde da população”. Ainda, considera que o “lodo de esgoto sanitário constitui fonte de matéria orgânica e
de nutrientes para as plantas e que sua aplicação no solo pode trazer benefícios à agricultura” e “o uso agrícola
do lodo de esgoto é uma alternativa que apresenta vantagens ambientais quando comparado a outras práticas
de destinação final”.
Assim, desde que considerados os critérios dispostos no Decreto nº 4.954, de 14 de janeiro de 2004, que regu-
lamenta a Lei nº 6.894, de 16 de dezembro de 1980, que dispõe sobre a inspeção e fiscalização da produção e
do comércio de fertilizantes, corretivos, inoculantes ou biofertilizantes destinados à agricultura, e os critérios dis-
postos na Resolução CONAMA 375/06, poder ser viabilizada a destinação do efluente tratado e do lodo de esgoto
para atividades locais.

Cópias das inspeções de manutenção e laudos físico-químicos das amostragens deverão ser encaminhados pelo
operador da ETE e/ou responsável pelas amostragens para o responsável de meio ambiente da CGNBE. Este
envio deve ser avaliado internamente, podendo ser realizado de acordo com as demandas já estabelecidas em
rotina, ou seja, em conjunto com reports mensais, trimestral ou semestralmente.
A área da ETE deverá ser restrita às pessoas autorizadas, evitando sua operação de forma incorreta.
Usos do lodo e efluente tratado devem ser analisados individualmente e validados pela SHEQ.

stalled in CGNBE's enterprises, in order to contribute to their continuous improvement.

he operator must define his work routine in the Effluent Treatment Station according to the system implemented.
The supplier must have an Operation Manual, as well as a check list of activities for system inspection, which will
serve as a basis for the activities developed.
Minimally, the operator must:
a. Check the level of sodium hypochlorite and request replacement when the level is below 30% of total
volume, when applicable;

b. Verify the condition of the sodium hypochlorite package, if there is a containment basin for the container,
and make the FISPQ available for consultation, when applicable;
c. Weekly inspect system cleanliness conditions, operating condition of pumps and other equipment;
d. Document the inspections and forward monthly copies to the unit's environmental officer.
The operator responsible for the periodic maintenance of the treatment stations must own and make use of per-
sonal protection equipment:
a. Long tube rubber glove;
b. Safety boots;
c. Ethyl alcohol 96º GL (for disinfection);
d. Safety helmet;
e. Disposable mask;
f. Goggles of protection.
Every liquid effluent treatment system must be monitored in order to verify its efficiency. The analysis must be
performed by accredited laboratories, according to a pre-established schedule in each enterprise, need and final
destination of the treated effluent.
In case the environmental agency does not define the monitoring frequency, it is hereby established that the
collection of samples of the raw sanitary effluent and the treated effluent should be carried out monthly until the
system reaches the levels established by CONAMA Resolution nº430/11 for three consecutive months. Subse-
quently, the frequency becomes quarterly.
Note: For the uses foreseen in items 6.2.1 and 6.2.2, prior authorization must be requested from the environmental
agency, through the SHEQ sector.
According to CONAMA Resolution no. 430/11, Art. 24, § 1, "the competent environmental agency may establish
criteria and procedures for the execution and investigation of self monitoring of effluents and evaluation of the
quality of the receiving body". If there are no recommendations by the competent organ, the raw effluent and the
treated effluent should be sampled on a monthly basis.
For launching in water bodies or in places with nearby watercourses, the analysis of samples from one point
upstream and another point downstream of the launching site must also be included, on a quarterly frequency.
The effluents generated at any site or substation may only be discharged directly into the receiving body provided
that they comply with the conditions and standards set forth in CONAMA Resolution No. 430/11, Art. 21:
“Art. 21. For the direct discharge of effluents from sewage treatment systems sa-nitary
the following specific conditions and standards must be met:
I - Conditions of effluent discharge:
a) pH between 5 and 9;

b) Temperature: less than 40°C, and the temperature variation of the receiving body should
not exceed 3°C at the limit of the mixing zone;
c) sedimentable materials: up to 1 mL/L in 1 hour Inmhoff cone test. For launching in lakes
and ponds, where circulation velocity is practically zero, sedimentable materials should be
virtually absent
d) Biochemical Oxygen Demand-DBO 5 days, 20°C: maximum of 120 mg/L, and this limit
can only be exceeded in the case of treatment system effluent with a minimum removal
efficiency of 60% BOD, or by means of a self-depuration study of the water body that
proves compliance with the goals of the receiving body;
e) substances soluble in hexane (oils and greases) up to 100 mg/L;
f) absence of floating materials”.
In the case of municipal or state legislations that are more restrictive than CONAMA Resolution no. 430/11, these
will be valid and must be attended.
Sampling of the raw and treated sanitary effluent should occur monthly, while the activities last. Also, before start-
ing to use the treated effluent, the competent environmental agency must be consulted so that the enterprise
obtains authorization for a certain purpose.
According to Resolution No. 375, of August 29, 2006, of the National Environmental Council - CONAMA, which
defines criteria and procedures for the agricultural use of sewage sludge generated in sanitary sewage treatment
plants and their products and derivatives, there is a "need to dispose of the sewage sludge coming from the
sanitary sewage treatment plants in an adequate manner to protect the environment and the health of the popu-
lation. He also considers that "sanitary sewage sludge is a source of organic matter and nutrients for plants and
that its application in the soil can bring benefits to agriculture" and "the agricultural use of sewage sludge is an
alternative that presents environmental advantages when compared to other final disposal practices".
Thus, provided that the criteria set forth in Decree No. 4,954 of January 14, 2004, which regulates Law No. 6,894
of December 16, 1980, which provides for the inspection and supervision of the production and trade of fertilizers,
correctives, inoculants or biofertilizers intended for agriculture, and the criteria set forth in Resolution CONAMA
375/06, may be feasible the destination of the treated effluent and sewage sludge for local activities.
Copies of the maintenance inspections and physical-chemical reports of the samples should be forwarded by the
ETE operator and/or the person responsible for the samples to the CGNBE environmental officer. This sending
should be internally evaluated, being able to be accomplished according to the demands already established in
routine, that is, together with monthly, quarterly or semester reports.
The ETE's area should be restricted to authorized people, avoiding the incorrect operation.
Uses of the treated sludge and effluent must be individually analyzed and validated by SHEQ.
