A ideia do presente artigo tem origem na experiência conduzida em 2005-2006 na Licenciatura de
Informática pela direcção do curso, no sentido de, com anuência prévia do Senhor Reitor, a direcção se
responsabilizar pela cadeira de IPC – Introdução ao Pensamento Contemporâneo. A ideia é a de
transformar a cadeira numa oportunidade “laboratorial” de abrir à imaginação dos alunos, um espaço
de oportunidades de trabalho maximamente livre, onde a imaginação de cada um se possa expressar
num contexto duplo de informação e literatura contemporâneas, mas sem obrigar os estudantes a perder
o sentido profissional da Informática. Esse é o desafio da cadeira; e daí termos partido para este artigo,
numa primeira intervenção que corresponde a uma primeira aula de introdução à cadeira.

The fundamental problem of communication is that of reproducing at one point either exactly or
approximately a message selected at another point. Frequently the messages have meaning; that
is they refer to or are correlated according to some system with certain physical or conceptual
entities. These semantic aspects of communication are irrelevant to the engineering problem.
The significant aspect is that the actual message is one selected from a set of possible messages.
The system must be designed to operate for each possible selection, not just the one which will
actually be chosen since this is unknown at the time of design. (Shannon, 1948)
A Quantificação da Informação.
A mais importante contribuição de Shannon no artigo célebre em referência, foi a
quantificação da informação e o estabelecimento formal, termodinâmico, dos sistemas
de comunicação. Em particular, havia a medição do “ruído”:
The case of interest here is that in which the signal does not always undergo the same change in
transmission. In this case we may assume the received signal E to be a function of the
transmitted signal S and a second variable, the noise N.
The noise is considered to be a chance variable just as the message was above. In general it may
be represented by a suitable stochastic process.

Não é esta a oportunidade para discutir estes teoremas e a sua implicação para o entendimento e
análise dos processos de transmissão de sinais, mas fica o sublinhado da sua relevância, sobretudo se
tivermos presente que foram enunciados em 1948.

e não nos meios e sistemas de informação 11. No quadro da distinção entre informação
e conhecimento, ou sobretudo entre sociedade da informação e sociedade do
conhecimento, conhecimento significa informação recebida e usada em termos úteis,
com adequação ao contexto. Ter informação ou ter acesso à informação, neste
contexto, não chega; importa saber usar, saber dar utilidade á informação. Isto implica
compreender; e daí, a sociedade do conhecimento colocar a ênfase no agente, no
sujeito que detém a informação; e não na tecnologia, no suporte que serve de veículo
à informação (cf. Glossário de CTS, neste volume).
Desde a chamada Agenda (ou Estratégia) de Lisboa, que a União Europeia traçou
como objectivo central disputar a liderança aos Estados Unidos no que respeita à
Sociedade e à Economia do Conhecimento 12.
Estratégia é escolher como lutar em função dum objectivo. A Europa pretende ser um espaço
competitivo à escala global sem por em causa a coesão social e a sustentabilidade ambiental .
Portugal apostou na sua Presidência da União Europeia em 2000 na concepção duma resposta
moderna a este objectivo, baseando a aposta no conhecimento e na inovação como factores de

competitividade, coesão e emprego.

Em Portugal, com os nossos maus hábitos de superficialidade e de retórica, é muito possível que este
upgrade conceptual não venha a passar de um mero tónus politico meramente terminológico, sem
qualquer correspondència com o avanço técnico e social que lhe deveria suceder.

A declaração de Bolonha data de 1999. Assim, é anterior à Estratégia de Lisboa, que data de 2000,
era à data o Eng. António Guterres o primeiro-ministro português e Presidente em exercício da União
Europeia. No entanto, a Estratégia de Lisboa incorporou Bolonha no seu espírito agressivo de abertura,
dinamismo e competitividade.

The aim of the process is thus to make the higher education systems in Europe converge
towards a more transparent system which whereby the different national systems would use
a common framework based on three cycles - Degree/Bachelor, Master and Doctorate.
At the Prague ministerial conference in 2002 the ministers set the European area of higher
education the objective of responding to the needs of lifelong learning. They stressed the
participation of higher education establishments and students (mainly through their
representative associations) in the process and laid emphasis on the need to make the
European area of higher education attractive to the rest of the world. The Prague Communiqué
(pdf format) also called for the implementation of policies to evaluate quality in each country in
order to secure the mutual trust which is indispensable to the validation of studies carried out in
another country.
In Berlin, it was decided to speed up the process by setting certain short-term targets (final
communiqué - pdf format). Thus, by 2005, all signatory countries should:
• have adopted a two-cycle system,
• issue the diploma supplement in a major language to all their graduates free of charge and
automatically, and
• have made a start on introducing a quality assurance system.
In addition, the doctorate cycle will henceforth be covered by the Bologna reforms, thus
promoting closer links between the European higher education area and the European research
area.
40 countries are now involved in the Bologna process. Four Western Balkan countries – Albania,
Bosnia-Herzegovina, “the former Yugoslav Republic of Macedonia” and the Federal Republic of
Serbia and Montenegro – joined the Bologna process at the Berlin Conference, along with the
Principality of Andorra, the Holy See and Russia. The Commission will look at the adoption of
specific support measures for countries covered by the Tempus-Cards and Tempus-Tacis
programmes. A joint Socrates-Tempus call for proposals is being prepared.
As far as the European Union is concerned, the Bologna process fits into the broader framework
of the Lisbon objectives.
At the March 2000 Lisbon Council, the Heads of State and Government, conscious of the
upheaval caused by globalisation and the challenges inherent in a new, knowledge-based
economy, set a new objective for the Union for the decade ahead: that of becoming "the most
competitive and dynamic knowledge-based economy in the world, capable of sustainable
economic growth with more and better jobs and greater social cohesion".

ANEXO B – Lisbon strategy: two reports name good and bad "pupils"
On 23-24 March, heads of state and government will meet in their yearly Spring Summit to discuss
progress on the reforms strategy for growth and jobs. The National Lisbon Reform Programmes will be
one of their main points of attention.
In 2005, the Commission relaunched the Lisbon agenda, focussing it on economic growth and jobs and
giving national governments, as well as national stakeholders more "ownership" of the process. This
"Lisbon 2" relaunch was based on the recommendations from a wise men's group led by former Dutch
Prime Minister Wim Kok. One of the recommendations of the"Kok report" was not taken up by "Lisbon
2": the idea to "name and shame" countries' performances on their socio-economic reforms.
Two European think tanks have prepared evaluation reports on the progress of reform in the Member
States and have come to slightly different conclusions. But both think tanks also dare to do what the
Commission has avoided: to pinpoint the "heroes" and "villains" of the Lisbon reforms process.
The Brussels-based think tank Bruegel presented its assessment of the relaunched Lisbon agenda on
14 March. In a policy brief, Jean Pisani-Ferry and André Sapir warn the EU not to miss the "last exit to
Lisbon". They evaluated the National Reform Programmes and the Commission's evaluation of those
programmes. On a scale from 1 to 12, most countries score below 6 when it comes to ownership of the
Lisbon agenda. "Ownership" in this context refers to the involvement of national parliaments, social
partners and civil society in the criteria of the National Reform Programmes .
In the Bruegel ranking, Estonia has the best "ownership" (11 out of 12), followed by 9 other countries
(Austria, Denmark, Poland, Spain and others) with 7 out of 12. The countries, where these stakeholders
were least involved, were Belgium (3), Germany (2) and the UK (2).
In their evaluation of the Commission's report on the National Reform Programmes, Pisani-Ferry and
Sapir criticised the "still too profuse" integrated guidelines and urged the Commission to "simplify and
prioritise the Lisbon guidelines".
In a new Lisbon Scorecard to be presented on 20 March in Brussels, the London-based think
tank Centre for European Reform (CER) is more positive about the progress. "Many underlying trends
are positive", the CER says in its press release. "Slowly, but steadily, the EU is moving forward in most
of the areas covered by the Lisbon agenda."

In the CER ranking of top performers ("heroes) and laggards ("villains"), Denmark is number one, with
Sweden and Austria following close behind. The UK, the Netherlands and Finland also get high marks.
The Mediterranean countries Italy, Greece and Portugal score poorly, but the report's number one
"villain" is Poland.
