RESUMO: Apresentamos como objetivo geral contribuir com as reflexões acerca dos
processos de restruturação agrária na República Popular da China (RPC) e sua relação
com os caminhos percorridos pela revolução chinesa entendida em seu caráter
permanente. Para tanto, propõe-se uma análise das transformações ocorridas na
propriedade, posse e uso da terra na China dentro de três movimentos históricos
considerados fundamentais na defesa do caráter socialista da revolução no contexto
mundial do imperialismo das potências ocidentais. O primeiro momento encontra-se
após o estabelecimento da RPC pelo exército revolucionário de Mao, na segunda
metade do ano de 1950 com a realização de uma reforma agrária popular massiva.
Aprofundar o entendimento do seu papel histórico para a base de apoio camponês e para
as transformações na economia agrária foi o ponto de partida do estudo. O segundo
movimento ocorre durante os dois primeiros planos quinquenais de 1952 a 1962 com o
aprofundamento do processo de coletivização da economia agrária e sua subordinação à
industrialização e urbanização da sociedade chinesa. Abarca desde a constituição das
cooperativas até sua junção nas grandes comunas. E o terceiro movimento em destaque
se dá a partir dos anos 1960, quando a experiência de socialização dos meios e das
relações sociais de produção deteve-se no caos criado pela fome generalizada nas
comunas e culminou em 1958 com a volta ao sistema de cooperativas e lotes
particulares, com a queda de Mao em 1959 da liderança do PCC e o encerramento da
estratégia do Grande Salto em 1962. Esse momento foi marcado pelo recuo dos
processos de coletivização das terras e de regulamentação do comércio de produtos
agrícolas com a reestruturação do Sistema de Contratos de Responsabilidade Familiar.
Portanto, a análise da questão agrária na China pretendida, insere-se em um debate mais
amplo. O de estabelecer a produção de alimentos e matérias primas industriais em
outras bases de estruturação das forças produtivas e das relações sociais de produção em

ABSTRACT: We present as general goal to contribute with the reflections about the
processes of agrarian restructuring of the Popular Republic of China (PRC) and its
relation with the path taken by the Chinese revolution understood in its permanent
character. For this, was proposed an analysis of the transformations on the agriculture
and in the property, possession and use of land in China into three historical
movements considered fundamental in the defense of the socialist character of the
revolution in the global context of class struggle against the imperialism. The first
moment lies in the second half of 1950, with the realization of a massive popular
agrarian reform and the establishment of the PRC by the revolutionary army of Mao.
Deepen the understanding of its historical role to the base of peasant support and the
changes in the agrarian economy were the starting point of the study. The second
movement was over the two first five-year plans from 1952 to 1962 with the deepening
of the collectivization of the agrarian economy process and its subordination to
industrialization and urbanization of Chinese society. It covers since the establishment
of cooperatives to their union in large communes. And the third moment highlighted
was after the 1960s, when the socialization experience of the means and the social
relations of production stopped in the chaos created by the widespread hunger in the
communes and culminated in 1958 with the return to the cooperatives and private plots
system, with Mao's fall in 1959 of the CPC leadership and the ending of the Great Leap
strategy in 1962. This moment was marked by the throwback of the processes of
collectivization and regulation of the trade of agricultural products with the
