Abstract: The current state of higher education in Angola has made the
central focus of analysis in various areas, highlighted with the investiga-
tive and academic stages; that is associated approaches about assessment,
accreditation and quality, which, in practical terms, is barely visible. Begin
to conform fundamentally in legislative stage, devices related to the emer-
gence of an evaluation structured under appreciation logical attempting the
performances promotion of the quality of educational institutions, without
excluding logical assessment feature directed for accountability and regula-
tion. In this context, gain relevance, initiatives that could trigger re�ections
and discussions on a process that may enhance the ongoing rethinking of
practices inserted in such a dynamic reality as complex as is the university.
Thus, this paper tries to give up the face and the underlying trend directions
to a construction device, i.e., an evaluation system of higher education
institutions and the subsystem itself in Angola. Descriptions based on up
in perceptions of organizational actors and the implicit tendencies to exis-
ting legislation, which gives the substantially interpretative study nature.
