1| Introdução
Great Baltimore Fire (1904)
It was a quiet, frozen morning on February 7th,
1904 in Baltimore, Maryland. The city’s
population was about 500,000 residing citizens.
The deadly fire began in the John E. Hurst &

Company building.
Help arrived from Philadelphia, Wilmington,

Washington, York, Chester, Harrisburg, and
Altoona, each unit bringing their own equipment
in tow. However, firefighters soon discovered
that their equipment would not fit into
Baltimore’s hydrants, as each city had different
standards.
It destroyed much of central Baltimore, including 1,500 buildings covering an area of 140 acres (57 ha).

The Treaty of the European Union (TEU), also known as Treaty of Maastricht
was a turning point in the European integration process.
the initial economic objective of the Community to build a common market, was
oriented to promote a political union. The Treaty of Maastricht changed the
official denomination of the EEC to European Union.

official denomination of the EEC to European Union.
The Treaty of Maastricht structure is based on three pillars:

the first central pillar, the central one, has the Community dimension,
comprising the established EC, ECSC and Euratom Treaties (Union citizenship,
Community policies, Economic and Monetary Union).
the new pillars, are not supranational competences but aiming for governmental
cooperation: the second pillar is the Common Foreign and Security Policy
(CFSP) and the third one refers to Police and Judicial Cooperation.

Objectives (1990)
1. Constitute a forum for exchange of opinions and experience for the testing
and analytical community of Western Europe;
2. Coordinate the interface of the laboratory community with the other sectors
of the economy interested in their activities: industry, users, public authorities,
accreditation and certification bodies, etc.
3. Provide an infrastructure for scientific and technical cooperation for the
laboratories in Western Europe.

Global market & accreditation for EU
Accreditation is the last level of public control in the European conformity assessment
system. Accreditation is designed to ensure and attest that conformity assessment bodies
(e.g. laboratories, inspection or certification bodies) have the technical capacity to perform
their duties adequately.
Accreditation is used in both the regulated sector to meet the requirements of certain
legislation and the voluntary area where there is no specific legislation.
Accreditation aims to increase trust in conformity attestation and thus reinforces the mutual
recognition of products, processes, services, systems, persons and bodies across the EU.

 the risk-based thinking (less prescriptive requirements replaced by
performance-based requirements);
 greater flexibility in the requirements for processes, procedures,
documented information and organizational responsibilities;
 a definition of “laboratory” has been added;
 Scope of the standard: laboratory activities;
 Defined range of activities for laboratory;
 Emphasis on “Impartiality” vs. “Independence”;
 Process orientation;
 Information Technology: Risks, data integrity, confidentiality, validation of
software, considering electronic documents;
 Metrological traceability;
 Decision Rules for statements of conformity (pass/fail).
